Zhao Leji, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Head of the Central Commission for Discipline Inspection (CCDI) made arrangement for a special inspection tour of poverty alleviation. Zhao Leji attended the 2nd session of the 19th Inspection Mobilization and Arrangement Meeting of the CPC Central Committee. It was noted by him that we should continue to study and implement the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China in an in-depth manner; consolidate our political stance and strengthen inspection and supervision; and promote the implementation of the political responsibility of poverty alleviation, to render effective guarantee to the tough battle against poverty.

Zhong Shan, Minister of the Ministry of Commerce: We should give full play to the advantages of the commercial industry to secure steady progress in fixed-point poverty alleviation efforts. On Oct 3 and 4, Zhong Shan, Secretary of the Party Group and Minister of the Ministry of Commerce led a delegation to make investigation into the fixed-point poverty alleviation efforts in Hunan Province and chaired a colloquium. Zhong Shan noted that commercial affairs connected the outside world with China and linked urban areas to rural areas, which made it an important player in the undertaking of poverty alleviation. The Ministry of Commerce will work harder on integrating urban and rural needs of poverty alleviation, promote targeted efforts, consolidate current achievements and reinforce the assistance rendered to poverty alleviation efforts in the next stage.

Chongqing Municipality is going to promote workshop-based poverty alleviation through employment. Chongqing held a meeting on poverty alleviation through employment, saying that it was going to introduce a series of supporting measures to build high-quality and high-standard workshops for poverty alleviation. By promoting such employment-based poverty alleviation means as “community workshops”, it intends to help impoverished people get employed locally, ensuring that at least one member in an impoverished zero-employment household achieves stably employed.

Shanxi Province worked on the cultivation of people taking the lead for entrepreneurship and prosperity in destitute villages, striving to forge a “permanent poverty-alleviation work team”. Since 2017, Shanxi Province has begun the work on the cultivation of people taking the lead for entrepreneurship and prosperity in destitute villages. Following the working ideas of “government’s leading, multi-party participating, industry guiding and targeted cultivating”, the efforts concentrate on three key links, namely, “capability cultivation, entrepreneurship incubation and income rise” to deliver training and forge a “permanent poverty-alleviation work team”. As of now, a total of 7,538 people have participated in training, among whom 1,370 people have engaged in entrepreneurship and 4,210 impoverished households have benefited from the effort.

Hebei Province has designated ten destitute counties as key areas of poverty alleviation through healthcare. In order to secure solid progress in the project of poverty alleviation through healthcare in destitute areas, Hebei Province has designated key areas of poverty alleviation through healthcare for the next three years. This effort sets out to provide special guarantee to rural impoverished people through medical assistance. Help will be tilted towards self-paid medical costs reimbursed through urban and rural medical insurance and critical illness insurance to keep the cost undertaken by rural impoverished people beyond the national health insurance directory within 10%.

Shaanxi Province vigorously advances poverty alleviation via the influence of role models. Shaanxi Province has drawn up “Work Plan for Explaining and Publicizing Poverty Alleviation”. A team has been set up to deliver speeches in destitute villages and it has now reached more than 30,000 people, promoting other cities and counties to engage in similar publicity events. The plan sets out to publicize role models who are ordinary people but have shaken off poverty, so as to foster a favorable atmosphere encouraging people to shake off poverty by hard work. In this way, it sets role models for impoverished households and endows them with the power to achieve their goal of shaking off poverty.

Guizhou Province helped impoverished people gain income through “school canteen—rural destitute area cooperation”. Guizhou Province is home to 17,000 school canteens at all levels, reaching 6.2 million students. School canteens across the province purchase common agricultural products, such as rice, flour, edible oil, meat and vegetable for more than 100,000 tons at the monthly cost of approximately one billion RMB. The “school canteen—rural destitute area cooperation” launched by Guizhou Province has promoted the development of 3,981 agricultural production bases (cooperatives) within the province. The area covered by industrial adjustment reached 1.7 million mu and more than 420,000 impoverished people from 109,000 households benefiting from the project, increasing the income of the impoverished.

Henan Province: The subsidy of rural teachers in destitute areas will be increased by RMB 800 at most every month. Henan Province plans to deliver subsidy to rural teachers in destitute areas in line with the following standard: RMB 200/month at the county level, RMB 500/month at the village level and RMB 800/month at small and informal schools. It is going to invest RMB 1.44 billion from 2017 to 2020 in building 23,800 temporary dormitories to provide accommodation service to 42,900 teachers in rural primary and middle school.

Sichuan Province has officially launched the assessment on the poverty alleviation efforts for 2018. Unlike that of previous years, assessment for this year on the exit of destitute counties will be organized by Sichuan Province, rather than the central government, carrying out random inspection on the exit of destitute counties in the province at the ratio of 20% in next June. The assessment modes will be determined by the progress achieved by different areas, enhancing the accuracy of the assessment.

Guangxi Zhuang Autonomous Region worked relentlessly on targeted poverty alleviation, lifting more than 1.17 million people out of poverty annually. Guangxi is a region known as destitute, remote and mountainous, which used to house old revolutionary base inhabited by ethnic minorities, making it one of the key battlefields of poverty alleviation. From 2012 to 2017, a total of 7.04 million people were lifted out of poverty, namely, on an annual average of more than 1.17 million people. At present, there are still 2.67 million impoverished people registered in the poverty document in Guangxi and local cadres are working on targeted poverty alleviation in an effort to secure better results from poverty alleviation and complete the tasks of poverty reduction as scheduled.

The Conference on Priorities of Poverty Reduction and Paired Support of Ningxia Hui Autonomous Region was held. It was pointed out on the conference that we should make solid progress in poverty alleviation through agricultural industrialization, finance, education, relocation and drinking water safety in rural areas; consolidate Fujian-Ningxia coordination and fixed-point poverty alleviation by central institutions; and organize enterprises to render support to paired destitute villages. Relevant departments at the municipal, county (district) and regional level should undertake political tasks, take proactive action and strengthen policies, responsibilities and task implementation, so as to complete this year’s poverty reduction tasks on high quality.

A total of 25 counties in Tibet Autonomous Region were lifted out of poverty. In recent years, with the keen care of the CPC Central Committee, Tibet has worked relentless on poverty alleviation and achieved decisive progress. A total of 297,000 people, 2,713 villages and 30 counties were lifted out of poverty from 2016 to 2017, reducing local poverty incidence from 25.2% at the end of 2015 to 7.9% at the end of 2017. Lhunzhub County (Linzhou County), Gar County and other 23 counties or districts in Tibet have passed the poverty reduction approval and are now lifted out of poverty this year.

A total of 72,000 people in the four prefectures of southern Xinjiang (Kashgar Prefecture, Hotan Prefecture, Kizilsu Kirghiz Autonomous Prefecture and Akesu Prefecture) were helped by the project of poverty alleviation through employment in the first eight months of this year. An important way to transfer and employ labor force from poverty-stricken households in the four prefectures of southern Xinjiang was to provide employment opportunities in local areas, which increased their income and allowed them to take care of their family. On one hand, the four prefectures built “poverty-alleviation workshops” to absorb local labor force. On the other hand, these prefectures worked hard on the implementation of such supportive policies as guaranteed venture loans, tax break and rental remission and developed a number of small shops and workshops based on local conditions, encouraging some people to get self-employed through entrepreneurship.

Public Poverty Alleviation and Charity News:
The “Dream Key” public welfare project provided free Internet access to schools in destitute areas. The public welfare project “Dream Key” co-launched by WiFi Master Key and China Social Welfare Foundation (CSWF) has provided free wireless broadband network access to more than 170 schools in remote areas. In order to prevent destitute areas from “marginalization” in the Internet era, the project opens a window to the world for kids by providing free Internet access, as well as generates more opportunities to inspire people in these destitute areas.
