 State and Ministerial Policy News:

Xi Jinping has made significant instructions to the fight against poverty, stressing that we should adhere to our goal and win the tough battle against poverty as scheduled. On the occasion of the Fifth National Poverty Alleviation Day, Xi Jinping, General Secretary of the CPC Central Committee, President of China and Chairman of the Central Military Commission, stressed that the four decades since the reform and opening-up witnessed China’s gradual progress of poverty elimination. Currently, we are entering the most critical phase for poverty alleviation. Therefore, all the regions nationwide should earnestly shoulder their responsibilities and set more efforts into poverty alleviation. Besides, the Party and people of all ethnic groups around China should unite as one to win the tough battle against poverty as scheduled.

China will bring all the rural impoverished people into the medical insurance system by 2020. The National Healthcare Security Administration, Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development have recently issued “Three-Year Action Plan for Poverty Alleviation through Healthcare Security (2018-2020)”, clearly stating that by 2020, all rural impoverished people will be brought into the range of basic medical insurance, critical illness insurance and medical assistance, and the benefit level of rural poor medical insurance will be significantly improved..

        The Ministry of Agriculture and Rural Affairs will launch measures to strengthen the connection between production and marketing, so as to solve the disconnection problem between production and marketing of agricultural products, as well as the difficulties in sale in destitute areas. The Ministry of Agriculture and Rural Affairs said, at the Poverty Alleviation Forum through Industrial Development on the Poverty Alleviation Day in 2018, that it would assist destitute areas to accelerate the construction of farmland markets and wholesale markets for agricultural products, develop cold-chain logistics delivery system, implement the “Internet plus” project to promote agricultural product’s sale to the outside world, speed up the action to promote brands, etc., thereby solving the difficulties in agricultural products selling in poverty-stricken areas.

        The Ministry of Water Resources issued instructions on water use for the poor. Recently, the Ministry of Water Resources, the State Council Leading Group Office of Poverty Alleviation and Development and the National Health Committee jointly held a video conference on the implementation of the three-year action plan of poverty alleviation through water conservancy & winning the tough battle against drinking water problems in rural areas. At the conference, the Ministry of Water Resources announced the “Implementation Plan for Three-Year Action for Poverty Alleviation through Water Conservancy (2018-2020)”, and proposed that by 2020, the drinking water safety for the poor will be comprehensively solved, another 20 million mu (about 13.3 billion square meters) of irrigation areas will be restored and improved, and the poverty alleviation project through rural water and electricity improvement will help 60,000 impoverished targeted households achieve income increase.

        Ministry of Transport: More newly increased funding projects are allocated to exceedingly poverty-stricken areas. At the Transport Forum on 2018 Poverty Alleviation Day, the Ministry of Transport expressed that the current poverty-alleviation task mainly concentrate in extremely poverty-stricken areas, such as “Three Regions and Three Prefectures” (three regions referring to Tibet, autonomous regions inhabited by Tibetan nationality and Han nationality in Qinghai, Sichuan, Yunnan and Tibet, and four prefectures of southern Xinjiang, namely Kashgar Prefecture, Hotan Prefecture, Kizilsu Kirghiz Autonomous Prefecture and Akesu Prefecture; three prefectures referring to Linxia Hui Autonomous Prefecture in Gansu, Liangshan Yi Autonomous Prefecture in Sichuan and Nujiang Lisu Autonomous Prefecture in Yunnan), and more newly-increased funding projects are allocated to extremely poverty-stricken areas, so as to ensure the completion of such poverty-alleviation goals as the accessibility to hardened roads  and buses for incorporated villages by 2020. Moreover, the Ministry of Transport also required that  such construction models as the integration of construction and maintenance should be promoted, thus improving the quality and safety of rural roads.

Local Poverty Alleviation News: 
       Beijing has invested nearly one billion yuan to help Lhasa shake off poverty and sent 185 cadres to help Tibetan people fight against poverty. Since the end of 2015, Beijing has provided more aid funds to extremely poverty-stricken towns and villages in Tibet, and impoverished people registered impoverished households. So far, Beijing has invested 997 million yuan in Lhasa’s poverty alleviation, implemented 151 poverty-alleviation projects, and lifted 18,710 registered impoverished people from 4,771 households out of poverty. At the meantime, Beijing has successively sent 393 cadres to help advance the development of Tibet, among whom 185 cadres have dedicated themselves to the frontline of poverty alleviation.

      Power grids of 17 extremely poverty-stricken villages (township) in Chongqing have been transformed and upgraded. In extremely poverty-stricken areas, improving the production and living conditions of impoverished households and developing characteristic industries for assistance are inseparable from adequate and reliable power. Thus the State Grid Chongqing Electric Power Company invests 191 million yuan this year in renovating and upgrading the power grids of 17 exceedingly poverty-stricken villages (township) determined by the Chongqing Municipal Government, realizing full coverage of power grids upgrading in those villages (township) and ensuring adequate electricity use for poverty-alleviation projects.

       Shaanxi Province promotes scientific and technological resources to destitute areas. Shaanxi Province has effectively promoted the scientific and technological resources to destitute areas by establishing a “Secretaries of the Ministry, Province, City and County” linkage mechanism for poverty alleviation, constructing a platform for scientific and technological innovation and carrying out the innovation chain plan through characteristic industries’ development based on the current industrial development in poverty-stricken areas, so that scientific and technological resources will flow to destitute areas and play a vital role in Shaanxi’s poverty alleviation work.

       Guizhou has implemented the “Jinxiu Plan” (Providing Assistance to Women) to increase the income of 500,000 women. There are nearly 20 million females in Guizhou, of which rural women account for about 65%. Women constitute not only the poverty-alleviation target, but a significant force in poverty alleviation. In 2013, Guizhou Province launched the “Jinxiu Plan”, and granted a special fund of 15 million yuan per year to set up more than 1,000 handicraft enterprises and professional cooperatives with female characteristics. Currently, nearly 500,000 women are involved in the handicraft industry and auxiliary industries in Guizhou Province, and the output value of the handicraft industry with female characteristics has reached six billion yuan.

        Liaoning Province has released policies to help impoverished disabled children. A few days ago, the Liaoning provincial government issued the “Opinions of the People’s Government of Liaoning Province on the Implementation of the Rehabilitation and Assistance System for Disabled Children” to establish the assistance system for disabled children. According to the Opinions, urban and rural disabled children from registered impoverished households living on the minimum living standard, disabled children adopted and raised by child welfare agencies, disabled orphans, disabled children raised by exceedingly poverty-stricken people and disabled children from households with financial difficulties will receive the privileged assistance.

        Henan Province: Traffic construction helps lift destitute villages out of poverty. Since this year, Henan Province has continuously increased its efforts into transportation infrastructure construction, with a total investment of more than 35 billion yuan in the transportation system in the first three quarters of the year, which effectively boosts poverty alleviation progress in destitute areas. By the end of September 2018, 33 poverty-stricken counties to be out of poverty and 1,800 destitute villages in Henan Province had achieved the “Three Access” goal of hardened roads, buses and postal services ahead of schedule, and 6,826 poverty-stricken villages in Henan Province had gained the access to bus services.

          Shandong Province: Targeted poverty alleviation through photovoltaic network brings “bright” future to impoverished people. In recent years, Shandong Province has carried out targeted poverty alleviation through photovoltaic network in poverty-stricken areas with sound lighting resources according to local conditions, mainly through building village-level centralized photovoltaic power stations and promoting household distributed photovoltaic network, so as to help install photovoltaic power generation systems for impoverished households and villages and connect it to the power grid. Consequently, the earnings from electricity use for Internet services directly increase the income of impoverished people.

       Hunan: The mode of poverty alleviation through advertising helps make achievements in industrial development. Hunan Province mainly depends on agriculture. For the reason that many high-quality agricultural products are not well-known in the market, the cases in which “high yield” does not equal “harvest” happen occasionally. The publicity department of the Hunan Provincial Party Committee has given full play to the advantages of the provincial media and organized the targeted poverty alleviation activities through advertising. All those advertisements for public benefits have made these agricultural products popular in the market. Meanwhile, to further push the advertising effect, the QR code related to the sales platform is embedded in the advertisement, so the audiences can directly scan the code to buy, which drives the sales and increase the income of impoverished households.

 Xinjiang Uygur Autonomous Region: “Poverty alleviation through healthcare” helps the masses lifted out of poverty. Since the launch of the 13th Five-Year Plan, with the strong support of the State Health Commission and paired provinces and cities, the pairing support funds have given priority to the efforts of poverty alleviation through healthcare in Xinjiang Autonomous Region. The poverty-alleviation projects through healthcare in the assistance recipient areas are regarded as the top priority and most significant livelihood projects in the scope of pairing support, and more project funds will be continuously increased to advance poverty alleviation.

Public Poverty Alleviation and Charity News
       Securities Association of China: 98 securities companies have been paired with 256 poor counties at the national level to provide assistance. From 2016 to 2017, the securities companies helped enterprises in poverty-stricken areas raise more than 160 billion yuan. In the process of providing paring assistance, the securities companies have established a long-term pairing-assistance mechanism by setting up leading groups for poverty alleviation and development, advancing poverty alleviation through industrial development, organizing education and training projects in the capital market, carrying out poverty alleviation through consumption and charitable donations, dispatching temporary cadres, and setting up poverty alleviation stations through finance.
