 State and Ministerial Policy News:

Xi Jinping: No one left behind the moderately prosperous society. Xi Jinping led a delegation to visit the public service stations, toy factories for poverty alleviation, and impoverished families in Lianzhang Village, Yingde City, Guangdong Province and talked with villagers there. He stressed that, in the tough battle against poverty, grassroots party organizations should have strive to fight a hard battle, pass on experiences to achieve the final victory based on small successful cases. He stated that we should work hard on the strategy of rural vitalization, accelerating the full revitalization of rural areas while eliminating poverty to achieve the modernization of agriculture and rural areas.

 Ministry of Civil Affairs: A total of 9.28 million people have been lifted out of poverty nationwide over the past five years, and the rural minimum subsistence guarantee system meets more people’s basic needs. From the end of 2012 to the end of 2017, the average standard of rural subsistence allowances had been lifted from RMB 2,068 per person to 4,301 per person year by year, rising by 108%; a total of 18.88 million impoverished people archived were covered by rural subsistence allowances or the aid programs for impoverished people, among whom 9.28 million were lifted out of poverty and 9.6 million were still struggling in poverty.

Ministry of Industry and Information: The proportion of destitute villages covered by optical fibers reached 94%. Since 2015, the Ministry of Finance and Ministry of Industry and Information have supported 130,000 administrative villages to have access to optical fibers through government-subsidized investment by telecommunications enterprises. Up to mid-October, the proportion of administrative villages with optical fibers was lifted from less than 70% to over 97%. The goal for broadband coverage in destitute villages to reach 90% set in the “13th Five-Year Plan” has been achieved. At present, the proportion of destitute villages covered by optical fibers has reached 94%.

 The three-year campaign to promote health in poverty-stricken areas was implemented in Beijing. The National Health Commission and the State Council Leading Group Office of Poverty Alleviation and Development issued the “Three-Year Action Plan to Promote Health in Poverty-stricken Areas” a few days ago, specifying that, by 2020, health education should cover all residents in impoverished areas; core teams of health education at the provincial, prefecture and county-level will be built in all destitute areas; health literacy of residents in destitute counties or districts (where impoverished belong to) should reach the province’s target level of 2020 or be lifted by 60% over that of 2018.

Local Poverty Alleviation News:

       Hunan Province launched 13 exquisite tourist routes for poverty reduction, launching the project of “Attracting Visitors to Villages”. At the 2018 Conference on Poverty Alleviation through Tourism in Hunan and Tourist Route Recommendation, a total of 13 thematic tourist routes, including Exploration in Tujia Culture, Dong and Miao Folk-Customs and Danxia Landform, and 198 key villages for poverty alleviation through tourism were designated. The introduction of these routes will promote sales at travel agencies for the purposes of strengthening exchanges and cooperation between travel agencies and destitute villages, attracting visitors to these villages and eventually lifting them out of poverty as early as possible.

        Sichuan Province: Thousands of enterprises paired up with thousands of destitute villages in Tibetan-inhabited regions of Sichuan to help them shake off poverty. In Tibetan-inhabited regions of Sichuan, the poverty-reduction campaign “Thousands of Enterprises Helping Thousands of Villages” was carried out in the form of “enterprise + destitute village” with small targets but effective results. The campaign is not merely the comprehensive promotion of private enterprises’ experience in targeted approach to alleviating poverty, but also one of the measures to facilitate Sichuan to build a new regional development pattern — “a main vein surrounded by several branches featuring coordinated development of five areas” (the main vein aims to support Sichuan to build Chengdu into a central city demonstrating the new development ideas of China; the branches aim to foster characteristic regional economy; five areas: Chengdu plain economic zone, southern Sichuan, northeastern Sichuan, Panzhihua-Liangshan-Ya’an economic zone and northwestern Sichuan).

      Henan Province is going to launch a campaign to monitor the nutrition status of students in key destitute areas. In order to give a scientific evaluation on the implementation results of the nutrition improvement plan for impoverished students and address the malnutrition of primary and middle school students, the Health and Family Planning Commission and Department of Education of Henan Province formulated the “Implementation Plan of Henan Province for the Evaluation Project of Student Nutrition Status in Key Destitute Areas (2018)”, which is going to be launched in 28 pilot monitoring sites in the near future.

       Hebei Province will implement the campaign “Hundreds of Enterprises Helping Hundreds of Villages”, promoting targeted connection between enterprises and impoverished villages. A few days ago, the Department of Agriculture and Rural Affairs of Hebei Province issued the “Implementation Plan for the ‘Hundreds of Enterprises Helping Hundreds of Villages’ Campaign (2018-2020)”. Hebei Province is going to organize more than 100 leading industrial agricultural enterprises to pair up with destitute villages to deliver targeted help. This campaign will give full play to the unique advantages and demonstrative role of the leading industrial agricultural enterprises in poverty alleviation, motivate impoverished households to develop independently, facilitate the sustained development of destitute villages and help impoverished people increase their income stably.

       Shanxi Province: Poverty alleviation through e-commerce helped impoverished people increase income. By late August, the e-commerce poverty alleviation project has helped registered impoverished people from 25 e-commerce demonstration counties in Shanxi Province to sell the agricultural products, totaling RMB 42.1 million. It has also increased the income of the targeted group by RMB 13.8 million and created job opportunities for nearly 3,000 of them.

      Poverty alleviation through tourism in Jiangxi Province is quite effective, lifting nearly 40,000 low-income families out of poverty. In recent years, Jiangxi Province has made good use of its ecology conditions in its efforts to promote the integration of tours of revolutionary heritage, cultural tourism and rural tourism with poverty alleviation, addressing the riddle of helping “poverty regions with ecological beauty” with “tourism+” approach. In 2017, the province has boosted the socio-economic development of 599 archived poverty villages and lifted 39,400 families out of poverty by creating jobs through tourism, agriculture product sales, temporary work and by means of operational income and share purchasing.

       Shaanxi Province supported the poverty alleviation efforts of 56 destitute counties (districts) with unemployment insurance. The Department of Human Resources and Social Security and Financial Department of Shaanxi Province issued a notice, stipulating that 56 destitute counties (districts) can use unemployment insurance fund for poverty alleviation in such aspects as facilitating enterprises in poverty alleviation, entrepreneurship-based poverty alleviation and training-based poverty reduction. Enterprises that fail to pay for social security fund may make supplementary payment and receive job stabilizing subsidy as stipulated and workers may apply for the subsidy for skill improvement. The policy targets at unemployed people in destitute areas and encourages rural migrant workers to get insured as their urban counterparts do.

Qinghai Province rolled out ten measures to strengthen the support of first secretaries and village-based work teams. Qinghai Province introduced the “Ten Measures for Strengthening the Support of First Secretaries and Village-Based Work Teams” to address weaknesses in poverty alleviation. The measures aim to improve the quality of dispatched village carders, monitor work discipline and build a sound evaluation mechanism. It tries to motivate the first secretaries and village-based work teams to work at the forefront, merge with local villagers, and devote to poverty eradication through making up for weaknesses with incentive measures.

       Guangxi Zhuang Autonomous Region will settle the medical expenditure of archived poverty population with one-stop service before the end of the year while the latter could receive medical treatment before payment. The five departments of the Department of Human Resources and Social Security, Health and Family Planning Commission, Department of Civil Affairs and Office of Poverty Alleviation and Development of Guangxi Zhuang Autonomous Region, jointly issued the “Notice on Providing One-Stop Settlement for Medical Expenditure of Registered Rural Poverty Population”, to optimize the settlement service for this group of people. Poverty-stricken patients only need to pay for their self-paid portion, which shall not exceed 10% of the total hospitalized expenses.

Tibet Autonomous Region adopted several measures to help poverty-stricken women get employed or create their own business. According to Women’s Federation of Tibet Autonomous Region, over the past five years, the relevant authorities of the region have raised more than RMB 20 million, implemented over 560 trainings of various skills and helped more than 20,000 impoverished women create their own business or get employed. Meanwhile, the autonomous region has built 34 demonstration bases showcasing the remarkable influence of women on poverty alleviation, supported 64 women economic organizations, built 16 national-level “Women’s Green Project” demonstration bases and issued a guaranteed loan for women startup business of more than RMB 51 million.

Public Poverty Alleviation and Charity News

China Media Group launched the project of targeted poverty alleviation through commercials, adding five new provinces or regions as partners, namely Inner Mongolia, Gansu, Hubei, Tibet and Jiangxi. Since the project — “CCTV National Brand Plan — Targeted Poverty Alleviation through Commercials”— entered into force, a total of 457,700 families and more than 1.7 million people from eight provinces (regions and municipalities) have benefited from it. In 2018, more than 50 types of agricultural products will be promoted in commercials. Now that the five new provinces have been included in the list, there are 13 parter provinces in total, and more than 70 types of agricultural products are expected to be promoted for free in 2019.
