The International Forum on Reform and Opening Up and Poverty Reduction in China kicked off in Beijing and President Xi Jinping sent a congratulatory letter to the forum. Attended by political and business leaders of the United Nations and World Bank as well as think tank scholars, the forum, themed “International Cooperation on Poverty Reduction: Building a Community with a Shared Future for Mankind”, reviewed the achievements and experience of poverty reduction over the past four decades in China, and exchanged ideas about ways to meet the current and future challenges.

Ministry of Agriculture and Rural Affairs: A total of 400,000 people for mass entrepreneurship and innovation in rural areas will be trained by 2020. By the end of 2020, the Ministry of Agriculture and Rural Affairs will implement a training project of hundred, thousand, and ten thousand entrepreneurial and innovative talents in rural areas, nurturing 100 national tutors, 1,000 provincial and 10,000 municipal ones on rural innovation and entrepreneurship as well as foregoers helping people shake off poverty and get rich. We will build annually 100 blue-chip and influential national demonstration bases for rural innovation and entrepreneurship in three years to provide efficient services.

The Ministry of Industry and Information Technology and State Council Leading Group Office of Poverty Alleviation and Development released the “Notice on Working Harder to Achieve Internet-Based Targeted Poverty Alleviation”, which supports basic telecommunication enterprises in reducing charges for impoverished people. In order to provide affordable telecommunication services and APPs to impoverished people with good user experience, we will guide telecommunication enterprises based on their realities and economic conditions of destitute areas, to provide archived poor households with the largest discounts for basic telecommunication pricing packages, including fiber broadband and mobile phones.

Local Poverty Alleviation News:
Shanxi Province has completed 33,000 rural drinking water projects, benefiting 24.18 million people and facilitating poverty alleviation. Drinking water safety in rural areas is an important indicator to assess poverty-alleviation performance. Shanxi has adopted several measures successively in recent years to ensure full coverage of rural drinking water projects and improve rural drinking water safety. As a result, the popularization rates of rural tap water and centralized water supply rate have achieved 92% and 95% respectively in the province, marking significant improvement in rural drinking water safety.

Guizhou Province secured win-win results in the tourism of destitute areas and sales of local specialties. Guizhou Province issued a plan the other day that consumers, whose online spending on Guizhou specialties reaches a certain amount on this Double 11, a shopping carnival in China, will get a reward of electronic discount coupons for local tourist attractions. The plan is designed to give full play to the role of tourism in boosting e-commerce sales of specialties, which in turn promotes local tourism, and eventually facilitates poverty alleviation and rural prosperity.

The Tianbao Project facilitated poverty relief in Sichuan Province. According to the Forestry Department of Sichuan Province, the province will spend RMB 75 million from the central budget, building 430,000 mu (about 287 square kilometers) of Tianbao public welfare forest in poverty-stricken areas. By allocating expenditure on forest management under the Project, Sichuan has employed 47,000 archived impoverished people as forest rangers, lifting more than 70,000 people out of poverty.

Shandong Province expedited the efforts to lift poverty-stricken disabled people out of poverty. The meeting of Shandong Province on poverty alleviation for disabled people has been held recently, raising four requirements for the work. Anhui Province will monitor financial aid for impoverished students through inspection at four levels. With a view to ensuring the orderly, sound proceeding of student aid, the Education Department of Anhui Province is going to build a comprehensive monitoring system featuring school-level self-inspection, county-level (district-level) general inspection, municipal-level random check and general inspection, and provincial-level random inspection. The system will give priority to the implementation of student aid policies and funds for archived poor students, the safety of recipients’ personal information and other matters that pose threats to the student aid.

The Office of Poverty Alleviation and Development of Hunan Province made instructions on how to improve poverty reduction to seek steady progress. According to the instructions, Hunan Province will step up to reduce poverty through industrial development, push forward infrastructure construction in poor areas and work harder on poverty alleviation through employment. In addition, the province will shake off poverty through education by keeping an accurate data about each impoverished student and preventing school-age students in impoverished families from dropping out. Meanwhile, we will provide follow-up support for relocated people, promote progress in local industries and secure employment transfer so that at least one in each relocated family can get a job.

Gansu Province developed the industry of traditional Chinese medicine to boost poverty alleviation. Rich in medicinal plants, Gansu Province boasts a long history of traditional Chinese medicine production and practice. Up to now, the industry has covered ten municipalities (prefectures), 51 poverty-stricken counties (districts) and 508 destitute villages and towns in the province, lifting 58,000 impoverished households and 239,000 poor people out of poverty through planting traditional Chinese medicine materials.

Guangxi Zhuang Autonomous Region: strive to complete the tasks of poverty alleviation by prioritizing four aspects. During 2012-2017, a total of 7.09 million people in 1,999 villages and 11 counties shook off poverty in Guangxi and local poverty incidence dropped to 5.7% from 18%. Guangxi will give priority to the following aspects, that is, the fundamental requirement of targeted poverty alleviation; destitute areas as the primary barrier to poverty relief; the long-term goal of steady income rise; and poverty relief in the frontline of the villages as a core task, so as to complete the tasks of poverty alleviation as scheduled.

Inner Mongolia Autonomous Region develops ecological industry to lift impoverished people out of poverty. Inner Mongolia Autonomous Region continuously guides impoverished people with labor capacities to participate in the skill training of ecological industry, fosters characteristic forestry that boosts the long-term income rise of poverty-stricken households, and encourages them to shake off poverty through forest-based industries such as planting, breeding, traditional handicraft and tourism. The living and production conditions of impoverished people are expected to improve significantly by 2020.

Xinjiang Uygur Autonomous Region will relocate 160,000 impoverished farmers and herdsmen out of remote mountains to shake off poverty. Impoverished farmers and herdsmen in Xinjiang can hardly support themselves in remote mountainous areas and desert. For that, the country has decided to offer special support by relocating 160,000 of them to oases and plains. For the sake of coordination of relocation, industrial development and steady poverty reduction, Xinjiang will invest more in developing follow-up industries and creating more jobs to ensure that relocated people settle down and shake off poverty in new residences.

The Annual Technology Conference of the Tea Industry in China was held in Sanjiang Dong Autonomous County, Guangxi, bringing the role of the tea industry in poverty alleviation. The 2018 Annual Technology Conference of the Tea Industry in China, themed “Technological Innovation and High-Quality Development of the Tea Industry”, was held. Experts and scholars across the country gathered together to exchange ideas on how to promote the tea industry via technology and how to motivate people in destitute areas to shake off poverty and increase income. The 2.93 million hectares of tea plantation across China yielded a total of 2.55 million tons of dry semi-finished tea in 2017, a gross output value of RMB 192 billion. That means tea industry growth plays an essential role in getting people rich.
