State and Ministerial Policy News:
At the Yunnan Promotion Conference for Poverty Alleviation in Destitute Areas, Liu Yongfu asked eastern provinces of China and central units to enforce accountability and offer more targeted and efficient assistance. Yunnan Province must shoulder the responsibility of poverty alleviation to trigger economic and social development in an all-round way. Ministries of the Central Government and eastern provinces of China should strengthen assistance in ways of funding, project construction and policy support for impoverished people in destitute areas of Yunnan Province.

National Health Commission of the People’s Republic of China and State Council Leading Group Office of Poverty Alleviation and Development jointly published the Three-Year Action Plan for Promoting Health in Impoverished Areas, indicating that the overall coverage of health education for residents in poverty-stricken areas shall be completed by 2020. Governments at provincial, municipal, and county levels should form up backbone teams to achieve this objective, and 50% of primary and secondary schools, taking county and district as the units, should meet the health promotion standard. In addition, health literacy of residents in poverty-stricken counties (counties where impoverished people live) is expected to rise up to the provincial level in 2020 or increase by 60% against that of 2018.

Local Poverty Alleviation News:
Chongqing issued five new supporting policies for employment to reduce poverty. First, upper age limit for impoverished labor force to enjoy supporting policies for employment and entrepreneurship is eliminated. In other words, archived impoverished labor force aged 16 and above, as long as qualified for supporting policies for employment, shall be included in the assistance target. Second, Chongqing will help impoverished labor force obtain employment nearby, create more jobs by encouraging entrepreneurship, increase the export of organized labor services, and support more impoverished labor force to get trained in employment and entrepreneurship.

Anhui Province issued an “upgraded” plan for poverty alleviation through rural tourism. Since 2016, Anhui Province has carried out “3451” Project for poverty alleviation through rural tourism and “Eight-First” Project. This year, the province has invested nearly 1.1 billion yuan in building A-level tourist villages to form up an “upgraded” plan of poverty alleviation through rural tourism. By the end of October, Anhui Province has constructed 62 A-level tourist villages, including 14 AAA ones, 35 AA ones and 13 A villages.

Financial institutions in Shandong Province provide “One County One Product” service to promote targeted poverty alleviation. For destitute areas, Shandong Province initiated such financial services as the “One County One Product” and “One Specialty One Sector”, for example, the “loan for fruit growers” in Mengyin, “loan for tobacco growers” in Tancheng, and “loan for garlic growers” in Lanling. The province aims to transform the original “general-coverage poverty reduction” into targeted poverty alleviation in due course, and promote the proper interaction between poverty alleviation and industrial development.

Guizhou Province carried out ten forestry projects to promote poverty alleviation. As a province with 80% of mountains, 10% of water and 10% of flat land, Guizhou Province, home to the majority of impoverished people mainly in the mountains, is the priority of China’s national poverty alleviation. Besides the construction of national ecological civilization pilot zone, Guizhou has carried out ten poverty alleviation projects, such as land afforestation, grain for green, ecological forest ranger, forest industry, the “Three Changes Reform” (resources into assets; funds into shares, and farmers into shareholders), forest carbon sink trading, forest therapy, boutique forestry, and ecological compensation, striving to help impoverished people shake off poverty by increasing incomes.

Gansu Province promoted poverty reduction by fruit industry and realized the stable increase of poverty-stricken families. Based on the real needs of fruit growers, Gansu Province builds up a comprehensive supply chain to promote the transformation and upgrading of fruit industry. For that, Gansu further guarantees plant area, optimizes seedlings, improves quality and builds up plant brands to strive for breakthroughs in seedling nursery, promoting the fruit industry growth and thus bringing a higher disposal income for impoverished people.

Shaanxi Province issued a three-year action plan for poverty alleviation through ecology, and will guide the battle against poverty To achieve the major objectives of the three-year action plan, Shaanxi Province takes eight major steps for targeted poverty alleviation, such as policies on ecological forest ranger, and assistance in building up confidence and comprehensive ability in forestry. By 2020, the province is expected to build a better ecological system in poverty-stricken areas and perfect the ecological compensation mechanism. The forestry industry will be further advanced. On top of that, the province stays committed to improving the forestry sector so that impoverished people will benefit more from constructing ecological system.

Jiangxi Province offers free accident insurance for 14,000 impoverished forest rangers. Jiangxi Provincial Department of Forestry and the People’s Insurance Company (Group) of China Limited, Jiangxi Branch jointly offered an accident insurance totaling 6.3 billion yuan of payouts, about 450,000 yuan per person, covering archived impoverished ecological forest rangers in 40 counties, districts and cities of Jiangxi Province. As the free accident insurance helps forest rangers rule out the risks that they may fall back to poverty because of disasters or diseases, it is a strong back-up for targeted poverty alleviation in Jiangxi Province.

Hunan Province issued Guiding Opinions on Improving the Quality for Steadfast Poverty Alleviation, proposing new requirements on promoting infrastructure construction to help poverty-stricken areas shake off poverty. To improve the living standard for people in poverty-stricken areas, Hunan Province has taken steps like poverty alleviation through industry, education and by relocating people and offering follow-up aids. Besides, Hunan plans to speed up the infrastructure construction in poverty-stricken areas. By 2020, the province is expected to offer clean and safe water to all impoverished people, cover over 90% of poverty-stricken villages with Internet access, dispose of 85% of rural household garbage in destitute counties, and help 80% of rural households build sanitary lavatories.

Rural disposable income of Q1-3 in poverty-stricken areas of Shanxi Province reached 6,176 yuan, 667 yuan more than that of the last year. It is reported that rural residents in poverty-stricken areas of Shanxi Province enjoy an increasing disposable income chiefly because the province makes great efforts to implement poverty alleviation policies and governments of all levels invest more funds; an increasing financial income maintains a stable economic growth thanks to the sound performance of industrial enterprises and a booming service sector; the province invests more in people’s livelihood, and more rural labor forces go out as migrant workers, promoting the growth of income.

Inner Mongolia Autonomous Region has included 164,000 impoverished people in the subsistence allowance system for rural pasturing areas. Inner Mongolia Autonomous Region applied subsistence allowance policies in poverty alleviation, striving to ensure the basic and subsistence needs of impoverished people. On top of that, Inner Mongolia has brought elderly people, heavily disabled people, impoverished people suffering from diseases, and other impoverished people who are incapable of work into the coverage of subsistence allowance system that offers 5,547 yuan per person annually.

Ningxia Hui Autonomous Region will issue 400 million yuan as the local student loan to send students from poor families into schools. Ningxia issues a credit loan for local impoverished students without guarantee or collateral, covering tuition and accommodation. Any interest generated during academic years will be covered by financial support, and interest generated after graduation will be bored by students and their families. Students and families shall start repaying the capital and interest three years after graduation. All the students are expected to get this year’s loan in mid-November.

Guangxi Zhuang Autonomous Region strives to matchmake the exchange and trade of agricultural products to bring more income for people in poverty-stricken areas. Recently, the General Office of the People’s Government of Guangxi Zhuang Autonomous Region issued the Suggestions on Carrying out the Production and Marketing Matchmaking of Agricultural Products in Poverty-stricken Areas. The Suggestions propose to build a comprehensive and stable matchmaking mechanism and highlight the significance of the matchmaking in poverty alleviation through industry. By doing so, Guangxi aims to boost the sales of agricultural products in poor areas and help impoverished people shake off poverty as soon as possible.

Public Poverty Alleviation and Charity News:
China Siyuan Foundation for Poverty Alleviation donated 164 ambulances to 52 poverty-stricken Qi (banners) and counties in Inner Mongolia Autonomous Region. Most health centers and hospitals in those poor rural areas don’t have enough ambulances and are far away from potential patients. All the ambulances donated shall be used to make it easier for local hospitals to offer timely first-aid treatment, reduce the conditions that emergency and severe patients may lose the optimal opportunity for treatment for lacking of ambulance, thus safeguarding the health and life of farmers and herdsmen.
