 State and Ministerial Policy News:

Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, praised the poverty-alleviation achievements of Liaoning Province when he met with Liaoning Provincial Governor Tang Yijun and his delegation, and confirmed that they would continue supporting poverty alleviation in Liaoning Province. Liu pointed out that Liaoning Province conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council, and took the lead in the poverty alleviation in eastern provinces of China and another three eastern provinces (Heilongjiang Province, Jinlin Province and Liaoning Province). It is hoped that Liaoning will focus on the goal of “no more worry about food and clothing and guarantee on compulsory education, basic medical care and housing security” for people, neither setting exaggeratedly high goals nor lowering standards. Instead, the province is expected to prioritize poverty-alleviation quality all along, and steadily complete the task of poverty alleviation as scheduled.

The central finance issued the 2019 special poverty-alleviation fund totaling 90.978 billion yuan in advance for 28 provinces, autonomous regions and municipalities to help the impoverished. In order to improve the integrity of local budgets, speed up the progress of expenditure spending and help local regions plan and win the battle against poverty in advance, a total of 90.978 billion yuan has been allocated for destitute areas, among which 12 billion yuan was arranged to continue supporting Tibet, Liangshan Yi Autonomous Prefecture of Sichuan Province, Nujiang Lisu Autonomous Prefecture of Yunnan Province, Linxia Hui Autonomous Prefecture of Gansu Province and other areas mired in extreme poverty, and the fund would be allocated for specific districts and prefectures.

Local Poverty Alleviation News:

Beijing’s co-pairing fund has increased rapidly, and destitute areas of Hebei Province and Inner Mongolia Autonomous Region have been benefited. In order to fully cover Beijing’s co-pairing assistance for lifting regional and national poverty-stricken counties out of poverty, Beijing has substantially increased its financial support for Hebei and Inner Mongolia this year, registering an increase to 1.779 billion yuan in 2018 from 820 million yuan in 2017. Besides, in the next two years, Beijing will increase its financial support for the two regions according to the increase rate of fiscal revenues in the previous year.

The most well-known five mountains in China will jointly build an e-commerce platform for poverty alleviation through tourism. The Wuyue (Mount Tai in Shandong, Mount Huashan in Shaanxi, Mount Hengshan in Hunan, Mount Hengshan in Shanxi and Mount Songshan in Henan) will combine all-round tourism and rural revitalization strategies to develop a fine project for poverty alleviation through Wuyue tourism, and jointly build an e-commerce platform for poverty alleviation through the tourism. It aims to mutually promote products, share benefits, thus promoting poverty alleviation through tourism more targeted and conducive to people in the ways like developing villages based on scenic areas, boosting households’ economy through capable staff, cooperation between companies and farmers and coordination between cooperatives and farmers.

In the next three years, Hebei Province will develop 10 provincial-level modern agricultural parks in poverty-stricken areas annually. More efforts will be put on building 1-3 related leading industries in each park to improve and extend the industrial chain, and increase added value of agricultural products. At the meantime, impoverished households are encouraged to buy a share in new-type business entities by means of poverty-alleviation funds and land management rights, involve in joint-stock cooperative operations, thus effectively connecting farmers with modern production and boosting competitiveness of agricultural product market.

Hunan Province issued the Three-Year Action Plan of Hunan Province for Poverty Alleviation through Healthcare (2018-2020) to improve the healthcare of such rural poverty-stricken population as archived impoverished people and people mired in dire poverty. This is the first provincial-level action plan for poverty alleviation through healthcare in China. It is clearly mentioned in the Plan that by 2020, all the rural impoverished population will be brought into the system of basic medical insurance, critical illness insurance and medical assistance. In addition, the benefiting level of the medical security will be greatly improved with a stronger basic healthcare system.

Sichuan Province: As the “Ten Thousand Enterprises Help Ten Thousand Villages” project for poverty alleviation has been initiated for nearly one month, a turnover of 1.65 billion yuan being registered. November is the month of Sichuan to launch the “Ten Thousand Enterprises Help Ten Thousand Villages” project for poverty alleviation through consumption, so as to solve sale problem in destitute areas and integrate production and sale. The 1,309 kinds of agricultural products and raw materials of enterprises of targeted poverty alleviation in 21 cities and prefectures in Sichuan were exhibited and marketed through the mobile phone app of the All-China Federation of Industry and Commerce, named by the “Integrated into One as A Whole”.

Anhui Province has gradually accelerated the implementation of poverty-alleviation policy through industrial development and employment, featuring remarkable effects on poverty alleviation. According to the data, as of the end of September, the poverty-alleviation projects through industrial development in Anhui Province have fully covered poverty-stricken villages, and the 4.666 million poverty-alleviation projects through household industries have covered 1.71 million impoverished households, registering a coverage rate of 98.74%; with respect to poverty alleviation through employment, 221,000 welfare jobs opportunities have been created in Anhui Province, and 171,000 impoverished people have been employed, thus achieving a remarkable effect on generating income for poverty-stricken population.

Hainan Province issued the Implementation Plan for Three Years of Health Promotion in the Poverty-stricken Areas of Hainan Province, proposing new requirements for the education on health in poverty-stricken areas. By 2020, all the residents in poverty-stricken areas of Hainan Province should be accessible to health education; the elite team on health education should be established at the provincial, municipal and county (district) levels, fully trained on health; the health level of schools should be promoted to 50% within cities, counties (districts) as a unit; the health and nutrition level of residents in poverty-stricken counties (counties inhabited with poor populations) should reach the target level of 2020 in Hainan Province or 60% higher than that of 2018.

Shanxi Province promotes the construction of e-commerce outlets in destitute villages to help impoverished households achieve prosperity. It is estimated that by 2020, there will be more than 4,000 e-commerce outlets in poverty-stricken villages constructed by supply and marketing cooperatives at all levels in Shanxi Province. The increasing e-commerce outlets can provide affordable and exquisite goods to the poor through the e-commerce platform of supply and marketing cooperatives, and help poverty-stricken people sell local special agricultural products, thus lifting archived impoverished people out of poverty and increasing their income.

It is pointed out at the press conference on “Development of Women’s Causes in Guizhou Province in Commemorating the 40th Anniversary of Reform and Opening-up” that 6.88 million impoverished women in Guizhou Province have been lifted out of poverty over the past four decades. More than 560,000 poverty-stricken women in Guizhou have shaken off poverty merely in 2017. Poverty alleviation through industrial development was considered as a fundamental strategy for Guizhou to help impoverished women get rid of poverty, and more job opportunities at home nearby were created for them through the implementation of such projects as “Jinxiu Plan” (providing embroidering training for women), “Training for Three Types of Women” (providing training for housekeeping women, household management women and embroidering women) and “Qianling Women” (providing housekeeping training for women in Guizhou), thus introducing nearly 500,000 women to the handcraft industry and auxiliary industries.

Jiangxi Province will implement a training program for rural practical talents in destitute areas across the province. Agricultural and rural departments in Jiangxi will train rural practical talents, including key staff in farmers’ cooperatives, household farmers and large-scale planting and cultivating farmers in poverty-stricken areas in batches and categories, focus on the training on policies benefiting farmers, industrial development, practical technologies and rural e-commerce, and enhance pertinence, practicability and effectiveness of the training, so as to provide more practical talents for effective poverty alleviation in destitute areas.

The Poverty Alleviation Model through Tourism of Gannan Tibetan Autonomous Prefecture in Gansu Province was shortlisted for 2018 World Poverty Reduction Cases through Tourism. It exactly affirmed the autonomous prefecture’s poverty-reduction model through tourism. In recent years, the autonomous prefecture has focused on poverty alleviation and establishment of all-round national tourism demonstration zones, so as to promote the development of rural tourism industry. The autonomous prefecture received a total of 3.683 million rural tourists in 2017, registering the tourism revenue of 850 million yuan, and more than 17,000 people directly engaged in the tourism industry. Therefore, rural tourism has effectively driven the local poverty-alleviation cause.

The “Trade and Investment Fair for People Inhabited in National Ethnic Minority Areas” provided a platform for poverty alleviation in ethnic minority areas. At the 3rd Trade and Investment Fair for People Inhabited in National Ethnic Minority Areas, more than 500 products in culture and creativeness, science and technology as well as tourism from ethnic minority areas were highly popularized. Meanwhile, the construction of projects such as project docking, discussions at forum and public welfare activities has gathered funds, talents, technologies, information and other resources at home and abroad to provide joint efforts for poverty alleviation in ethnic minority areas.

China Mobile Charity Foundation donated 19 million yuan to help impoverished children with congenital heart disease in Qinghai Province. The activity is targeted for impoverished children with Qinghai permanent household registration and people archived for targeted poverty alleviation. Children aged 0-16 years old can accept free screening for congenital heart disease, and impoverished children suffering from congenital heart disease with surgical indications can be funded with the full surgery cost. It is expected that this activity will help more impoverished children with congenital heart disease get rid of the pain and grow up safe and sound.
