State and Ministerial Policy News:
The Symposium on the 40th Anniversary of China’s Poverty Alleviation Reform, themed “Deepening Reform and Innovation for Victory of the Battle against Poverty”, was held in Beijing. Liu Yongfu summarized the poverty alleviation and development in the past four decades with “staying true to the mission, sticking to targeted poverty alleviation, combatting poverty via development, making joint efforts, seeking pragmatic truth, being open and inclusive”. Over the past four decades, more than 700 million impoverished people in rural areas have shaken off poverty, with the poverty incidence dropping to 3.1% at the end of 2017 from 97.5% in 1978, a miracle of poverty reduction in the history of China.

The Ministry of Finance, State Administration of Taxation, and Ministry of Human Resources and Social Security of the People’s Republic of China jointly issued a notice to grant enterprises tax preference for the employment of archived impoverished people. In order to support and promote entrepreneurship and employment of key groups, the above ministries and administrations issued a notice again that the enterprises providing job opportunities for archived impoverished people in the rural areas can enjoy tax preference according to the provisions of the Notice on Continuing Supporting and Advancing Tax Policies for Key Groups’ Entrepreneurship and Employment, to help fight against poverty.

The State Council Leading Group Office of Poverty Alleviation and Development issued the Blue Paper on Poverty Alleviation of Chinese Enterprises (2018), analyzing the scale and effect of corporate poverty alleviation and offering guidance for their further efforts. Since the 18th CPC National Congress, more than 7.5 billion yuan has been invested in targeted poverty alleviation, among which centrally-administered state-owned enterprises constitute the main force. Private enterprises have actively engaged in poverty alleviation as well. More than 50,000 private enterprises participated in the “10,000 enterprises assisting 10,000 villages” campaign, investing nearly 60 billion yuan in industrial development to help 62,800 villages shake off poverty.

Beijing promoted East-West coordination on poverty alleviation. The “Conference on Matchmaking Targeted Poverty Alleviation with Thriving Rural Business & East-West Poverty Alleviation Collaboration” was held in Beijing. Governments at all levels and enterprises signed projects worth over 10 billion yuan. Beijing is responsible for coordinating poverty alleviation in 89 county-level areas of seven provinces and autonomous regions. During the “13th Five-Year Plan” period, the 25.2-billion-yuan poverty alleviation funds only at city-level was allocated, and more than 1,700 outstanding cadres were appointed to help 640,000 people shake off poverty in destitute areas.

The “Three Changes Reform” (resources into assets; funds into shares and farmers into shareholders) in Chongqing stimulated rural vitality. More than 60,000 mu of land (about 40 million square meters) in 38 pilot villages (including 11 destitute villages) was revitalized within one year, and over 70,000 farmers became shareholders. “Resources into assets” in the pilot villages established a “joint venture partnership” mechanism, activating unexploited rural resources. “Funds into shares” boosted the “void village” collective economy and made local Party organizations more united. “Farmers into shareholders” increased villagers’ income and expanded ways of poverty alleviation.

A total of 730,000 people shook off poverty in Wumeng Mountain Area last year, with remarkable achievements made in poverty alleviation. According to the National Bureau of Statistics, by the end of 2017, the number of impoverished people in the Wumeng Mountain decreased to 1.99 million from 2.72 million at the end of 2016, with the poverty incidence dropping to 9.9% from 3.6%. Six destitute counties in the Wumeng Mountain Area, including Chishui City, Tongzi County, Xishui County and Qianxi County in Guizhou Province, Muchuan County in Sichuan Province, as well as Xundian County in Yunnan Province, have officially announced to have shaken off poverty.

Hunan, Guangdong, Jiangxi and Guizhou provinces struck a deal of 2.042 billion yuan on production-marketing matchmaking of agricultural products in poverty-stricken areas. This is the 6th production-marketing matchmaking event of special agricultural products held by the Ministry of Agriculture and Rural Affairs this year. The four provinces jointly organized the event to make high-quality agricultural products in destitute areas of the four provinces more popular and influential in the terminal market, to bring more income for impoverished people and help them shake off poverty.

Liaoning Province carried out poverty alleviation through skills to help impoverished families get employed. Recently, the Department of Human Resources and Social Security of Liaoning Province issued a notice requesting local departments of human resources and social security to carry out employment skills training in line with projects of poverty alleviation through employment, poverty alleviation through industry and labor export. Besides, we need to intensify training on housekeeping services, logistics distribution and elderly care services, build local labor brands, and offer training for migrant workers and impoverished people to start business at home, thus improving the skills of the labor force.

Shanxi Province: The first 2,859 village-level power stations for poverty alleviation through photovoltaic industry in China during the “13th Five-Year Plan” period have basically achieved grid-connected generation of electricity. Located in the east of the Loess Plateau, Shanxi Province boasts sufficient light resources. In 2014, Shanxi become one of the first pilot provinces to initiate poverty alleviation through photovoltaic industry. Over the past four years, China has set a target of totally 2.613 million kW for Shanxi Province. After the grid connection, Shanxi can generate 3.763 billion kW·h annually, bringing in 2.634 billion yuan of benefit – a steady income of 1,100 yuan per capita for 2.32 million impoverished people in 7,993 destitute villages of 58 poverty-stricken counties in the province.

Shaanxi Province issued a three-year action plan for poverty alleviation through relocation. It is clearly stated in the plan that the actual occupancy rate of the archived relocated households in 2018 has reached over 50%. In 2019, the construction project of poverty alleviation through relocation during the “13th Five-Year Plan” period will be completed, with 100% occupancy rate. With the task to withdraw from old residence completed by 2020, all the archived relocated households will be sure to shake off poverty. On top of that, we need to step up relocation and accommodation for more people, promote poverty alleviation through relocation, and further integrate land reclamation with the linkage between increase in land use for urban construction and decrease in land use for rural construction.

Guizhou Province intensified poverty alleviation policy for people’s subsistence, benefiting impoverished people. In Guizhou Province, 1.67 million impoverished people were included in the rural subsistence allowance and relief system, accounting for 71.6% of the total 2.256 million people, higher than the national average level. Guizhou Province will implement preferential policies for impoverished people included in subsistence allowance, such as income deduction, offering allowances for individual households and gradual withdrawal from subsistence allowance for special groups in archived impoverished people. In doing so, Guizhou aims to give full play to subsistence allowance system in meeting people’s basic living needs and helping them shake off poverty.

In the past four decades of reform and opening up, the number of rural impoverished people of Guangxi Zhuang Autonomous Region has dropped to 2.67 million from 21 million. Guangxi, a mountainous and remote revolutionary base where many reservoirs and ethnic groups are located, is the priority of poverty alleviation in China. Since the reform and opening up, especially since the 18th CPC National Congress, Guangxi started to initiate targeted poverty alleviation. As a result, the number of rural impoverished people dropped to 2.67 million at the end of 2017 from 21 million in 1978, and the poverty incidence to 5.7% from 70%. Poverty-stricken areas have undergone tremendous changes.

The Inner Mongolia Autonomous Region initiated the Poverty Alleviation Project through Healthcare to help impoverished families shake off poverty. Since carrying out the Poverty Alleviation Project through Healthcare, the Inner Mongolia Autonomous Region has made concerted efforts and reaped fruits from targeted policies to make people “afford and convenient to see a doctor, get proper medical treatment, and seldom get sick”. Currently, 141,000 diseased impoverished households have been lifted out of poverty, accounting for 45% of the total 313,000 poverty-stricken households.

Public Poverty Alleviation and Charity News:
Children’s Poverty Alleviation Program through Healthcare in China was launched. The program, under the guidance of the Poverty Alleviation Office of the National Health Commission, was jointly carried out by the National Center for Children’s Health, Futang Research Center of Pediatric Development with 25 member hospitals. The program will take advantage of this cross-regional yet professional alliance to offer medical examination and targeted relief for sick children in archived poverty-stricken families. By doing so, the program aims to mitigate the risk that families and children in poverty-stricken areas may fall into poverty or return to poverty because of diseases.

Sina Group set up a poverty alleviation collaboration office to expand marketing channels for agricultural products in poverty-stricken areas. Sina is expected to mobilize the Group’s resources, along with 60 state-level poverty-stricken counties, to build at least one regional public brand for each county within two years. In addition, Sina plans to cooperate with enterprises in e-commerce and logistics, make special local industries oriented by the market, thereby building salable brands of agricultural products and posting on Weibo (Sina) Trending.
