 State and Ministerial Policy News:

Rural poverty incidence is expected to fall below 2%. At the news conference held at the State Council Information Office of the People’s Republic of China, Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, made the following statement that after six years of hard work, China’s rural impoverished population (classified by the current standard) was expected to drop by over 85%, poverty-stricken villages by 80%, and over half of the poor villages would shake off poverty by the end of this year. After four decades since the reform and opening-up, rural poverty incidence has dropped from 97.5% to 3.1% by the end of last year, and it is estimated to drop to below 2% this year.

The State Council Leading Group Office of Poverty Alleviation and Development: We can increase more support for nonpoverty-stricken counties and villages. Backed by our assistance over the past years to improve people’s livelihood, industrial development and policies in poverty-stricken counties and villages, plenty of people have shaken off poverty. However, poverty alleviation in nonpoverty-stricken counties and villages lack behind as a result of relatively less financial support. We can mobilize resources to support nonpoverty-stricken counties and villages by measures like dynamic adjustment on poverty-stricken villages and regional coordination.

Ministry of Finance and State Administration of Taxation of the People’s Republic of China specified preferential tax policies on poverty alleviation through relocation, offering individual income tax exemption for renovated resettlement housing in compliance with relevant laws and regulations. Individuals who get renovated resettlement housing from policies on poverty alleviation through relocation are exempted from deed taxes. Project implementation subjects of poverty alleviation through relocation that get land for constructing renovated resettlement housing are exempted from deed taxes and stamp duties. Such preferential tax policies are effective between January 1, 2018 and December 31, 2020.

Ministry of Housing and Urban-Rural Development, and Ministry of Finance of the People’s Republic of China: We must solve the house safety problem for poor rural households by 2020. The above two ministries jointly published the Three-Year Action Plan on Renovating Rural Dilapidated Houses. The Plan is composed of general requirements, key tasks, enhancing management and guarantee measures. In detail, the Plan indicates that we shall complete the campaign of renovating dilapidated houses for the remaining two million archived impoverished households by 2020. The campaign involves four key groups in, including archived poverty-stricken families (of priority), families categorized as on a minimal living standard, families earning incomes lower than the local minimum, and families with disabled members. On top of that, we must strive to establish a long-term mechanism on renovating dilapidated houses for rural impoverished people.

Local Poverty Alleviation News:

In Sichuan province, a total amount of over 5.5 million impoverished people will shake off poverty by the end of 2018, and 550,000 more in 2019 as estimated. During the past six years, impoverished population in Sichuan has dropped by 88%, and 85% poverty-stricken villages and 57% counties have shaken off poverty. By the end of 2018, over 700,000 people chiefly in destitute areas like Tibetan and the Yi regions still suffer from poverty. Therefore, Sichuan has mapped out the “Three focuses, three overall plans” (focusing on the combat against poverty, Tibetan and Yi regions, and special impoverished groups; making overall plans for survey on targeted impoverished people, for East-West poverty alleviation collaboration, for poverty alleviation through building up confidence). In particular, all the poverty-stricken counties in Tibetan regions should shake off poverty by 2019.

Gansu province launched poverty alleviation through insurance. Since 2017, Gansu province has laid a solid foundation in insurance for poverty alleviation through agriculture, livelihood insurance for poverty-stricken people and start-up loan guarantee insurance for impoverished households, aiming to implement the established insurance policies to cover every eligible subject, and makes the insurance extend from natural disasters to market price risks. Besides, to promote targeted poverty alleviation, Gansu has published an action plan to ensure full coverage on financial support by the central government and provincial government and nearly 30 agricultural products included in “one county, one product” in 2019 and 2020.

Conference on Poverty Alleviation Development and Job-Seeking Assistance for Impoverished Labor Force of Qinghai Province was held in Xining. As proposed at the Conference, we must carry out standardized management on targeted employment training. We ought to provide order-oriented skill training to meet the practical needs of impoverished people along with preferential policies and assistance, encouraging them to go out as migrant workers. In addition, we need to promote poverty alleviation through fostering special industries and local products, so as to secure an advantage in resources and industrial foundation.

2018 Conference on Invigorating Agriculture through E-Commerce of Shandong Province was held. Attendees exchanged ideas on the theme of “poverty alleviation through e-commerce for rural vitalization” for, in this new era, how to vitalize the rural area and encourage villagers to start up business assisted by e-commerce, how to give full play to e-commerce in integrating rural resources and how to bring more income for villages and promote targeted poverty alleviation through “Internet plus”, thereby better implementing the rural vitalization strategy.

Fujian province issued six measures to step up policy support on poverty alleviation through employment and generate more income for impoverished people. The measures are: implementing subsidy policies to create more local employment opportunities for impoverished labor force; encouraging them to start up business; enhancing partner assistance and organized labor export; offering basic housing assistance and public service jobs; optimizing subsidy policies and carrying out large-scale vocational training; strengthening assessing performance, which will play an important role in allocating subsidies.

China (Hainan) International Tropical Agricultural Products Winter Trade Fair opened, and the exhibition area of supply and marketing prompted poverty alleviation through consumption. The exhibition area of 300 square meters for featured high-quality agricultural products from poverty-stricken areas displays 417 featured high-quality products presented by 170 federations of supply and marketing cooperatives across China. All these products are from 153 poverty-stricken cities and counties. On the morning of the opening ceremony, over 200 commercial and trading companies in the All China Federation of Supply and Marketing Cooperatives (ACFSMC) attended the Fair, facilitating trans-regional events on poverty alleviation through consumption by displaying and selling featured high-quality products from poverty-stricken areas.

Guizhou province will recruit 40,000 more ecological forest rangers to promote targeted poverty alleviation. As a key part of poverty alleviation through eco-compensation, Guizhou province strives to make the dual goals by improving ecological environment in destitute areas and helping people there lift themselves out of poverty with the measure of recruiting forest rangers and restoring farmland to forest. Since the ecological forest ranger system was set up in 2016, Guizhou has recruited 60,000 archived impoverished people as forest rangers, and secured a stable income growth of 2,400 yuan per year for over 200,000 impoverished people.

Anhui province implemented innovative mechanism of poverty alleviation through employment for over 300,000 impoverished labor forces. Besides pushing forward poverty alleviation through industry, Anhui province remains committed to create the “two industries, two jobs” (ecologically-environmental industry, labor-intensive industry, guiding people to serve as migrant workers, public service jobs) model to offer job-seeking assistance for impoverished people. By the end of October, Anhui has helped 122,700 impoverished labor forces get employed and built 718 job assistance stations, 1,775 poverty alleviation workshops, as well as 152,100 public service jobs for 66,300 impoverished labor forces so far.

Shaanxi province strives to build “Shaanxi craftswomen” demonstration bases for targeted poverty alleviation. Shaanxi province has published a plan to build demonstration bases in eligible counties (districts) to initiate projects on targeted poverty alleviation through labor intensive industries such as textile, hand knitting, stuffed toy and food processing. The provincial government aims to build 15-20 “Shaanxi craftswomen” bases during 2018-2020, helping over 20,000 people get employed and doing their best to increase the income growth by over 20,000 yuan annually.

Public Poverty Alleviation and Charity News

ACFSMC-ICAROAP Workshop on Capability Building and Case Studies for Poverty Alleviation Through Cooperatives was held in Haikou. Attendees at the Workshop themed “The Belt and Road – Capability Building for Poverty Alleviation” exchanged ideas on the progress made by All China Federation of Supply and Marketing Cooperatives (ACFSMC), and carried out transnational cooperation in trade and commerce. 32 leaders from cooperative economic organizations of 14 countries, including China, Russia, India and South Africa, were presented at the Workshop.

China Development Bank (CDB) signed an agreement of poverty alleviation collaboration with All China Federation of Supply and Marketing Cooperatives (ACFSMC). According to the agreement, both parties shall improve the mechanism for financing and cooperation in multiple sectors. On top of that, both parties shall jointly support specialty industries in poverty-stricken areas by means of strategic research, planning, consulting, financial consulting and cadre training. CDB will give full play to the advantages of comprehensive financial services, aiming at the characteristics of the supply and marketing cooperative system, so as to innovate financial products and provide multi-level comprehensive financial services.
