Hu Chunhua put forward new requirements on poverty alleviation by the State Council Leading Group Office of Poverty Alleviation and Development. Recently, Hu Chunhua, Vice Premier of the State Council, stressed that the State Council Leading Group Office of Poverty Alleviation and Development, the vanguard of the poverty alleviation task, should take responsibilities and strengthen overall coordination to better play its pivotal role. It is necessary to strengthen self-building, care for officials committed to poverty alleviation, and promptly solve the practical difficulties in the work and life. To do a good job in the first quarter is a good start for fighting against poverty during the whole year.

A total of 7.79 million government officials nationwide received poverty alleviation training in 2018. The State Council Leading Group Office of Poverty Alleviation and Development, together with the Organization Department of the Communist Party of China and others, formulated Opinions on Training Officials for Targeted Poverty Alleviation. A series of training for government officials were thus organized to improve their ability to fight against poverty alleviation. Last year, the number of trainees reached 7.79 million nationwide, among which 94.2% were grass-root level officials from counties and below.

The official initiation of “Three Regions and Three Prefectures” great tourist route project will help west China shake off poverty. The provinces and regions along the “three regions and three prefectures (Tibet Autonomous Region, Tibetan regions in four provinces, southern parts of Xinjiang Uygur Autonomous Region, Liangshan Yi Autonomous Prefecture in Sichuan Province, Nujiang Lisu Autonomous Prefecture in Yunnan Province, and Linxia Hui Autonomous Prefecture in Gansu Province)” tourist routes will set up a smooth tourism transportation system by establishing a long-term cooperation mechanism, thereby forming up a new development pattern of tourism that takes the resource advantage of one another to reap remarkable fruits in poverty alleviation. The special role of tourism will thus be fully played in fighting against poverty and help lift the people in the “Three Regions and Three Prefectures” out of poverty.

A total of 1.409 million archived impoverished people with disabilities lifted themselves out of poverty in China in 2018. The “Two Allowances” (living allowance for disabled people in difficulties and nursing allowance for severely disabled people) benefited more than 20 million disabled people and gave them more opportunities to receive education and get employed. However, 454,000 disabled people are still living in dilapidated houses, and 252,000 disabled children do not have access to compulsory education. This is where further efforts should be made and also a problem for the China Disabled Persons' Federation at all levels to solve in 2019.

The collaboration between Beijing-Hebei and Tianjin-Hebei in poverty alleviation has achieved phased results and helped the city of Zhangjiakou, Chengde and Baoding shake off poverty. A number of 19 districts in Beijing and Tianjin have offer full coverage of assistance to shake off poverty for 28 counties since 2018 in Zhangjiakou, Chengde and Baoding City of Hebei Province, 27 of which were poor counties. Beijing and Tianjin allocated 1.289 billion yuan of financial assistance funds and Hebei 280 million yuan of supporting funds. At present, the three cities of Hebei Province have made positive progress in poverty alleviation, among which Pingquan County and Yixian County have shaken off poverty.

Tianjin launched a three-year campaign to help students from poor families receive a good education. The campaign will be conducted online and offline, to raise social donations and “Gift Matching” from companies, then all the donations will be directly transferred to the student or guardian accounts. Based upon the local conditions, we can hold student grant ceremony, public courses, public services, social practices to teach students to contribute back to the society.

More than 4,000 poverty alleviation workshops have been set up in villages of Hunan Province, helping over 300,000 poor people get employed. Hunan Province has issued Opinions on the Promotion of Employment and Poverty Alleviation to guide enterprises to transfer the environmental-friendly, safe, easy to learn, and flexible production chain to the villages, to explore the construction of poverty alleviation workshops. By the end of last year, the province had helped set up more than 4,000 poverty alleviation workshops, helping more than 300,000 poor people get employed nearby with stable income increases.

State-owned Enterprise Cooperative Groups of Shaanxi Province made outstanding achievements in promoting poverty reduction. The State-owned Enterprise Cooperative Groups, adapting to the local conditions and capitalizing on the resources and industrial advantages of poverty-stricken areas, have been exploring new models of poverty alleviation through industry. By the end of November 2018, nine State-owned Enterprise Cooperative Groups had completed 124 joint projects of poverty alleviation through industry and started 100 projects, 42 of which were put into operation, with an investment of 9.1 billion yuan. In addition, 16,413 people got employed, another 19,516 poor households benefited. Thus, the state-owned enterprises in shaking off poverty have achieved phased results.

Shanxi province invested 2.189 billion yuan in 2018 to help poor areas develop local industries. Shanxi Poverty Alleviation and Development Investment Co., Ltd., took full responsibility and used the funds to support new types of agricultural business entities with a mechanism established for linking interests with poor households. The new entities, including the leading enterprises of agriculture industrialization, agriculture-related enterprises of new operational types, professional large enterprises, family farms, farmers' cooperatives and village-level collective economic organizations, greatly supporting the development of local industries in poor areas.

A population of 1.13 million poor people in Jiangxi Province benefited from poverty alleviation through industry. Jiangxi Province insists on taking the development of industry as the fundamental strategy to shake off poverty, and perfecting the “Five in One” mode – “selecting a leading industry, building a leading enterprise, setting up a funding source, establishing a set of interest linkage mechanisms and fostering a service system” – to help poverty-stricken areas tap into their potential of development. In 2018, the province implemented 9,740 special projects of poverty alleviation, an increase of 1,467 over 2017, covering 1,132,800 poor people, 292,300 more than 2017.

Industrial development instructors of Sichuan Province will serve all the poor households. Sichuan Province published Program on Establishing Industrial Development Instructor System for Poor Households in Sichuan Province. Sichuan aimed to speed up the establishment of an industrial development instructor team featuring proper guidance, accurate services and full coverage on poor households, and make it a pivotal part in poverty alleviation through industry in the next three years. If a poor village has a favorable foundation for one special product and a high industrial concentration, one or two industrial development instructor(s) will be sent to serve poor households directly.

The Ministry of Civil Affairs of Guizhou Province played a positive role in fighting against poverty. The Ministry of Civil Affairs of Guizhou Province provided targeted subsidies for the elderly, disabled and severely ill people. Besides the basic subsidies, 20% to 30% of the additional special allowances were issued according to the rural minimum subsistence standard. In 2018, Guizhou province implemented food relief system for 600,000 seasonal starved rural households eligible for minimum subsistence allowances. A total of 1,434,000 people in special difficulties throughout the province had access to targeted subsidies.

Gansu Province capitalized on rural tourism to alleviate poverty. Since 2018, Gansu Province has allocated more than 400 million yuan to make rural tourism plans for 50 key villages in “Two Prefectures and One County” (Linxia Hui Autonomous Prefecture, Gannan Tibetan Autonomous Prefecture, and Tianzhu Tibetan Autonomous County). More than 200 tourism infrastructure and public service projects were implemented. In the future, Gansu Province will strive to promote poverty alleviation through tourism, speed up developing high-quality rural tourist routes that link up with the “Three Regions and Three Prefectures” great tourist routes. Thus, Gansu can thrive rural business and better fight against poverty backed by poverty alleviation through tourism.

Since 2015, more than 16,000 people in Ali Prefecture of the Tibet Autonomous Region have shaken off poverty, and the incidence of poverty has dropped from 28.26 % to 8.4%. Ali Prefecture is a poverty-stricken border area at high altitude. Since 2015, the Prefecture has established a mechanism of “four-level secretaries” (at the level of prefecture, county, town and village), and set up the structure of Leading Group of Poverty Alleviation and Development at the level of prefecture, county and town. The system of poverty alleviation and supporting measures were thus established, reaping sound fruits in poverty reduction.

Amazon and China Foundation for Poverty Alleviation have launched a “Children’s Digital Reading Campaign”, using innovative digital technology to improve children's reading conditions in poor areas and help promote poverty alleviation and education. At the same time, the “Cooperative Alliance of Book Path Project Press” has also been officially established. The Project aims to establish Kindle e-Libraries in remote and key poverty alleviation areas. It is expected that by the end of 2019, this Project will benefit nearly 100,000 teenagers and school-age children in remote areas.
