State and Ministerial Policy News:

Wang Yang conducted a survey of poverty alleviation in Linxia Hui Autonomous Prefecture in Gansu Province and visited government officials working in the front line. Wang Yang, Member of Standing Committee of Political Bureau of CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference, has known about the progress of poverty alleviation collaboration through industry in the east and west China, affirmed the remarkable fruits reaped in fighting against poverty in Linxia, and stressed that efforts should be made to shake off deep poverty on schedule.

The General Office of the State Council published Guiding Opinions on Poverty Alleviation through Consumption to Fight against Poverty and incorporated poverty alleviation through consumption into the national policy system. The Opinions require relevant departments and local governments to strengthen leadership, implement detailed and practical policies, and promote social participation in poverty alleviation through consumption. On top of that, we should improve profit mechanism for better supervision on and implementation of more policy incentives, and take various measures to facilitate poverty alleviation through consumption.

The National Health Commission of the People’s Republic of China: All medical and health institutions at the level of county, town and village in poverty-stricken areas must meet the national standards by 2020. The National Health Commission announced at the press conference that in 2019, we must help impoverished people “have hospitals to receive treatment, have money to see the doctor and have less chance to get sick” to ensure that all medical and health institutions at the level of county, town and village in poverty-stricken areas meet the national standards by 2020.

Local Poverty Alleviation News:

In 2018, Beijing collected 13.5 billion yuan by helping poverty-stricken areas sell local products. A symposium on poverty alleviation through consumption and direct purchasing of products from poor counties was held in Beijing, summarizing the experience in assisting sales of agricultural and sideline products in 16 districts of Beijing in 2018. Also, in 2018, Beijing collected 13.5 billion yuan by helping poverty-stricken areas sell local products, helping more than 30,000 poor people shake off poverty.

Hunan Province transferred 1.568 million poor laborers for employment. Hunan Province presses ahead with promoting employment and coordination in poverty alleviation, offering more jobs by setting up poverty alleviation workshops and bases. At present, archived impoverished people in rural areas totaled 2.809 million across the whole province. Among them, 1.585 million people intend to get employed, and 1.568 million people have been transferred for employment – accounting for 98.9% with the average monthly salary per capita of 2,600 yuan.

Heilongjiang Province capitalized on its local industries to promote stable poverty alleviation. Heilongjiang Province carried out in-depth promotion projects of poverty alleviation through special local industries in poor areas, and adhered to a development path based upon local conditions channeling industries to villages and projects to households. In so doing, Heilongjiang further implemented policies of poverty alleviation through industry. In 2018, the province put up to 4,715 agricultural projects into practice alone, covering 501,000 archived impoverished people, which has effectively promoted poverty alleviation in poor rural areas.

Guizhou Province will provide employment assistance subsidies for 50,000 poor laborers to shake off poverty. Recently, Guizhou Province issued Notice on Providing Employment Assistance Subsidies to Help Poor Laborers Shake off Poverty through Employment. The notice proposed that 50,000 poverty alleviation migrants and poor households who can work but have difficulty in getting employed in the market should be granted employment assistance subsidies to help them get more incomes and shake off poverty.

Shanxi Province gave full play to the role of specialized afforestation cooperatives in poverty alleviation and increased the income of poor workforce. 2,563 specialized afforestation cooperatives in 58 poverty-stricken counties in Shanxi Province participated in the afforestation of 2,855,000 mu (15 mu equals to one hectare) in 2018, securing an income of 850 million yuan. Among them, 52,000 poor cooperatives members earned nearly 400 million yuan, with an increase of about 7,000 yuan per capita.

A total of 4,100 social organizations in Sichuan Province participated in local poverty alleviation in 2018, investing 1.37 billion yuan. In 2018, Sichuan Province mobilized a large number of social organizations to carry out various forms of poverty alleviation events in destitute areas. By means of policies, education and training, and government purchasing services, the province guided social organizations to offer charitable, industrial, educational and cultural services in poor areas, giving full play to their advantages to promote regional poverty reduction.

Shaanxi Province has solved the “four major problems” to make poverty alleviation through relocation more effective. At present, poverty alleviation through relocation has reached the stage of harvesting the fruits of solving the four major problems: low occupancy rate, slow move from old houses, stable measures to alleviate poverty, and slow integration into communities. Shaanxi thus has formulated new performance indicators “Three Rates and One Level (occupancy rate, reclamation rate, stable poverty alleviation rate, and mass integration level)”, which requires the whole province to make concerted efforts to tie up the loose ends of poverty alleviation through relocation.

Jiangxi Province tapped the potential of poverty alleviation through skill training. Since last year, Jiangxi Province has given full play to the skill training for workers, promoted coordinated development between poverty alleviation and education, and achieved fruitful results. Over the past year, Jiangxi Province has funded 229 million yuan for 228,900 students from poor families by means of poverty alleviation through skill training. 3,681 children from archived impoverished households were enrolled in technical schools and 48,800 poor people received vocational training.

A population of 537,000 people in Xinjiang Uygur Autonomous Region achieved stable poverty alleviation in 2018. In 2018, Xinjiang insisted on taking the destitute areas in the four prefectures in southern Xinjiang (Aksu, Kashgar, Hotan, and Kizilsu) as the priority. The absolute poverty problem in other areas has been basically solved. In detail, 33.411 billion yuan was invested in poverty alleviation throughout the year, of which 92.3% was for the four prefectures in southern Xinjiang. A total of 537,000 people have lifted themselves out of poverty, and the incidence of poverty has dropped to 6.51%.

In 2018, Ningxia Hui Autonomous Region invested 10.9 billion yuan of various poverty alleviation funds for poverty alleviation. Ningxia supported poverty alleviation through industry, employment, education and healthcare. In so doing, the province aims to guarantee the basic needs of those living in poverty and ensure that they have adequate access to education, medical care, and housing, whilst working to raise their incomes above the poverty line. Currently, Yanchi County of the nine counties (districts) in Xihaigu has shaken off of poverty and three destitute counties (Longde, Jingyuan and Pengyang) in Guyuan City have also taken a critical step further.

Guangxi Zhuang Autonomous Region strengthened management and terms of use on poverty alleviation donations to extract the best effect. Poverty alleviation donations refer to the donated funds and materials from departments at all levels of the autonomous region and social sectors from all walks of life to support poverty alleviation. According to the terms, the use of donations must fully respect and reflect the wishes of donors, and embezzlement of special funds is prohibited.

Public Poverty Alleviation and Charity News

Xiangyang Chamber of Commerce in Tianjin donated 600,000 yuan to China Tianjin Charity Association for targeted poverty alleviation. Director of the Xiangyang Chamber of Commerce said that it is their corporate responsibility to never forget the source of wealth and help those who are in difficulty. The Chamber of Commerce will strive to increase the donation to more than one million yuan in three years, making contributions to targeted poverty alleviation in the recipient areas of Tianjin.
