State and Ministerial Policy News:

Hu Chunhua stressed that we should make concerted efforts in solving the prominent problems of “two no worries and three guarantees (no worries of food and clothing, and guarantees of adequate access to education, medical care, and housing)” as he visited impoverished people and community-level officials of poverty alleviation in Shanxi Province. Hu Chunhua, head of the State Council Leading Group of Poverty Alleviation and Development, visited impoverished people to learn their working and living conditions in Lvliang. During his visit, he stressed that the fundamental task and symbol of winning the battle against poverty is to realize “two no worries and three guarantees.” Thus, we should be determined to solve the prominent problems in this process.

Ten Ministries: Broaden the marketing channels of agricultural products from poverty-stricken areas in multiple ways. Recently, ten ministries, including the Ministry of Commerce, jointly published the Implementation Plan on Broadening the Marketing Channels of Agricultural Products from Poverty-stricken Areas in Multiple Ways. The Plan requires that we keep broadening marketing channels of agricultural products from poor areas to secure a closer and more stable exchange and trade matchmaking by 2020. In addition, we should keep improving the rural distribution system and facilities of cold-chain logistics for agricultural products, so as to better drive the industrial development and improve the poverty alleviation capability in poor areas.

The State Council Leading Group of Poverty Alleviation and Development and Ministry of Human Resources and Social Security jointly promoted the campaign of thousands of schools providing skill training for poverty reduction. By 2020, for present and previous students from archived impoverished families, who dropped out of junior or senior high schools but now are willing to enter technical schools, the campaign will help them get at least one time of free vocational skill training.

We should comprehensively guarantee poor people access to safe drinking water by 2020. China has provided safe drinking water for over 300 million rural people during the “12th Five-Year Plan.” Since the “13th Five-Year Plan,” 164 million rural people have benefited from the projects of improving drinking water security. On top of that, it is the top priority of poverty alleviation through water conservancy to comprehensively guarantee poor people access to safe drinking water by 2020. We should continuously increase our investment in accelerating the project of providing safe drinking water for rural areas.

Special visits for inspections of poverty alleviation by the Central Leading Group for Inspection Work have been completed. According to the unified arrangements of the CPC Central Committee, inspections of poverty alleviation on 13 central public institutions in 13 provinces were completed during October and November of 2018. The Group carried out in-depth inspections and urged government officials of party organizations at all levels to shoulder more political responsibilities, tackle prominent problems, and guarantee that poverty alleviation objectives shall be reached on schedule.

The Center of Mass Entrepreneurship and Innovation on Poverty Alleviation through Consumption was set up in Beijing as a sales platform for agricultural products from poor areas. Themed on “Loving Beijing · Poverty Alleviation through Consumption,” the Center serves as a platform of mass entrepreneurship and innovation for Beijing to capitalize on its advantages as mega market with all kinds of resources. It set up a full supply chain of special agricultural products from recipient areas and broadly mobilized social forces to participate in poverty alleviation through consumption, helping poor households increase their incomes and shake off poverty.

Shanxi Province helped poor households shake off poverty via construction projects on photovoltaic power stations. In 2014, Shanxi has been included in the first batch of pilots of poverty alleviation through photovoltaics by the State Council Leading Group of Poverty Alleviation and Development and National Energy Administration. Since then, the Province has been making progress. Now, Shanxi has built 3,323 photovoltaic power stations with a capacity of 2,629,100 kW, benefiting 260,000 poor households in 5,239 villages.

Yunnan Province has deepened the policies on poverty alleviation through healthcare to prevent more people from reducing to or returning to poverty because of illness. By the end of 2018, the percentage of copayment rate of inpatient medical cost by poor people qualified for patient referral or transfer regulations has dropped to 9.19 percent, securing a significant progress in poverty alleviation through healthcare. Additionally, the basic medical care of poor people in Yunnan has been effectively guaranteed, and public health services in poverty-stricken areas have been greatly improved, promoting the battle against poverty in the province.

In 2018, rural tourism helped 30,000 poor households in Gansu Province shake off poverty. Last year, rural tourism in Gansu reaped RMB 16.5 billion of revenue, a year-on-year increase of 21.1 percent, greatly increasing incomes of local impoverished people. In the future, Gansu plans to build 268 demonstration villages of rural tourism. The provincial government will invest more funds in poverty alleviation through tourism and the local governments will allocate matching funds to it. By doing so, Gansu aims to carry out more construction projects on poverty alleviation in destitute counties and districts, improving infrastructure on rural tourism, thereby promoting the transformation and upgrading of rural tourism toward a more efficient and qualified direction.

Guizhou Province plans to help 1.1 million people shake off poverty in 2019. To achieve this objective, relevant provincial departments will stick to the principle of “determination in implementing policies and shouldering responsibilities,” and continue to fight in six “battlefields for protracted battle against poverty” — the groundwork of targeted poverty alleviation, poverty alleviation through industry and employment, follow-up development of poverty alleviation through relocation, expansion of village-level collective economy, improvement of the rural human settlement, and primary Party organizations.

Shaanxi Province helped over one million people shake off poverty in 2018. Shaanxi implemented policies on targeted poverty alleviation and elimination mainly in destitute and old revolutionary base areas in an all-round manner. Moreover, the province further improved infrastructure, held the commanding height of the overall pattern of poverty alleviation, and secured fundamental progress in the battle against poverty. In detail, a total of 1.045 million people shook off poverty and the poverty incident dropped to around 3.2 percent last year. And 23 poverty-stricken counties reached all the poverty exit standards and were ready to get rid of poverty.

Liaoning Province: Traditional Chinese medicine will serve as the “key asset” of targeted poverty alleviation. Health Commission, Poverty Alleviation Office, and other ministries of Liaoning jointly issued Action Plan on Poverty Alleviation through Traditional Chinese Medicine Industry in Liaoning Province (2018-2020). The Plan proposes that we must take advantage of local traditional Chinese medicine materials and products, and develop the plantation and production of local medicine materials, so that poor households in the planting region can make a living. Furthermore, Liaoning plans to establish new patterns and make concerted efforts for targeted poverty alleviation and elimination through traditional Chinese medicine.

Anhui Province: Over 3.4 million people benefited from projects on poverty alleviation through local agriculture. In 2018, Anhui carried out three programs “four leads and one self-development” (bases and parks, leading enterprises, farmers’ cooperatives, and rich and influential families take the lead; poor people help each other for self-development), project improvement, and “one village one product,” aiming at increasing incomes of poor people and developing local industries. In all, 1.352 million poor households participated in these programs, from which around 3.488 million people benefited, which was best proved in income growth.

Hunan Province draws the big picture of social participation in poverty alleviation. The social forces of Hunan have been unified in the battle against poverty. The campaign “10,000 enterprises assisting 10,000 villages” brought about 11,923 projects, and attracted 5,832 private enterprises to invest RMB 11.64 billion in increasing the incomes of 833,000 poor people in 6,955 villages. Also, targeted assistance, collaboration on poverty alleviation between the eastern and western regions, and “jointly building a well-off society” are the key parts.

Heilongjiang Province promoted animal husbandry, which increased the incomes of poor households. In 2018, with local advantages, Heilongjiang took multiple measures in poverty alleviation through animal husbandry and stationing the industry in villages. Now, the Province has set up 39 leading enterprises of large-scale breeding in 20 counties (cities or districts) with poverty alleviation obligations, bringing RMB 15.76 million of income increase to 16,000 poor households (RMB 971 per household) in 512 poor villages.

Public Poverty Alleviation and Charity News

As the lead manager, Agricultural Development Bank of China (ADBC) issued the first medium term note for poverty alleviation. The RMB-one-billion medium term note was issued in three-year maturities with 4.09 percent of interest rate. The note will draw social capital to support poverty alleviation and help clients directly raise money through the open market. In so doing, ADBC aims to lower the cost of financing for poverty alleviation projects, and promote the work of poverty alleviation, which provides an innovative method to further promote financial poverty alleviation.
