2019. No. 6 (Feb. 21-28, 2019)

State and Ministerial Policy News:

Xi Jinping presided over a meeting of the Political Bureau of the CPC Central Committee and examined the General Report on Inspections of Poverty Alleviation by the Central Leading Group. The meeting highlighted that we have both made notable achievements and encountered common problems in poverty alleviation, thus we must make necessary adjustments to better implement policies on targeted poverty alleviation. Besides, party organizations at all levels must shoulder more responsibilities, stick to the objectives and strategies of poverty alleviation in destitute areas and do a good job in poverty alleviation in the next two years.

Liu Yongfu attended 2018 Summary Meeting of the State Council Leading Group Office of Poverty Alleviation and Development, summarizing the achievements in 2018 and proposing expectations for poverty alleviation in 2019. He encouraged poverty alleviation officials to complete annual tasks in a more high-spirited, steady and pragmatic way so as to win the battle against poverty as scheduled.

The General Office of CPC Central Committee and the General Office of the State Council jointly published Opinions on Promoting the Involvement of Smallholders in Modern Agriculture, offering guidance for impoverished areas to shake off poverty. The Opinions require that relevant departments should promote matchmaking between producers and dealers of agricultural products in impoverished areas, develop the construction of  e-commerce channels and hold brand promotion events. By doing so, the matchmaking between local agricultural products and noted e-commerce enterprises will be facilitated to increase sales of agricultural products from impoverished areas.

Tang Chengpei, Vice Minister of  Civil Affairs of the People’s Republic of China, attended the press conference of the State Council and stated that about 20 million poor people cannot live without social assistance to meet basic needs after winning the battle against poverty. The Ministry of Civil Affairs will continue to shoulder the major responsibility, stick to the general plan on targeted poverty alleviation, and ensure basic life needs through social security, so as to promote poverty alleviation in civil affairs in an orderly manner.

Local Poverty Alleviation News:

The first tourism store of partner assistance and poverty alleviation collaboration between western and eastern regions in Tianjin was officially put into operation. The tourism store will become a critical showcase for Tianjin to advertise for tourism resources and specialty products from recipient areas. The store is expected to help Tianjin better communicate and cooperate with recipient areas, drive the development of the local tourism industry, and further help recipient areas shake off poverty.

Chongqing: Critical illness treatment service shall cover up to 30 illnesses for impoverished people by 2020. At 2019 Municipal Meeting on Medical Management, it was proposed to steadily promote poverty alleviation, and carry out research on new illnesses based on 26 illnesses covered by our treatment service. On top of that, we must make sure to cover over 30 critical illnesses by 2020, speeding up the payment reform of basic medical service for childhood leukemia.

Income growth of rural impoverished people in Shanxi Province picks up speed; transfer and salary incomes account for 70 percent. In Shanxi province, per capita disposable income (PCDI) in poor rural areas has reached 8,250 yuan with a year-on-year increase of 12.6 percent, a remarkable achievement in poverty alleviation. Rural residents, especially in contiguous poverty-stricken areas, enjoyed a higher income growth with PCDI reaching 8,080 yuan, an increase of 15.3 percent and 2.7 percent higher than the overall income growth in poor areas of the province.

Shaanxi Province: This year, poverty alleviation through industry shall be carried out from three perspectives: making projects more targeted, leading more people to shake off poverty, and making the most use of funds. Poverty alleviation through industry in poor villages should be carried out according to the “3+X” industrial layout with selected industries. More efforts should be made to further support poverty alleviation recipients to benefit more poor people and to improve the mechanism for integrating farmers' interests into agricultural industry chains, thereby leading and benefiting poor people in a more effective way.

Rural logistics system in Gansu Province effectively helped farmers gain more incomes and shake off poverty. In 2018, Gansu province gave full play to the competitive products in “One City (Region) One Product” project, nurtured 139 local agricultural products, shipped over 16 million agricultural products mainly consisting of “cattle, goats, vegetables, fruits, potatoes, and yams”, helping the sales of agricultural products exceed 2.29 billion yuan and generating notably higher incomes for poor farmers.

Yunnan Province helped 231,000 archived poor disabled people shake off poverty in 2018. In 2019, centered around building an all-round well-off society for disabled people, Disabled Persons’ Federations at all levels in Yunnan will stick to the general plan of targeted poverty alleviation and elimination  and protect the rights and interests of poor disabled people, providing assistance in achieving poverty alleviation, job opportunities, rehabilitation services, and basic life needs for disabled people.

Qinghai Province will strive to achieve the goals of “two no-worries and three guarantees” (no worry about food and clothing, guarantee poor people’s compulsory education, basic medical service and housing security) in 2019. Qinghai will keep improving poverty alleviation service, complete the task of helping over 77,000 remaining people in 170 villages in 17 poor counties shake off poverty, and eradicate absolute poverty by the end of 2019 to lay the groundwork for the final battle against poverty in 2020.

In 2018, a total of 235,000 people in the Inner Mongolia Autonomous Region got rid of poverty alleviation with poverty incidence dropping to 1.06 percent, and ten national-level poor counties were expected to shake off poverty. In 2018, Inner Mongolia made progress in offering assistance in targeted poverty alleviation through industry, employment, finance, education and healthcare. In detail, Inner Mongolia carried out 7,290 projects on poverty alleviation through special industries, assisted 607,500 poor people, and helped 148,000 of them shake off poverty through industrial development.

Guangxi Zhuang Autonomous Region published a notice on supportive policies for poverty alleviation in destitute areas. According to the notice, a series of policies in funds, major projects, finance and land security will be implemented to help 100 destitute villages in four destitute counties in Guangxi shake off poverty, making the first step in eradicating extreme poverty to win the battle against poverty.

Xinjiang Uygur Autonomous Region guarantees to help 606,100 poor people in 976 poor villages shake off poverty in 2019. At the same time, Xinjiang will take the task of protecting people from falling back to poverty as a higher priority to effectively promote poverty alleviation. In this regard, Xinjiang plans to help 211,000 poor people in 561 impoverished villages of ten destitute counties shake off poverty in 2020, hence basically solving the outstanding issues of compulsory education, basic medical care, housing security, and drinking water safety in “two no-worries and three guarantees”.

Public Poverty Alleviation and Charity News:

Association of Underdeveloped Regions of Guangdong Province carried out practical projects of poverty alleviation through social participation. Officially registered and founded in June of 2010, Association of Underdeveloped Regions had introduced 500 poverty alleviation enterprises, put 1,000 poverty alleviation projects into practice, and guided the investment of nearly 2 billion yuan of social capitals by the end of October in 2018. As a result, the Association has built 100 demonstration bases of poverty alleviation through industry, directly or indirectly driven the progress of 1,000 poor villages, and helped 200,000 poor rural households with average income growth per household exceeding 15,000 yuan.
