During the Two Sessions, President Xi Jinping attended the deliberations, which all themed on “poverty alleviation”, respectively with delegations from Inner Mongolia Autonomous Region, Gansu, Henan and Fujian Province. He pointed out that the symbol of realizing a moderately prosperous society in all respects is to lift all rural poor and impoverished counties out of poverty. Thus, we should forge ahead with clear direction, whole efforts and professional integrity. To win the battle against poverty, we should take more effective measures and do better work focusing on problems such as industrial development, migrant workers’ employment, infrastructure construction and public services.

Ministry of Housing and Urban-Rural Development: More than 6 million registered impoverished households complete the renovation of their dilapidated houses by March 2019. Hebei Province will finish the task of reducing the poor population by 327,500 during 2019. Hebei released the Implementation Opinions on Prioritizing the Development of Agriculture and Rural Areas and Advancing Rural Revitalization Strategy. With a focus on absolute poverty, the province will make sure that a population of 327,500 poor people in 13 poverty-stricken counties and 1,448 villages will be lifted out of poverty to achieve regional poverty alleviation.

In 2019, Shaanxi Province will increase the funds for poverty alleviation through science and technology by 20% to support destitute counties (districts), focusing on the common technical problems that restrict industrial development in these areas. Sichuan Province will lift all poverty-stricken counties in Tibetan areas out of poverty in 2019. Sichuan Provincial Party Committee recently issued the No.1 document of Implementation Opinions on Prioritizing the Development of Agriculture and Rural Areas and Advancing Rural Revitalization Strategy. During 2019, the province will lift 500,000 impoverished people and 31 poverty-stricken counties out of poverty, realizing that all the poor counties in Tibetan areas exit from poverty and securing a decisive breakthrough in poverty alleviation in Liangshang Yi Autonomous Prefecture.

Yunnan Province helped 180,000 people from mountainous areas get rid of poverty through “Little Water Network”. By innovating the management mechanism of water conservancy in farmlands of mountainous areas, Yunnan has implemented a project of building 145 "Little Water Network" projects, which connect mountainous villages through pipes and canals for sharing water sources. Over the past two years, the project has helped 180,000 poor people shake off poverty and increased the per capita income by 1,450 yuan.

The rural poverty rate in Hainan Province decreased from 3.9 percent in 2017 to 1.3 percent in 2018. With a total of 150,000 rural people out of poverty, the impoverished rural population dropped to 70,000 with the poverty reduction rate reaching 67.6%, making the fastest rate of rural poverty reduction in Hainan Province for recent years. Since 2015, the disposable income of farmers in poor areas in Hainan has experienced double-digit growth rates for four consecutive years. The income growth rate of rural residents is higher than the average of farmers throughout the province, with income gaps continuously narrowing.

In 2019, Liaoning Province will finish the task of lifting 135,600 people, 147 villages and 5 provincial-level poor counties out of poverty. By 2020, the per capita income of rural population in poor areas is projected to double more than that of 2010, with the growth rate higher than the provincial average level; and the registered impoverished households living below the current poverty line should be stably ensured with enough food and clothes, basic medical insurance, compulsory education and safe housing.

In 2019, Heilongjiang Province will continue to promote special treatment for serious diseases such as the "Bright Poverty Alleviation Project" for rural poor people. The kinds of diseases included in the treatment list should be increased from 9 to 25, and the task of establishing one to two key specialties in each of the 28 poverty-stricken county-level hospitals should be finished. The government should ensure 90% of diseases of the poor people can get treated in the county-level hospitals, and the reimbursement rate of their medical costs increase to 90%, so as to firmly advance the health poverty alleviation.

Lanzhou, Gansu Province initiated “Poverty Alleviation through Noodles”: The city will train thousands of chefs skilled in making noodles and open hundreds of noodle restaurants. In recent years, Lanzhou beef noodle industry has advanced the integration of “noodle economy” with targeted poverty alleviation through measures of project cooperation, skill training and labor service export. This year, Lanzhou is implementing the project of “100 restaurants with 1,000 people”, which plans to open 100 restaurants in three years and offer jobs for 1,000 people, creating a Gansu characterized way of “poverty alleviation through noodles”.

A total of 695,800 impoverished people have been relocated from the poor areas in Guangxi Zhuang Autonomous Region. Guangxi plans to relocate 710,000 registered impoverished people during the 13th Five-Year Plan, and now 98% of them have been relocated. To help the relocated people adapt to their new life as soon as possible, Guangxi took action of “one policy for one household”, “one support for one household” and “one file for one household”, strengthened employment training for relocated households and provided support policies to promote industrial development, and built a batch of workshops for poverty alleviation in the relocation sites with the establishment of schools, hospitals and agricultural markets as well.

China Banking and Insurance Regulatory Commission issued the Notice of Banking and Insurance Industries Doing a Good Job in Serving Rural Revitalization and Advancing Poverty Alleviation to solve the issues relating to agriculture, rural areas and rural people and financial services for poverty alleviation. The Notice clarifies the requirements of growth rate and incremental assessment for inclusive agricultural loans and those for targeted poverty alleviation, and advocates continuous growth of the loan balance for targeted poverty alleviation. The growth rate of loans in deeply impoverished areas should be higher than the average of the province (district and municipality) where it locates.
