State and Ministerial Policy News:

China has lifted over 10 million of its population out of poverty annually for six straight years. China has reduced the poor population by 13.86 million in 2018, off to a good start of the 3-year poverty alleviation task. The poverty incidence fell by 1.4 percent compared with last year. China has lifted over 10 million of its population out of poverty for six straight years from 2013 to 2018, overfulfilling the annual task. During the six years, a total of 82.39 million people have been lifted out of poverty, with the incidence of poverty dropping from 10.2 to 1.7 percent.

More than 18 million impoverished people have been brought into social assistance to meet basic needs. All rural subsistence allowance standards on the county (city, district) level has met or exceeded the national ones, with 18.12 million registered impoverished people enjoying the social assistance to meet their basic needs. A special program was launched to provide basic living allowances for rural residents. Local governments have fully cooperated with onsite inspection by the central government on poverty alleviation. The lowest insurance standards in urban and rural areas respectively increased by 7.2 percent and 12.4 percent on a year-on-year basis, securing basic living conditions of over 45 million people.

Ministry of Education and Gansu Province have jointly established the pilot zone of “College-Rural Area Targeted Poverty Alleviation” to encourage all college canteens to purchase agricultural products with regional features, thus to advance targeted poverty alleviation in Gansu. Afterwards, Gansu will further explore the sustainable poverty alleviation modes such as employment training for people in poverty-stricken areas, as well as introducing bulk farm-products and distinctive agricultural products into campuses. In addition, the Province will promote the platform connecting colleges with rural areas and encourage the colleges throughout the country to purchase potatoes from poverty-stricken areas in Gansu.

The Forum of “Charity and Poverty Alleviation through Internet: Eliminating Hunger and Poverty” was held in Beijing, hosted by the State Council Leading Group Office of Poverty Alleviation and Development and co-organized by China Internet Development Foundation and China Federation of Internet Societies. The forum aims to share China’s experience and achievements on poverty alleviation, set up a global platform for poverty reduction and strengthen the collaboration among governments, social organizations and enterprises. It also serves to explore the use of the Internet in various fields for poverty alleviation through social participation, narrowing the "digital gap" and releasing "digital dividends" to contribute to poverty alleviation global wide.

Local Poverty Alleviation News:

Hunan, Hubei, Chongqing and Guizhou jointly proposed to promote cooperation in poverty alleviation through tourism in Wuling Mountain. During the second session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), the CPPCC members from Hunan, Hubei, Chongqing and Guizhou jointly proposed to promote cooperation in poverty alleviation through tourism in Wuling Mountain area at a national level to set up a new pattern on the cooperation in poverty alleviation through tourism. The three provinces and one municipality will jointly integrate travel routes, develop local markets and strengthen cooperation in order to achieve the agglomeration effects of poverty alleviation through tourism.

Jiangsu and Shaanxi have strengthened their cooperation in poverty alleviation, seeing 1,318 joint projects implemented. In 2018, with the joint efforts of the two provinces, the funds for poverty alleviation in Shaanxi has increased to 1.694 billion yuan, and a total of 19 agreements on cooperation and 65 on projects have been signed, which aim to help 565, 000 people and 29 counties in Shaanxi get rid of poverty.

In 2019, Hainan Province will make sure that the remaining 45,000 impoverished people be lifted out of poverty. Last year, Hainan spared no pains to advance poverty alleviation, completing the aim by lifting 86,000 people and 81 counties out of poverty. This year, the Province targets at lifting three impoverished counties at the national level and three poor villages out of poverty, ensuring the remaining 45,000 impoverished people get rid of poverty. The province will put strict control on the procedures in case there are mistakes or misjudges. Also, the public acceptance should be higher than 90 percent.

With the support of financial institutions, Hubei Province increased poverty alleviation loans by nearly 100 billion yuan. By the end of 2018, the balance of provincial loans for targeted poverty alleviation reached 223.77 billion yuan, 23.2 percent higher on a year-on-year basis. The balance of loans for targeted poverty alleviation through industrial development amounted to 34.68 billion yuan, 36 percent higher on a year-on-year basis. A total of 4,795 financial targeted poverty alleviation work stations have been established, providing financial services such as credit rating, payment and settlement, and policy promotion, so as to include all the registered impoverished villages.

Sichuan Province: The activity of organizing experts to comprehensively help Liangshan Prefecture get rid of poverty has been launched. Experts Service Center of Ministry of Human Resources and Social Security and the provincial Human Resources and Social Security Department jointly organized the activity, initiating targeted poverty alleviation with the help of experts in Sichuan in 2019. The main task of the activity is to solve the technical problems involved in poverty alleviation in destitute areas of Liangshan Prefecture and to cultivate technical talents in these areas, thus advancing the poverty alleviation in Liangshan Prefecture.

Guizhou Province adjusted the pricing plan of telemedicine services provided by public medical institutions to effectively reduce the burden of impoverished people. It is stipulated that the superior hospitals should not charge any fees when they provide teleconsultation for the paired hospitals. Now, a total of 25 provincial tertiary hospitals have exempted the telemedicine services charge for 66 hospitals in impoverished counties. Meanwhile, the cities throughout the province are reducing the above-mentioned fee in destitute areas.

In 2018, Qinghai Province solved the drinking water problem for 95,000 impoverished households through the “Projects of Drinking Water Safety for Poverty-stricken People”. Last year, Qinghai invested 524 million yuan in 39 projects to improve drinking water safety in rural pasturing areas, benefiting 472,000 people. The centralized water supply now covers 74.6 percent of the rural population and 61.1 percent of rural people have access to tap water. In addition, 86.6 percent of the drinking water sources came to meet the water supply reliability standards and 66.3 percent met the water quality standards.

Tibet Autonomous Region has taken multiple measures simultaneously to guarantee the basic living conditions of poverty-stricken people. In order to advance poverty alleviation and guarantee the basic living conditions of impoverished people, the region has taken multiple measures such as promoting overall planning of subsistence allowances in urban and rural areas, optimizing the temporary assistance system and improving care services for the aged. A total of 171,851 people who enjoy subsistence allowances have benefited from the poverty alleviation policies of industrial supporting, relocation and ecosystem protection, thus strengthening the effective coordination among medical assistance, basic medical insurance and critical illness insurance. A pilot program has also been launched to standardize the institutions providing old-age care services.

In 2019, Xinjiang Uygur Autonomous Region will focus on the destitute areas in the four prefectures in Southern Xinjiang (Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kirgiz Autonomous Prefecture), the special poverty-stricken group and the prominent problems of “two no-worries and three guarantees (no worries of food and clothing, guarantees of medicare, compulsory education and housing)”. The region will firmly advance the work of “seven tasks, each concerning one group of people” (to help impoverished people through employment, industrial development, arable land, safeguarding frontier, ecological subsidies, relocation and integrated social insurance) and “three improvements” (on poverty alleviation through education, health and infrastructure construction) to increase the quality and effect of poverty alleviation and to protect people from returning to poverty. Xinjiang will strive to finish the task of lifting 606,100 people out of poverty and lay a solid foundation for winning the battle against poverty in 2020.

Public Poverty Alleviation and Charity News:

The special fund for forestry and grassland protection and poverty alleviation has been established in Beijing. The fund will be used on the counties designated by State Forestry and Grassland Administration, areas of stony desertification in Yunnan, Guangxi and Guizhou and key impoverished areas for ecological compensation, afforestation and poverty alleviation through ecological industrialization. The fund was received and supervised by China Green Carbon Foundation in the form of donation. The donators can benefit from the statutory donation tax preferential policies. The fund, in line with the will of donators, will be preferentially used in fields and projects of ecological poverty alleviation which they confirmed.
