State and Ministerial Policy News:

Li Keqiang, Premier of the State Council, presided over a meeting of the State Council Standing Committee and decided to grant tax concessions to the third-party enterprises for their contribution to poverty alleviation. From January 1, 2019 to the end of 2022, when calculating taxable income, enterprises’ donation to the national poverty alleviation and development of key counties, contiguous poverty-stricken counties and archived impoverished villages will be deducted in accordance with their actual net income. And the value-added tax on donations of goods for poverty alleviation will be exempted.

Wang Yang stressed that poverty alleviation is vital to social stability and ethnic unity during a survey in Xinjiang Uygur Autonomous Region. We should ensure the quality of poverty alleviation by striving to achieve the goals of “two no worries and three guarantees” (no worry with food and clothing, guarantee the poor people’s compulsory education, basic medical service and housing security). We must persevere in poverty alleviation through industry and consumption and strive to promote the development of the forestry and fruit industry, tourism and labor-intensive industries so as to lift more poor people out of poverty in a stable way. We should help poor people build up confidence and have access to education to stimulate their endogenous motivation to shake off poverty.

       Chinas Ministry of Commerce capitalized on overseas fairs to help businesses in poor areas expand the Nepalese market. The China (Nepal) International Trade Fair 2019 was hosted by the Chinese Ministry of Commerce, with Nepal’s Prime Minister Oli and other guests present at the opening ceremony. The officials of the Chinese embassy in Nepal said they will endorse products from poor areas in China and actively establish links between Nepalese enterprises and chambers of commerce of Chinese enterprises to expand the marketing channels of apples and other products from poor areas of Gansu Province.

Local Poverty Alleviation News:

      Chongqing City changes financial subsidies for poverty alleviation funds into incentives, loans, borrowings, shares and recompense (short for "five changes") to provide better financial funds leverage. The "five changes" of Chongqing has motivated more people to participate in industrial development, enriched the methods of allocating poverty alleviation funds to targeted households, and stimulated the endogenous motivation of poor people. On top of that, the establishment of an interest-linking mechanism for poverty alleviation through industry ensures that poor people can be engaged in and do a good job.

Hebei Province launched four actions to promote poverty alleviation through consumption. Published by Hebei Province, Action Plan for Poverty Alleviation Through Consumption to Win the Battle Against Poverty proposed to guide and promote all walks of life to help poor people get rid of poverty by purchasing products and services from poor areas to increase their income and accelerate the local development. In order to promote the integration of products and services from poor areas in Hebei into other markets, Beijing and Tianjin in particular, we will implement four actions which include social purchase, efficient delivery channels, quality improvement and leisure tourism upgrading.

Shandong Province mobilized provincial-level social organizations and professional social workforces to organize "Double Poverty Alleviation Action". At present, more than 70 provincial social organizations have taken actions to engage with the first secretaries selected by the province in over 100 poor villages. They carried out field surveys and studied special action plans and projects for poverty alleviation. In addition, they conducted projects like "Emergency Relief" and "Targeted Poverty Alleviation: Charity and Disability" in counties (cities or districts) shouldering heavier tasks of poverty alleviation.

Jiangsu Province and Shaanxi Province cooperated in poverty alleviation through industry, employment, education, health care, social planning and coordinated advancement, exceeding their annual targets of 2018. Jiangsu increased the financial funds to 1.69 billion yuan for Su-Shaan Poverty Alleviation Collaboration. In the meanwhile, these two provinces have constantly strengthened the industrial base of poverty alleviation and rural vitalization, and implemented a total of 1,318 projects on poverty alleviation through industry, lifting 182,900 people out of poverty.

Henan Province will set up 298 part-time teaching positions in secondary vocational schools in poverty-stricken counties across the province in 2019. A total of 9.84 million yuan will be invested in funding schools to hire high-level engineering technicians and skilled personnel as part-time teachers to provide talents and technical support for poor families in poor areas to get rid of poverty. Besides, Henan Province will invest 3.08 billion yuan to build and enlarge 503 kindergartens, 1,961 primary and secondary schools to improve the hardware conditions of schools in poor areas.

Sichuan Province launched "Spring Breeze Action" centering on promoting employment transfer and fighting against poverty, which has helped 1.88 million people in urban and rural areas find jobs. During the Action, a total of 6,968,000 copies of publicity materials were distributed throughout the province and 2,267 job fairs were organized to help create 86,000 jobs for archived impoverished people. At the township and village level, a number of small-scale recruitment activities were organized to promote poor labor force and workers to return to their hometown for recruitment nearby.

Shanxi Provincial Department of Culture and Tourism, together with AutoNavi Software Company, officially launched "Shanxi Province Map of Poverty Alleviation Through Tourism", capitalizing on big data to lift poor villages out of poverty. With the help of big data technology and Internet services, Shanxi's first 100 demonstration villages of poverty alleviation through tourism were launched to display their local specialties, tourist attractions and provide tourists with all-round tourism information services, such as food, accommodation, transportation, touring, shopping and restrooms.

Guizhou Province promoted poverty alleviation through e-commerce. Recently, Guizhou Province published the Action Plan (2019-2020) for Further Accelerating the Development of Rural E-commerce to Fight Against Poverty, and put forward that we need to focus on archived poor households in poverty-stricken counties and villages. Besides, the province will center on agricultural structure adjustment to promote the development of rural online shopping. By 2020, we plan to nurture over 100,000 online dealers across the province, helping 150,000 people increase their income.

Gansu Province covered children's congenital heart disease and other birth defects in special treatment of serious diseases for rural poor people. Birth defects not only seriously affect their survival and quality of life, but also are a major cause of becoming poor or returning to poverty. There remains a big gap between the ability to prevent and control birth defects in Gansu Province and the increasing demand of healthy babies. For that, we will establish a long-term work mechanism to prevent and cure birth defects with the cooperation of the government, multi departments and the participation of the whole society.

          In 2019, the Tibet Autonomous Region will invest 5.3 billion yuan in the construction of power grids in poor areas. This year Tibet plans to build 66 new substations of 35 kilovolts or more with transmission lines of about 3,200 kilometers. The total investment of power grid construction in destitute areas will reach 5.3 billion yuan. By the end of 2019, the main grid of Tibet is expected to cover additional 25,000 people in 66 counties (districts).

         The Forth Silk Road International Exposition will add "International Cooperation Forum on Poverty Alleviation and Reduction". This forum will discuss issues about China's achievements in poverty alleviation and reduction, Chinas efforts to transform the concept of poverty reduction and reduction into an international consensus, and the international cooperation on poverty reduction to build a community with a shared future for mankind. All of these will provide China's experience and contribute to the cause of global poverty reduction.

 The funding ceremony of "Villages in Blossom – Models of Rural Poverty Alleviation" was held in Beijing. This event was co-sponsored by China Soong Ching Ling Foundation, National Party Media Public Information Platform of People’s Daily and Ping An Insurance in order to pay tribute to models working on the frontline of rural poverty alleviation. There are four categories, namely "Outstanding Rural Leaders", "Good Village Doctors", "Good Rural Principals of Science and Technology" and "Good Rural Teachers of Science and Technology", and 100 models of each category were granted funds.
