State and Ministerial Policy News:
President Xi Jinping attended the 14th National Civil Affairs Conference and gave important instructions on civil affairs including poverty alleviation. President Xi stressed that civil affairs work is a fundamental aspect of social development that concerns people’s livelihood. Civil affairs authorities at all levels must strengthen party building, stick to reform and innovation and focus on poverty alleviation, the need of special groups and public concerns. In so doing, we can better ensure people’s livelihood, perform grassroots social governance and provide basic social services, making new contributions to the building of a moderately prosperous society and modern socialist country in all aspects.

Ministry of Finance published a pre-tax deduction policy for corporate poverty alleviation donations. The announcement proclaims that, from January 1, 2019 to December 31, 2022, donations that enterprises contribute to poverty alleviation in targeted areas through social charities or people’s governments at the county level or above and their department or affiliated institutions can be deducted from their taxable income. Targeted areas for poverty alleviation consist of 832 major counties of national poverty alleviation and development, counties in contiguous poor areas, as well as archived poor villages.

Ministry of Education: poor counties that have shaken off poverty can still enjoy special national policies on the college entrance examination this year. The General Office of the Ministry of Education recently issued the Notice on Key Colleges and Universities Recruiting Students from Rural and Poverty-stricken Areas in 2019. It is clearly stated that both national and local special plans as well as the ones for institutes of higher education to recruit students from rural and poverty-stricken areas will continue to be implemented. Counties covered by the national special plan for poverty alleviation can still benefit from relative policies in 2019 after lifting themselves out of poverty.

Beijing: “Six Batches” program guarantees poverty alleviation of low-income villages as scheduled. Beijing has been carrying out targeted poverty alleviation on “Six Batches” of low-income villages and households through industrial development, employment promotion, relocation from mountainous areas, ecological construction, social security and social participation. The city strives to achieve the objective of raising incomes of low-income rural households under current standards on schedule, which will help 234 low-income local villages shake off poverty by 2020.

Shanghai launched a partner assistance plan to help Butuo County, Liangshan Yi Autonomous Prefecture eradicate the biggest “stumbling block” of poverty alleviation. AIDS prevention and control is under grim conditions in Butuo County, Liangshan Yi Autonomous Prefecture, Sichuan province, and has become the biggest “stumbling block” of poverty alleviation. Institutions of disease prevention, public health, maternal and child health, and health education in Shanghai and Butuo County have signed partner contracts to initiate a 2-year partner assistance plan, striving to improve AIDS prevention and help Butuo win the battle against poverty.

Hebei Province: Build one or more agricultural industrialization unions in every poor county this year. The agricultural system of Hebei province will set industrial progress as the fundamental approach of poverty alleviation this year and develop special industries based on local conditions to complete poverty alleviation tasks as scheduled. In 2019, Hebei plans to build more than one agricultural industrialization unions in every poor county as new carriers of poverty alleviation through agriculture production and highlight services such as industry upgrading, subject cultivation, scientific service, and matchmaking of production and sales.

Jiangsu Province innovated carriers of poverty alleviation through consumption and distributed policy dividends via multiple channels. Jiangsu published Opinions on Carrying out In-depth Poverty Alleviation through Consumption to Win the Battle against Poverty in Jiangsu Province, which emphasized the distribution of policy dividends via multiple channels in less-developed areas. Poverty alleviation through consumption is an important approach of social participation in the battle against poverty, in which people from all walks of life purchase goods and services provided by impoverished areas and low-income people so as to increase their incomes and help them out of poverty.

Shaanxi Province is progressing steadily in helping 29 counties get rid of poverty as planned in 2019. In terms of stable incomes, 578,000 poor households in the 29 counties (including those who have shaken off poverty) get employed or have engaged in industries that generate long-term, stable and higher incomes. About safe housing, the province has reconstructed dilapidated houses for 599 poor households. As for the rural collective economy, a total of 2,845 poor villages have established collective economies and operate soundly in all aspects.

Sandu-Libo expressway in Guizhou Province was fully opened to traffic, bringing new momentum for local poverty alleviation. Sandu-Libo expressway starts from Sandu county, a destitute county in Guizhou and the only Shui autonomous county in China, and ends at Libo county which is known for world natural heritage. The opening of the Sandu-Libo expressway links the mysterious Shui culture in Sandu and Libo, to the farming lifestyle of Buoyei people and the wonderful karst landscape. On top of that, it establishes a solid transportation network for southern Guizhou to achieve leapfrog development in alleviating poverty, building a moderately prosperous society and promoting economic and social progress.

Hunan Province carried out the campaign of “Mutual Help between Households and between Families to Facilitate Poverty Alleviation and the Pursuit of Well-off Life”, encouraging social participation in helping poverty-stricken households in destitute areas out of poverty. The campaign appealed to warm-hearted people from all walks of life to offer donations or help poor people build up confidence and have access to education. Sichuan Province published the 2019 “construction plans” of 19 special poverty alleviation projects. As planned, Sichuan province will invest 132.074 billion yuan in 19 poverty alleviation projects of 2019, including poverty alleviation through agriculture, industry, commerce, rural land consolidation, science and technology, culture, and ecological construction. The province ensures to complete the task of helping 500,000 archived poor people in 1,482 poor villages of 31 impoverished counties get rid of poverty by 2019.

Guangxi Zhuang Autonomous Region: to reduce and prevent the re-impoverishment of resettled poor people. Guangxi issued the Notice on the Further Enhancement of Follow-up Support for Poverty Alleviation through Relocation and revised the follow-up support and annual implementation plans. According to the Notice, Guangxi has conducted thorough investigations on 700,000 archived poor people within the 2016-2018 resettlement plan, improved policies, drawn up plans, implemented the “three ones” policy (one policy for one household; one assistance for one household; one archive for one household) and raised money from multiple sources. In this regard, Guangxi is progressing in the reduction and prevention of re-impoverishment of resettled poor people.

“Symposium on Poverty Alleviation of the Fund Industry” held in Beijing summarized previous poverty alleviation work. Hong Lei, Chairman of Asset Management Association of China, highlighted that since its establishment, the Association has emphasized its social responsibility of poverty alleviation. For eight years, the public offering alone has donated a total of over 0.5 billion yuan for poverty alleviation through charity. Additionally, the Association has been contributing to poverty alleviation by turning private equities and asset-backed securitization products into long-term capital.

The Palace Museum donated 20.05 million yuan collected from the auction of restored Heavenly Lanterns (tian deng) and Longevity Lanterns (wanshou deng) to poor areas. All the money raised from the auction will be used to sponsor education and culture programs in impoverished areas including Loufan County and Jingle County of Shanxi province, Arxan City of Inner Mongolia Autonomous Region, and Bama Yao Autonomous County of Guangxi Zhuang Autonomous Region. The auction items will be the only legal products of “Longevity Lanterns, Heavenly Lanterns, and royal lanterns” that can circulate in the market.
