State and Ministerial Policy News:

President Xi Jinping presided over a symposium during the inspection in Chongqing and emphasized that we should unify thinking and fight against poverty more courageously to solve the prominent issues of “two no-worries and three guarantees” (meeting the basic needs of food and clothes and guaranteeing compulsory education, basic medical care and housing). President Xi paid a visit to Shizhu Tujia Autonomous County to learn more about local poverty alleviation after a laborious travel by plane, train and car. He stressed that as the fight against poverty had entered a decisive stage, all regions and departments should place great importance on poverty alleviation in the next two years, making new contributions to winning the battle against poverty and building of a moderately prosperous society as scheduled.

      Premier Li Keqiang made significant instructions on the follow-up support for poverty alleviation through relocation. He pointed out that we should sum up the experience of relocation for poverty alleviation in various places, learn more about expectations of relocated people, coordinate financial resources, provide more follow-up support, and carry forward industrial cultivation and employment assistance. On top of that, we must make sure that those people can be relocated, settled in a new place, and shake off poverty with satisfaction and a sense of safety, as well as that the poverty alleviation project through relocation can stand the test of time and meet people’s expectations.

      The Ministry of Finance, State Taxation Administration and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued a policy of exempting value-added tax of poverty-alleviation goods. From January 1, 2019 to December 31, 2022, goods that are self-produced, commissioned for processing, or purchased by units or individual industrial and commercial households as donations to units and individuals in targeted regions for poverty alleviation directly or through non-profitable social organizations, people’s governments at county’s level or above and their departments or affiliated institutions, are exempted from value-added tax.

The Ministry of Agriculture and Rural Affairs will comprehensively boost the scientific and technological services in destitute areas including the “three regions and three prefectures”. This year and the next mark a crucial stage for decisive results of the battle against poverty in destitute areas such as the “three regions and three prefectures” (The “three regions” refer to Tibet, four prefectures of southern Xinjiang-Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu). Therefore, great efforts should be made to provide more scientific and technological assistance, to achieve targeted poverty alleviation and high-quality development of agriculture. The Ministry will promote scientific and technological services in poverty-stricken areas in all respects, ensuring that expert groups of industrial technology are accessible to the “three regions and three prefectures”, special agricultural technician projects accessible to destitute areas, and targeted services by these technicians accessible to destitute villages.

Local Poverty Alleviation News:

Jiangxi Province: Targeted poverty alleviation improves the living conditions of impoverished disabled people. Affected by multiple factors, disabled people are suffering from the highest level of poverty and the greatest difficulty in poverty reduction among all the poor people in Jiangxi Province, and they are also the most likely to slip back into poverty. There are 1.13 million certified disabled people (77,800 haven’t shaken off poverty) in the province. For that, Jiangxi paid keen attention to the three shortcomings in poverty alleviation for disabled people, namely, education, employment and social security. The province, therefore, has issued targeted policies to improve the precision and effectiveness of poverty alleviation for local disabled people and make their living conditions better.

Anhui Province further spurs targeted poverty alleviation through talents, technologies and intelligence to improve the efficiency of poverty alleviation. At present, guided by the national-level grassroots projects of expert service, Anhui Province is deeply advancing poverty alleviation through talents, technologies and intelligence. This year, 200 high-caliber experts will be organized chiefly for service activities in Dabie Mountain Area, poverty-stricken areas in northern Anhui and mountainous areas of southern Anhui, guiding high-level talents to move towards the front line to help nurture and team up talented people, introduce projects, solve problems and boost development in destitute areas.

Henan Province: Science and technology support the rapid development of agriculture. Based on in-depth integration mechanisms, including the “one-three-five-five” mechanism (each expert team serves one leading agricultural enterprise; each expert serves at least three agricultural technology promotion stations; each station director serves at least five new professional farmers or at least five such farmers are assigned for each agricultural technology promotion station) that centers on developing agriculture through science and education, Henan Province has built strong ties among government, enterprises, academia and research institutes. Industrial experts have been assigned to serve 692 regional (township) grassroots agricultural technology promotion stations and various types of new agricultural operation entities in main advantageous producing areas. They instructed the construction of 803 demonstration bases, established 107 provincial and municipal standards, issued 118 technical regulations, and completed the integration and popularization of 299 supporting technologies. As a result, the experts helped carry out green, large-scale, and standardized production demonstrations in 100 counties and cities.

Hunan Province: The integration of culture and tourism for poverty alleviation fueled rural revitalization. Hunan Province issued boutique tourist routes in the borders of Hunan and Jiangxi and western Hunan regions, and established a platform for exchanges and cooperation between destitute villages and cultural tourism enterprises to fuel rural revitalization. At the same time, the Incentives for Travel Agencies to Attract Tourists to Villages in Hunan Province was also published, which encouraged travel agencies to guide tourists into characteristic villages and towns on the boutique tourist routes as planned, and boosted the poverty alleviation through tourism in destitute areas.

Guizhou Province actively built “five systems” to carry forward poverty alleviation through relocation. By highlighting the construction of basic public service system, training and employment service system, cultural service system, community governance system, and grassroots party building system, Guizhou Province effectively solved issues in employment and pension for relocated impoverished households, ensuring that relocated poor households can settle in new places and shake off poverty.

The largest village-level poverty alleviation project through photovoltaic development in Qinghai Province, a 29.1 MW village-level photovoltaic power station, was launched in Guoluo Prefecture, benefiting the surrounding impoverished households. A total of 189.75 million yuan was invested in the project, covering 4,231 archived impoverished households in 63 villages of five counties –  Maqin County, Gande County, Dari County, Banma County and Jiuzhi County of Guoluo Prefecture. As a result, the installed capacity for each household reached about 6.9 KW. After completion, it is estimated that the annual average power generation capacity will amount to 40 million kWh, which will effectively solve the problem of electricity consumption in nearby poverty-stricken villages.

The Gannan Tibetan Area in Gansu Province accelerated poverty alleviation with the industrial economy growing in an upward trend. Over the past five years, the number of impoverished people in Gannan Tibetan Autonomous Prefecture of Gansu has decreased to 21,600 at the end of 2018 from 171,200 at the end of 2013, with the poverty incidence dropped to 3.89% from 30.43%, and 200 destitute villages have lifted themselves out of poverty. Progress in the tourism industry and animal husbandry drove the economy to rise against the downward trend, and outperformed the poverty alleviation task. In the prefecture, 1,003 moderately prosperous villages of ecological civilization only (including professional tourism villages) have helped 41,400 impoverished people from 9,740 households shake off poverty.

The Liupan Shan region in Ningxia Hui Autonomous Region ensured that impoverished households can borrow loans as necessary. This year, by implementing scale-up projects, Liupan Shan region aims to strengthen poverty alleviation through finance, allocate 1.25 billion yuan of micro-credit for archived impoverished households, and establish 200 demonstration villages of poverty alleviation through finance, helping impoverished households eligible with such willingness to borrow loans as necessary.

A total of 32 social organizations in Inner Mongolia Autonomous Region claimed 59 poverty alleviation projects. The meeting on guiding and mobilizing social organizations to participate in poverty alleviation in Inner Mongolia was held in Hohhot. At the meeting, 32 local social organizations actively claimed poverty alleviation projects, established 89 intentions for assistance, and signed 59 projects. A total of 2.04 million yuan was invested in the project centered on assistance through production and marketing, medical treatment, technical support and employment service.

Tibet Autonomous Region facilitated the highland barley industry to bring higher incomes for impoverished people. At present, the government of Tibet Autonomous Region is actively exploring cooperation with enterprises in the highland barley industry to develop a production chain for procurement, processing and sales of highland barley, and transform the resource advantages into industrial advantages. Therefore, the government plans to generate higher incomes for poor people, promote industrial upgrading and scale development in the region.

Public Poverty Alleviation and Charity News:

The 2019 “Public Welfare Sports Lottery for Poverty Alleviation through Supporting Education” campaign jointly launched by the China Sports Lottery Administration Center, China Sports Foundation and Chengdu Sport University was initiated in Sichuan. Since 2007, the Central Special Lottery Public Welfare Fund, of which the Sports Lottery Public Welfare Fund constitutes an integral part, has started to support education programs. In 2018 alone, more than 150,000 students benefitted from “Zihui Program (nurturing students)” and “Runyu Program (aiding students) respectively; and 30,000 teachers benefitted from the “Ligeng Program (initiatives for teaching)”.
