State and Ministerial Policy News:

Liu Yongfu, Director and Secretary of the Leading Party Members’ Group of the State Council Leading Group Office of Poverty Alleviation and Development, delivered a speech at the 2019 National Poverty Alleviation Promotion Conference held in Beijing. At the conference, Liu Yongfu highlighted that promotion is also an integral part of poverty alleviation work, a guarantee to boost confidence in winning the battle against poverty, as well as a critical method to contribute the “Chinese approach and vision” to the international cause of poverty alleviation. Therefore, the promotion of poverty alleviation is of great foresight and significant guidance.

Approved by the central leadership, Office of the Central Cyberspace Affairs Commission, the National Development and Reform Commission, the State Council Leading Group Office of Poverty Alleviation and Development, and the Ministry of Industry and Information Technology jointly issued 2019 Work Priorities of Poverty Alleviation through Internet. The Work Priorities proposes 25 major tasks in seven aspects, tapping into the full potential of the Internet and information technology in targeted poverty alleviation. On top of that, we must strive to deepen Internet poverty alleviation, continuously spurring the endogenous power of poor people in poverty-stricken areas, in order to contribute much more to winning the battle against poverty.

An on-site meeting was held by the China Disabled Persons’ Federation, the State Council Leading Group Office of Poverty Alleviation and Development, and the Ministry of Agriculture and Rural Affairs to promote the construction of poverty alleviation bases for disabled people. To make solid progress in poverty alleviation for poor disabled people, we must stick to the following five principles. First, we need to set up and never lower the standards of poverty alleviation. Second, we must employ targeted policies and avoid any massive, indiscriminative measures. Third, we need to make sure that our poverty alleviation policies cover everyone in need. Fourth, we must exert our full strength based on the actual conditions. Last, we need to guarantee the high quality of poverty alleviation to avoid the recurrence of poverty.

State Council Leading Group Office of Poverty Alleviation and Development: We will implement the announcement system of fund use for poverty alleviation projects in grassroots governments. The Training Class on Building National Reserve of Poverty Alleviation Projects and Performance Management of Funds has been held recently. Ou Qingping, Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, pointed out that governments at the grassroots level need to set up proper standards to improve the construction of county-level reserves of poverty alleviation projects. Moreover, local governments must stick to the current goals and standards, select poverty alleviation projects with precision and carry out stricter scrutiny on reserve access, before detailed project implementation, performance management in an all-round manner and making construction plans for reserves after 2020.

China Development Bank: We aim to make the best of East-West Cooperation Loans to support poverty alleviation in 2019. First, we need to implement differentiated policies in favor of cooperation projects. Second, we must emphasize poverty alleviation through industry in East-West Cooperation. Third, we need to increase support for East-West labor service cooperation, poverty alleviation through consumption, and financial cooperation. Last, we should concentrate on overcoming difficulties in cooperation for poverty alleviation in destitute areas, follow-up support for poverty alleviation through relocation, and targeted poverty alleviation.

Local Poverty Alleviation News:

Chongqing: “N+1” partner assistance is conducted to lay a solid foundation of health care in remote mountainous areas. It is a critical job in projects of poverty alleviation through health care to lay a more solid groundwork for grassroots medical care and to solve the problems in seeking medical attention for poor people. For that, Chongqing Community Health Association has organized local community health service centers (township health centers) that rank among top 100 in China, and excellent municipal grassroots medical and healthcare institutions, to conduct “N+1” partner assistance for grassroots health centers in remote mountain areas in Chongqing.

Hebei Disabled Persons’ Federation will take more measures focusing on archived poor disabled people in 2019. The Federation will strive to coordinate relevant functional departments to ensure that policies of poverty alleviation through industry, relocation, education, medical care, ecology, guaranteeing basic living standards for people unable to work, and asset investments cover disabled people preferentially. Furthermore, the Federation plans to increase support for poor disabled people by achieving full coverage of “six services” (certificate handling, rehabilitation, assistive technology, household accessibility renovation, employment training, and foster care) for archived poor disabled people in 2020.

A total of 18 poor counties (cities or districts) in Guizhou Province shook off poverty in 2018. According to the calculated data from the State of Poverty Alleviation and Development Information, in 18 counties (cities or districts) of Guizhou province, poverty incidence is below three percent, rates of misidentification and omission below two percent, and public recognition over 90 percent. The above 18 counties (cities or districts), including Daozhen Gelao and Miao Autonomous County, Panzhou City, and Liuzhi Special District, have reached the national standard of shaking off poverty. As a result, half of the targeted poor counties have got rid of poverty, making a major breakthrough in removing regional poverty.

National technical specialists support poverty alleviation through industry in Gansu Province. Ministry of Agriculture and Rural Affairs, based on the six major advantageous industries in Gansu as well as the demand for developing agriculture and animal husbandry in cold regions, selected eight top specialists from 50 senior scientists and experts in the national modern agricultural industry technology system. The eight specialists are assigned to provide consulting services of industry positioning, regional layout, scientific support, and talent cultivation to drive future progress of agriculture in Gansu.

Sichuan Province: Sichuan will offer free training for 54,000 people in 45 destitute counties this year. The 2019 schedule of a major project on poverty alleviation through talents in Sichuan – Revitalization of Talents in Poverty-stricken Counties was recently issued. The schedule proposed specific goals and tasks in directional training, on-the-job training and talent recruitment, and required that we take measures according to the local conditions to make sure that we can successfully introduce, give full play to and keep talents here.

Shaanxi Communications Administration carried out follow-up work and has made primary achievement in targeted Internet poverty alleviation. Recently, Shaanxi Communications Administration, together with the provincial poverty alleviation office, got to the front line to inspect and offer guidance for poverty alleviation work, in order to better understand how much the poor households accept and recognize the preferential fee and service commitment of targeted Internet poverty alleviation. Additionally, the Administration and poverty alleviation office urged enterprises to promote and give full play to targeted Internet poverty alleviation in targeted poverty alleviation and reduction.

Three “ethnic minorities of direct transition” in Yunnan Province first shook off poverty comprehensively, saying farewell to absolute poverty. In Yunnan, three ethnic minorities (Dulong, De’ang and Jino ethnic minorities) that transited directly from primitive society to socialist society have comprehensively shaken off poverty with poverty incidence dropped from 24.25 percent several years ago to 2.42 percent, a perfect proof of the arduous task of poverty alleviation and the tremendous fruit of building a moderately prosperous society in all respects. By 2020, a total of 11 “ethnic minorities of direct transition” and other ethnic minorities with a relatively smaller population are expected to get rid of poverty comprehensively.

Tibet Autonomous Region will improve poverty alleviation quality by enhancing the network of meteorological monitoring stations. The Meteorological Administration of Tibet plans to improve the accuracy of the monitoring and forecast service on meteorological disasters, modernize weather modification, and build up an eco-meteorological image in poor areas. In so doing, Tibet will carry forward poverty alleviation through meteorological service, making the best of meteorological service’s function of “drawing on advantages and avoiding disadvantages; reducing disasters to improve harvest and income” in helping local people shake off poverty.

Inner Mongolia Autonomous Region initiated the campaign of “millions of cattle and sheep for ten thousand households” to help herdsmen shake off poverty and get rich. As a major production and processing base of the campaign, Xilingol League set up the business model of “enterprise + base + herdsmen” to help local herdsmen get higher incomes. Herdsmen, on the other hand, can directly engage in managing, marketing, production or become a shareholder. Besides, they can get dividends from poverty alleviation funds every year to shake off poverty once and for all aided by the joint actions of the government and enterprises.

Guangxi Zhuang Autonomous Region took multiple actions to attract specialty industries to settle in poor areas. The 2019 Guangxi Investment and Cooperation Symposium on Poverty Alleviation through Industry was held in Nanning. In recent years, Guangxi has been focusing on three major actions – conducting key project construction, optimizing the business environment, and attracting investment for industries – to promote poverty alleviation through industry. As of the end of 2018, county-level specialty industries in Guangxi had covered 89.18 percent of poor households able to work, and specialty poverty alleviation projects like homestay and border trade had covered 80 percent of poor households.

Public Poverty Alleviation and Charity News:

 “NU SKIN Greater China Children’s Heart Fund” plans to donate more than 5 million yuan to Gansu Youth Development Foundation in ten years to finance over 500 children with congenital heart disease to get operative treatment. The Fund will apply the mode of “public financial aid + cost relief from partner hospitals + reimbursement from medical insurance (new rural cooperative medical insurance) + household out-of-pocket”, to carry out targeted poverty alleviation for these families by offering their children with congenital heart disease high-quality medical technologies and services.
