State and Ministerial Policy News:
The Ministry of Finance: The standard of dietary allowance for students in poor areas is set at 4 yuan per person per day. The Ministry of Finance recently granted a total of 156.53 billion yuan for compulsory education in urban and rural areas in 2019, an increase of 10.3 billion yuan, or 7% over the previous year. The standard of dietary allowance for students receiving compulsory education in poor rural areas has been adjusted to the Chinese national standard, i.e. 4 yuan per student per day. Meanwhile, the annual salary allowance standard for special-post teachers has been raised across the country, from 31,600 yuan per capita to 35,200 yuan in the central areas and 34,600 yuan per capita to 38,200 yuan in the western regions respectively.

The 29th National Day for Helping the Disabled will focus on "Poverty Alleviation through Self-improvement and Sharing". In 2018, China has made new progress in improving livelihood and public services for people with disabilities. First of all, the number of archived impoverished disabled people reduced by more than 1 million. The number of students with disabilities enjoying compulsory education reached a total of 666,000, an increase of 87,000 over that of 2017, and 118,000 urban disabled people were employed with a sum of 494,000 disabled people receiving vocational skills training. A total of 113,000 dilapidated houses was renovated for poor households with disabilities while more than 1.1 million houses were modified with barrier-free facilities.

Tianjin Municipality held poverty alleviation fairs to help people in poor areas lift themselves out of poverty and increase their incomes. This year, Tianjin will adhere to online-to-offline exhibitions and retails, promote the integration of economic and trade platforms as well as flagship stores, and arrange integrated social mobilization and sales planning. They will also establish an integrated production and marketing platform, set up 100 supermarket counters related to poverty alleviation and create a logo for poverty alleviation products so as to help agricultural products in the recipient areas enter the markets at home and abroad.

Liaoning Province held a teleconference to solve the prominent challenges of "two no-worries and three guarantees" and demanded the whole province to spare no effort to win the battle against poverty. The meeting comprehensively analyzed the achievements and the problems faced in eradicating poverty, and called for real action and practice to ensure that a total of 130,200 poor people in 128 poor villages and 5 provincial-level poor counties can lift themselves out of poverty with no household or individual left behind.

Shaanxi Province speeded up the construction of support and service institutions in destitute counties (districts) to effectively improve their ability to meet basic needs in poverty-stricken areas. According to the requirements of Shaanxi Province, by 2020, destitute areas should have at least one county-level support service center in each county and the nursing beds will account for more than 70% of that in the county-level support service centers. The centralized support rate of people living in deep poverty areas who cannot take care of themselves is more than 50%, and the free or low-cost centralized care services will be gradually available to the subsistence allowance and low-income households as well as the elderly and the disabled people from archived poor families.

Qinghai Province will make great efforts to improve traffic conditions in poor areas and facilitate poverty reduction in the region. The transportation department of Qinghai Province will fully develop the mode of "poverty alleviation through transportation + characteristic roads" and capitalize on the layout and resources of villages and towns and their industrial distribution to improve human landscapes and transportation facilities in ethnic minority villages and towns with roads of 530 kilometers in total. Emphasis will also be placed on improving the public transportation conditions in destitute areas, promoting the construction of important hub roads in rural places of production, living and industrial development and facilitating the connection between rural roads and villagers’ households.

Anhui Province increased investment in poverty alleviation. Anhui concentrated its efforts on targeted poverty alleviation in the old revolutionary and destitute areas. In 2019, a total of 2.673 billion yuan of dedicated provincial-level funds for poverty alleviation will be allocated to areas with the task of poverty alleviation and regional development. We will strictly implement the mechanism for stable growth of special poverty alleviation funds at the provincial, municipal and county levels, and governments at these three levels shall increase the budget for dedicated poverty alleviation funds in accordance with more than 20 percent of the increase in local fiscal revenue of that year.

Henan Province: A sum of 127 million yuan central government budgetary investment will be used on five rural poverty alleviation highway projects. The fund will be mainly used for the reconstruction of five rural poverty alleviation highway projects including Luosanjie Building to X021 Jianxi on the X203 line of Lushi County, Hanlou-Guandimiao Road in Shangcheng County, Yanci Line (Yanlou Village-Wangfuqiao), Zhouhe-Tianpu-Bali Changhe Tourism Road in Xin County, and Zhaoji-Sanyizhai Tourism Poverty Alleviation Line in Shangshui County, which will greatly improve the transportation conditions for people living in the impoverished areas.

Shanxi Province will give special financial funds to industrial enterprises in poor areas to improve industrial development. Special funds will be mainly used as discounts, subsidies and rewards to support the agricultural product processing such as grain, fruits and vegetables, and traditional Chinese medicine and livestock processing, etc., which obviously increase the incomes of impoverished farmers. In particular, these funds will also be granted to the leading enterprises with provincial recognition on their contribution to poverty reduction since 2018.

Hubei Province issued the Precision Poverty Alleviation through Industry Plan of Hubei Province (2016-2020), which put forward new requirements for the development of poverty alleviation through industry. According to the Plan, by 2020, archived poor households with the ability to work will be involved in stable poverty alleviation leading industries, 37 poor counties will achieve full coverage of leading industries, and each poor county will develop two or three competitive poverty alleviation leading industries. Each poor village has one agricultural leading industry, and strives to have more than one leading farmer professional cooperative, family farm and other new entities in each poor village.

Sichuan Province will launch the second batch of poverty alleviation projects through photovoltaic development, which is expected to benefit 3,230 poor households. There will be 57 more photovoltaic projects in Sichuan Province, covering 7 counties and 33 townships in Ganzi and Liangshan prefectures. The total installed capacity of 57 projects exceeds 18,000 kilowatts with a construction fund of more than 130 million yuan. Upon completion, they will effectively increase the incomes of poor households.

Yunnan Province has taken measures to promote the key task of poverty alleviation through relocation. For 17 counties (cities and prefectures) with heavy tasks and challenges, Yunnan Province arranged officials at the departmental level to strengthen supervision, guidance and coordination services. At the same time, it also sent inspection teams to Nujiang, Diqing, Wenshan and other regions to carry out quality and safety inspection of housing construction, in order to timely recognize and solve problems, and ensure the satisfaction of the relocated people.

Xinjiang Uygur Autonomous Region coordinated efforts to promote poverty alleviation through education and allocated 4.4 billion yuan in 2018 to fund students in four prefectures of southern Xinjiang, benefiting a total of 3.06 million students. The autonomous region has set up four registers including "students receiving allowances, archived students, students with financial difficulties and students with disabilities" and one follow-up work plan to ensure that the students with financial difficulties can have access to education and funds. By the end of 2018, the net enrolment rates in primary schools, junior high schools and senior high schools were 99.9%, 99.3% and 97.3%, respectively.

China Import and Export Fair (Canton Fair) promoted local special products of poor areas to go abroad and boosted regional economic development. The third phase of the 125th Canton Fair set up a special product exhibition for poor areas with an area of 1,710 square meters. A total of 170 enterprises from 22 provinces, cities and autonomous regions participated in the exhibition. This newly-added special product exhibition has brought new opportunities for the export of enterprises in poor areas. Many enterprises have gone abroad through the Canton Fair and introduced their products to the international markets with an expansion of sales scale.

The Poverty Alleviation Hall of International Horticultural Exhibition 2019 has been launched, showing the world Beijing's fruitful achievements in poverty alleviation. The exhibition focuses on the achievements of partner cooperation between Hotan in Xinjiang, Lhasa in Tibet, Yushu in Qinghai, seven league cities in Inner Mongolia, Zhang Chengbao in Hebei, Henan, Hubei Provinces and other provinces and regions in recent years. In addition, the Poverty Alleviation Center also uses LED screens to display and promote tourism resources, folk customs, city impression so as to mobilize and encourage the whole society to join the fight against poverty.
