Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, emphasized during his research on poverty alleviation in Hebei Province that we must concentrate on solving the prominent challenges of "two no-worries and three guarantees (meeting the basic needs of food and clothes and guaranteeing compulsory education, basic medical care and housing)" and firmly promoting poverty alleviation in destitute areas. We should rectify the problems found in the special inspection on poverty alleviation by the central inspection team, strengthen the organizational guarantee and the training for village officials and bellwethers to become rich. We also need to take more responsibilities for stricter supervision, to ensure that the objectives are accomplished with high quality.

The Ministry of Civil Affairs and other four ministries jointly issued the Notice on Care Service for Poor People with Severe Disabilities in Poverty Alleviation, asking to do a good job in care service for poor people with severe disabilities. All departments should realize the importance of care service for poor people with severe disabilities in the battle against poverty, and strengthen the organizational guarantee to improve the service level.

The Ministry of Education issued Opinions on Targeted Poverty Alleviation for Institutions of Higher Education Directly Affiliated to the Ministry of Education in the New Period, providing guidance on strengthening targeted poverty alleviation for such institutions of higher education under new circumstances. The Opinions require educational departments (committees) of all provinces, autonomous regions and municipalities, and the institutions of higher education directly affiliated to the Ministry of Education to focus on the "two no-worries and three guarantees", and give full play to the advantages of institutions of higher education directly affiliated to the Ministry. In this way, we could further facilitate poverty alleviation through education, language, intelligence and spirit, so as to promote the progress of poverty-stricken areas.

The National Health Commission issued the Notice on Special Treatment of Serious Disease for Rural Poor People in 2019 to further promote the special treatment progress. The Notice points out that in 2019, special treatment of serious disease for poor rural people will cover up to 25 diseases. All provinces (municipalities and autonomous regions) should continuously improve the capacity and quality of special treatment services and effectively reduce medical expenses.

The People's Bank of China issued guiding opinions on targeted poverty alleviation through finance this year and the next. The opinions put forward that we need to improve the transmission mechanism of monetary policies, strengthen the poverty alleviation re-lending management, and implement the policy of targeted reserve requirement ratio cuts for inclusive finance. All banking financial institutions should help poverty-stricken areas develop industries with special advantages for poverty alleviation, increase the allocation of credit resources, set up networks and terminal services, provide comprehensive financial services for poverty alleviation through relocation, and fulfill the responsibility of targeted partner assistance.

Hubei Province carried out poverty alleviation through special forestry. The special forestry, whose industry chain support currently needs improving, is still an emerging industry in Hubei Province. Hubei will channel great effort to develop emerging industries featuring strong market demand and high poverty alleviation benefits such as woody oil-plants, forest seedlings and flowers. In so doing, the province aims to promote the sustainable development of forestry economy in poverty-stricken areas, so that poor people can get annually increasing incomes from forestry.

In 2018, social organizations in Fujian Province invested more than 330 million yuan in poverty alleviation, benefiting more than 600,000 poor people. Fujian held a re-mobilization meeting for social organizations to involve in the battle against poverty, attracting 29,700 organizations registered in the civil affairs departments of Fujian Province. Many provincial-level social organizations, such as Sunmen Association for Education, Association of Senior Scientists and Technicians, and Fujian Business League Charity Foundation, gave full play to their edges and played an active role in fighting against poverty.

Poverty alleviation through relocation helped 1.15 million poor people in Sichuan Province migrate from their “poor houses”. With poverty alleviation through relocation as the top priority, Sichuan has built houses for 1.199 million people by the end of April 2019, among whom 1.152 million have moved into their new houses, helping 1.07 million people shake off poverty. Meanwhile, rural highways, household power grids and drinking water pipeline networks have been built, helping relocated people fundamentally solve the difficulties of housing, traffic, electricity and drinking water for people and livestock.

Yunnan Province promotes poverty alleviation through forestry ecology. Poor households in poverty-stricken counties own 5.1 million mu of economic forest and fruits with an average of 4.3 mu per household. In recent years, forestry and grassland departments of Yunnan, focusing on destitute areas, have given full play to their advantageous and potential industries, channeled poverty alleviation policies, projects and funds of forestry into poor areas, striving to promote the development of ecological governance, ecological protection and poverty alleviation through ecological industries. Since 2018, the whole province has invested 8.431 billion yuan in the forestry of poor areas, of which 4.031 billion yuan was in destitute areas.

Guizhou Province issued opinions on implementing poverty alleviation through consumption to boost the incomes for poor people. Gansu Province requires that there must be a qualified village doctor in every administrative village clinic in 75 poverty-stricken counties across the province by the end of August. Gansu will ensure the number of village doctors through training and examination as well as social recruiting, and also by sending doctors from township health centers, and assigning doctors across the local county. At the same time, we should offer higher salaries to attract more village doctors and make such job competitive. Currently, as the dispatched branches of township hospitals, all the village clinics of the province have implemented integrated rural management.

Xinjiang Uygur Autonomous Region took measures to promote poverty alleviation through education by rationally planning school layout and expanding the scope of vocational education. In 2018, the total educational investment in Xinjiang reached 95.16 billion yuan, an increase of 12.3 percent over the previous year, and the proportion of poverty alleviation through education accounted for more than 15 percent. At present, student subsidy policy has achieved three full coverages: pre-school to postgraduate education, public and private schools, and students with financial difficulties, so that no student will drop out of school because of financial difficulties of the family.

In 2019, the Tibet Autonomous Region will solve the problem of drinking water safety for archived impoverished people. By the end of 2018, 86 percent of rural people had access to safe drinking water and the water quality standard stood at 87.2 percent. In 2019, Tibet will focus on eliminating poverty through safe drinking water and ensure that more than 95 percent of the rural population can drink safe water. Meanwhile, drinking water safety for a total of 492,400 farmers and herdsmen will be further guaranteed, and the drinking water safety problem of the remaining 30,000 archived impoverished people will be resolved in a comprehensive way.

The provincial contests of the second Crowd-Funding Competition for Poverty Reduction by the Red Cross Society of China were officially launched. Leaders of poverty alleviation helped poor households sell agricultural products through product crowd-funding to achieve targeted poverty alleviation. Leaders will use the crowd-funding to further assist poor households, empower poor households by combining "poverty alleviation" with "wisdom support" and "aspiration support" to guarantee their sustainable development.
