State and Ministerial Policy News:

Qiushi journal published President Xi Jinping’s article Speech on Calling for Efforts to Address Prominent Issues in “Two No Worries and Three Guarantees”. According to the article, issues of “two no worries” (no worry about food and clothing) have been basically addressed, while problems still exist in “three guarantees” (rural poor people have access to compulsory education, basic medical services and safe housing). For that, we must make clear of the schedule and task arrangement, and focus on the prominent issues in “two no-worries and three guarantees” with greater efforts and solid measures, laying a solid foundation for the poverty alleviation this and next year.

Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, carried out inspections on poverty alleviation in Heilongjiang Province. Liu visited impoverished households and poverty alleviation teams in Dongfa village in Tongjiang township of Fuyuan city, and Nanai Autonomous Township in Tongjiang city. He inspected the progress of the “two no worries and three guarantees”, and poverty alleviation through industry, photovoltaic power and e-commerce, as well as poverty reduction for ethnic groups. On top of that, he held a symposium in Fuyuan city, taking advice and comments from grass-roots cadres and people on poverty alleviation.

National Bureau of Statistics of China: Since the 18th National Congress, China’s policies on targeted poverty alleviation have witnessed remarkable achievements. In accordance with the current poverty line, the numbers (in million) of rural people having shaken off poverty respectively from 2013 to 2018 were 16.5, 12.32, 14.42, 12.40, 12.89 and 13.86, with the annual number over 10 million. Also, within the six-year period, a total of 82.39 million rural people, 13.73 million per year on average, have lifted themselves out of poverty, accounting for 83.2%  of the total poor population. In addition, the rural poverty incidence dropped from 10.2% at the end of 2012 to 1.7% at the end of 2018.

State Taxation Administration published Guidelines for Preferential Tax Policies in Support of the Fight Against Poverty. The Administration implements 110 preferential tax policies to promote poverty alleviation in six aspects – supporting infrastructure in poor areas, promoting agricultural industries, inspiring entrepreneurship and employment in impoverished areas, facilitating inclusive finance, driving the development of the old revolutionary base areas, areas inhabited by ethnic minorities, remote areas and impoverished areas, as well as encouraging greater social participation in donations for poverty reduction.

Forest tourism in China helped over a million people shake off poverty. According to the National Forestry and Grassland Administration, in 2018, forest tourism in China received over 1.6 billion tourists with a year-on-year growth of more than 15%, generating up to 1.5 trillion yuan of social comprehensive output. At present, a total of 1.1 million archived poor people from 350,000 impoverished households have gained an average of 3,500-yuan higher income from forest tourism per year, and the forest tourism has reaped about 140 billion yuan of social investment.

Local Poverty Alleviation News:

Beijing allocated over 5.7 billion yuan of municipal financial assistance funds in the first half of 2019 for targeted poverty alleviation. In detail, Beijing allocated 1,103 projects 5.7147 billion yuan of municipal financial assistance funds with 92.64% of it on targeted poverty alleviation. Each district gets 546 million yuan for 500 projects. In the second half of this year, Beijing will facilitate the application of big data platforms for poverty alleviation to enhance supervision and establish a long-term mechanism on reducing poverty and stop a return to poverty, ensuring people shake off poverty steadily.

Chengde City of Hebei Province and Tianjin City jointly signed Agreement on Deepening Labor Service Collaboration on Poverty Alleviation, to work together on transferring poor laborers for employment. As the Agreement states, Tianjin identifies five counties (cities) of partner assistance in Chengde as labor bases and normalizes the cooperation with the city on trans-provincial labor output and employment transferring so as to facilitate the employment of poor people in other provinces. Chengde, on the other hand, teams up a broker team responsible for collecting employment needs of local laborers, organizing and transferring them to Tianjin to get a job, and establishing an interactive and connective mechanism between laborers and employers.

Chongqing City adds eight diseases in special treatment of serious diseases for poor rural people. To solve the prominent issues in ensuring poor people have “access to basic medical care”, Chongqing adds eight diseases, including chronic obstructive emphysema, rheumatic heart disease, cerebral apoplexy, cirrhosis, thyroid cancer, nasopharyngeal carcinoma, ovarian cancer and AIDS-related opportunistic infections to the special treatment of serious diseases for poor rural people. By June 30, 2019, the city had helped 37,308 people via the special treatment of serious diseases, with treatment rate up to 99.8% and deductible rate for serious diseases 8.76%.

Hebei Province reaps remarkable fruits in poverty alleviation, effectively helping poor laborers get employed. Hebei improves the vocational skill and the ability to start businesses or to get employed of archived poor laborers in an all-round way. Besides, the province builds up factories (workshops) of poverty alleviation through employment and takes measures like enhancing regional labor collaboration, allocating positions, and inspiring entrepreneurship to drive employment, so as to help archived poor laborers find jobs. By the end of July 2019, a total of 70,527 among the 107,200 archived poor laborers in Hebei had got employed.

Henan Province plans to recruit 1,600 general practitioner assistants with priority to medical staff in impoverished areas. As a key supplement to the current training of grass-roots general practitioners in rural areas, training on general practitioner assistants will adopt the “3+2” pattern. In other words, graduates of three-year medical higher vocational education get trained in the training base for two years. Given the task of poverty alleviation, on equal conditions, the staff working in grass-roots medical and health organizations in poor rural areas are given priority to be considered.

Shaanxi Province: to widen the living subsidies range for poor students starting from the fall semester in 2019. Based on the policy of living subsidies for resident students from impoverished families, Shaanxi will include four types of non-resident students from poor families – archived poor students, disabled students from non-archived poor families, students from rural families receiving subsistence allowances, and rural students receiving relief and assistance – in the living subsidies during compulsory education. In so doing, the province strives to improve the education quality for impoverished students.

Shanxi Province held the Corporate Project Coordination Meeting on Poverty Alleviation through Industry in Taiyuan City. The Meeting was jointly held by Department of Agriculture and Rural Affairs, State-owned Assets Supervision and Administration Commission, Office of Poverty Alleviation and Development, Federation of Industry and Commerce, and Office of Poverty Alleviation and Development through Industry of Shanxi. Many provincial state-owned enterprises, private enterprises, leading industrialized agricultural enterprises, and leading companies in poverty alleviation, exchanged on projects of poverty alleviation through industry in 17 poor counties ready to shake off poverty. A total of 98 projects were signed with contract value reaching 2.75699 billion yuan.

Gansu Province boosts the quality and efficiency of “traditional Chinese medicine economy” to improve the supply chain to fight against poverty. In 2019, Gansu has reclaimed 4.6 million mu of planting area for traditional Chinese medicine which, as a result, has become one of the ten major local sectors. By 2018, over 1,300 poor villages in 43 of the 75 poor counties in Gansu had prioritized the plantation of traditional Chinese medicine as the leading industry to help shake off poverty and increase income. In the main producing area, it accounts for over 60% of the local rural people’s per capita net income. As for the objective, the province has been scaling up and optimizing the processing enterprises, and 90 ones are above designated scale.

Ningxia Hui Autonomous Region invested over 5.7 billion yuan in poverty alleviation, leading 56,000 poor people to develop characteristic industries in the first half of 2019. By the end of July, 58,000 people had been trained, 14,300 transferred for employment, 240 poverty alleviation workshops set up for operation, as well as 16 new demonstration villages, 18 leading enterprises, 82 cooperatives and 6,092 entrepreneurial leaders for poverty alleviation through industry designated. In addition, 395 of the new 435 projects in the integrated village development program in destitute areas have been initiated.

Guangxi Zhuang Autonomous Region published Guangxi Implementation Plan on Broadening More Marketing Channels of Agricultural Products in Poor Rural Areas to facilitate the marketing of agricultural products from poor areas. The Plan states that we must support circulation businesses of agricultural produce like local wholesale markets of agricultural products, large chain stores, and e-commerce companies to set up long-term, stable, close and accurate production and marketing relations with poor counties (townships and villages) that enjoy industrial base in agriculture. Moreover, we need to establish a marketing network of agricultural products outside Guangxi, to better exchange business with major buyers, thereby forming up a stable trans provincial sales channel.

Public Poverty Alleviation and Charity News:

China Industrial Design Association: innovation results of poverty alleviation through design will be presented at the World Industrial Design Conference (WIDC) 2019. From June to October in 2019, a work team of poverty alleviation through design, consisting of over 300 design companies, colleges and universities across China, went to Zhejiang, Guizhou, Gansu, Shanxi, Yunnan, Xinjiang and Sichuan to conduct activities on poverty alleviation, making better use of the role of industrial design in improving product quality and driving poverty alleviation through industry. All the innovation results of poverty alleviation through design in the five-month period will be presented at the WIDC 2019 held on October 18, 2019.
