State and Ministerial Policy News:
Xi Jinping made important instructions in his visit to Gansu Province. He stressed that we should keep fighting against poverty with the right target, consistent focus and high standard. After realizing “two no worries (no worries of food and clothing)”, we should mainly solve the prominent problems in achieving “three guarantees (guarantees of medicare, compulsory education and housing)” with the focus on destitute areas including “Linxia and Gannan Prefectures as well as Tianzhu County” and 18 provincial-level severely impoverished counties. We should deal with the problems confronted by each person, each household and each village, so as to win the final battle against poverty.

Wang Yang: To have a good fight against the poverty in Tibet, we should focus on the prominent problems in achieving “two no worries and three guarantees”. Wang has successively visited Shannan, Lhasa, and Ngari to learn about the conditions of resettlement sites for poor people, industrial parks for poverty alleviation, impoverished households, village committees as well as places for holding religious activities, and presided over symposia on enhancing and improving poverty alleviation. He commended the great achievements made by Tibet in poverty alleviation and stressed that we should not only pursue quantity but also the quality. By the end of this year, all the villages should have their own medical institutions and staff. In order to guarantee that all the poor people can enjoy the basic medicare, National Health Commission, National Healthcare Security Administration, and other four departments have jointly issued the Action Plan on Solving the Prominent Problems in Realizing the Full Coverage of Medicare for Impoverished People. With the aim of comprehensively ensuring that all the poor people can enjoy the basic medicare, the Action Plan has specified the standards, requirements, and directions to complete the mission of poverty alleviation through health by 2020.

Ministry of Education: It should be guaranteed that all the poor students have access to education and their family can afford the tuition fees. Ministry of Education and the State Council Leading Group Office of Poverty Alleviation and Development have jointly issued the Action Plan on Solving the Prominent Problems in Ensuring School-age Children from Archived Impoverished Households Have Access to Compulsory Education. It is specially mentioned in the Action Plan that except for children unable to attend school out of physical conditions, other children of school-age from the archived impoverished households should all have access to affordable education and be protected from dropping out.

Ministry of Commerce has taken multiple measures to promote poverty alleviation through commerce steadily. According to the real situation of poverty alleviation through commerce, Ministry of Commerce has combined the four key measures together, namely studying and education, investigation, and research, inspections of problems as well as rectification and implementation, so as to advance the fight against poverty. By the first half of this year, poverty alleviation through e-commerce has increased the income of more than 3 million people; poverty alleviation through household management service has created over 200,000 jobs for people from poor areas and villages; poverty alleviation through labor transfer has helped over 31,000 immigrant workers from impoverished counties; and four sessions of the Canton fair have brought more than 1.3 billion dollars in transactions.

Hunan Province: Since 1978, the impoverished population and the incidence of poverty have been significantly reduced. According to the current poverty threshold for rural areas, the number of the poor rural population in Hunan had dropped from 44.58 million in 1978 to 1.05 million in 2018, reducing the total number of poverty-stricken people by 43.53 million. The incidence of poverty had dropped from 97.5% in 1978 to 1.8% in 2018, a cumulative decline of 95.7 percentage points. A great decline has been achieved in the poor population as well as the incidence of poverty.

Jiangxi Province has helped 169,000 impoverished people with disabilities get rid of poverty. Helping people with disabilities shake off poverty is a difficult task in the battle against poverty. In recent years, Jiangxi Province has made remarkable achievements in helping disabled people with both high speed and quality. A total of 520,000 poor disabled people have received basic living allowances in urban and rural areas; 651,000 disabled people have received medical assistance; 683,400 disabled people have received precision rehabilitation services; 169,000 archived poor people with disability certificates have lifted themselves out of poverty.

The activity of 2019 “Support for Students in Autumn” has been officially launched in Henan Province, aiming at supporting 27,000 impoverished students with 85.11 million yuan. During the activity, the province will increase their efforts to mainly support the students and from destitute working families while looking into the employment of graduates from “zero-employment” families and formulating supportive measures. In addition, the province will continue to optimize the system of guaranteeing poor students with access to education and employment, and actively include more eligible children from poor working families in the national student aid system.

Shanxi Province has allocated the 2019 revolving fund of 500 million yuan to support poverty alleviation through industry. Of the fund, 100 million will be directly given to 10 destitute counties including Jingle County as their transfer payment income, and 400 million will be given to companies established for provincial poverty alleviation as their registered capital to set the revolving fund of poverty alleviation.

Guizhou Province has allocated the special subsidies for poverty alleviation of 2020 to poverty-stricken counties ahead of schedule. These subsidies have been allocated in advance to support the battle against poverty in 14 destitute counties such as Shuicheng County and Zheng’an County, as well as two counties with a high incidence of poverty, namely Luodian County and Jinping County. The amount of subsidies for each county is 100 million yuan, totaling 1.6 billion yuan. According to the requirements of the province, the money earmarked for poverty alleviation is forbidden to be diverted to other purposes.

Qinghai Province has launched a special campaign of poverty alleviation through social subsistence aid to eradicate absolute poverty. The province has put forward many relief measures for its 17 poor counties, 170 poverty-stricken villages, 77,000 impoverished people, as well as all archived people who have got out of poverty. It will ensure that by the end of 2019, poor rural people in poverty-stricken areas under the current poverty threshold will all get rid of poverty. All the impoverished people as a whole as scheduled, villages and counties will shake off poverty to realize the goal of “zero absolute poverty”.

Yunnan Province has taken multiple measures to ensure impoverished people have access to safe drinking water. In accordance with the requirements, the counties (cities, districts) of over 1,000 poor people with problems on drinking water safety will be led and placed under the responsibility of the department leaders designated by the provincial government with support from its sub-institutions. For the 37 counties with problems on drinking water safety, the province will assign technical personnel to improve their work on ensuring drinking water safety. In addition, the province will raise funds through various channels to meet the need for water conservancy construction.

Ningxia Hui Autonomous Region has made great efforts to ensure safe drinking water for the rural poor. Ningxia aims at ensuring that all archived impoverished people have access to safe drinking water by the end of 2019. Thus, it will continue to increase the special fund for poverty alleviation in this year, with a total of 90 million yuan given to the poor areas. The money will be mainly used to strengthen and improve the constructions for safe drinking water in destitute areas in five contiguous poverty-stricken counties such as Haiyuan County and Xiji County. And as for scattered households living in remote areas, the province will solve the problem through the construction of the pipe network and water purification facilities for each family.

The number of people led to poverty by illness in Xinjiang Uygur Autonomous Region has been greatly reduced. With the focus on “two no worries and three guarantees”, Xinjiang will prioritize the “poverty alleviation through health”. In recent years, Xinjiang has launched the activity of “poverty alleviation through health” to ensure impoverished people with access to medicare and meanwhile comprehensively promote the special treatments for serious diseases, of which the number has been increased to 32, reaching great achievements in poverty alleviation. By the beginning of August, there were 149,000 people in 40,000 households falling into poverty because of illness in Xinjiang. Compared with the end of 2018, the two numbers have been respectively decreased by 87,000 and 22,000.

Public Poverty Alleviation and Charity News:
In 2019, a training course for township general practitioners of "Dream Doctors" was initiated by the Central Committee of Taiwan Democratic Self-Government League. Fifty-nine medical experts from both sides of the Taiwan Strait have jointly trained township doctors in poverty-stricken areas of Guizhou and Anhui Provinces. The training course of “Dream Doctors” is a special program initiated by the Central Committee of Taiwan Democratic Self-Government League to fight against poverty by taking the advantage of their wisdom, and also a characteristic brand established by the Committee to help the designated poor areas. The training course has been carried out four times since 2016.
