State and Ministerial Policy News:
Vice Premier Hu Chunhua stressed that local authorities shall further promote poverty alleviation in poverty-stricken areas when he attended the Oversight Meeting on Poverty Alleviation Progress in Destitute Areas. The Meeting pointed out that we will give higher priority to improving the quality of poverty alleviation, consolidating its achievements, and preventing any return to poverty. While we keep up our usual work, we shall also review our work on poverty alleviation, and improve the long-term mechanism for stabilizing poverty alleviation. Local governments should ensure substantial results from east-west partnerships and designated poverty relief, enhance and bring in public support and resources in overall consideration so that we can pace up poverty alleviation in destitute areas.

Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, acknowledged the achievements of poverty reduction in fixed-point counties when attending the Leading Group Office On-site Conference on Designated Poverty Alleviation. He stressed that in the next move, cadres at all levels should foster local industry while establishing the mechanism of poverty reduction, improve industrial quality and efficiency during poverty reduction through science and technology, and introduce leading enterprises into regions while running cooperatives, attract investment as well as local talents, promote the system of small plots as well as scale operation, and give full play to the various advantages of counties. At the same time, slackness after shaking off poverty, return to poverty and all kinds of risks must be prevented in order to fulfill the tasks of poverty alleviation.

The Ministry of Agriculture and Rural Affairs: We will continue to upgrade industries with local features and promote targeted poverty alleviation through science and technology. The Ministry plans to further implement the campaign of improving the agricultural products processing industry in destitute areas, and start poverty alleviation industrial parks that integrate primary, secondary and tertiary industries so that more jobs and value-added benefits will go to the poor in poverty-stricken regions. Meanwhile, the sustainable income of poor households will continue to enjoy an increased income with the benefit of industrial development through the promotion of make-to-order production, land transfer, local labor sourcing, and other poverty alleviation modes.

The Ministry of Agriculture and Rural Affairs: Industrial assistance has helped 67% of the people who have escaped poverty. At present, 92% of China's poor households are working in industries with local features, which show remarkable regional effects. Also, 67% of the people have lifted themselves out of poverty mainly through industrial assistance. Till today, the new types of entities are more skillful to help people get rid of poverty and a long-term mechanism has been gradually established to radiate poverty-stricken areas and households, helping poor households share more benefits of industrial development. More than two-thirds of the destitute households nationwide have been led by new types of entities, and 260,000 farmers’ cooperatives have been developed in 126,000 impoverished villages.

Local Poverty Alleviation News:
Shandong Province and Chongqing Municipality have deepened their industrial cooperation to help Chongqing win the battle against poverty. So far in 2019, the financial aid from Shandong to Chongqing reached 629 million yuan. A variety of activities have been launched, including “100,000 Shandong Visitors in Chongqing” and “10,000 Tons Navel Oranges Entering Shandong Market”. The partners have also established several characteristic parks including the Shandong-Chongqing Industrial Park of Modern Agriculture in Kaizhou and the Yantai (Wushan) Industrial Park. A variety of industrial cooperation between the two regions has enhanced the endogenous power of development in the impoverished areas of Chongqing.

East-west partnerships for poverty alleviation has achieved remarkable results in Gansu Province, and poverty alleviation in destitute areas has been accelerated. Tianjin, Xiamen, Fuzhou, and Qingdao have been supporting Gansu Province to help its impoverished people out of poverty since the launch of coordinated poverty alleviation between east and west. As a result, the poverty population of the province decreased from 2.56 million in 2016 to 1.11 million in 2018, reducing by 1.45 million in total, and the poverty incidence dropped from 12.97% to 5.6%. The disposable income per capita of rural residents in impoverished areas increased from 6,323 yuan in 2016 to 7,687 yuan in 2018, an average annual growth rate of 10.2%, speeding up the poverty alleviation work in Gansu.

Hebei Province held an on-site meeting on poverty alleviation through science and technology, and continues to take multiple measures to inject new impetus into poverty alleviation through industry. In recent years, by organizing a wide range of scientific and technological experts and personnel to pair up with people in poor areas, Hebei Province has accelerated the application of advanced agricultural technologies and boosted the structural optimization of agriculture and the industrial upgrade in these areas through multiple measures, generating an improved agricultural performance and an increased income of farmers. Therefore, the Province will continue to give full play to science and technology to support and guide targeted poverty alleviation as well as to consolidate and sustain the results.

Hunan Province gives great impetus to poverty alleviation through consumption, building alliances and platforms for it and developing sales channels of agricultural products in destitute areas. In the past years, all parts of the Province have been exploring the long-term mechanism of poverty alleviation through consumption. By combining guidance from the government with the market operation, Hengyang has promoted sales of the agricultural products from poor areas in the region and from the impoverished households in its designated county of poverty reduction. This poverty alleviation model through consumption of Hengyang has been acknowledged by the Provincial Leading Office of Poverty Alleviation and will be soon popularized across the Province.

Shanxi Provincial Department of Water Resources attaches great importance to its service and strives to ensure drinking water safety in destitute rural areas. The leading group members of the Shanxi Provincial Department of Water Resources respectively lead their team to carry out activities in the front line, serving the local, the grassroots and the masses. After looking into its shortcomings, since the beginning of this year, the province has spent a total of 1.96 billion yuan to improve drinking water safety in rural regions through 4,008 scheduled constructions, including 1.428 billion yuan from the provincial authorities and above. Up to now, 3,277 of these constructions have been launched and 1,258 completed, benefiting 905,000 people and involving 156,600 impoverished people.

Qinghai Province held a special job fair for shifts in the labor force in order to help impoverished families find jobs and increase their income. The job fair is designed as three sessions. In each session, all kinds of talents met with the demand side of human resource organizations. Through policy publicity and consultation, such as the release of employment information of enterprises, employment and entrepreneurship policies, social security and vocational assessment, the Province aims to help the labor force from archived poor families get employed and raise their income.

The Tibetan and the Yi ethnic minority areas of Sichuan Province has seen significant relief in overall regional poverty, reducing the impoverished population by 800,000 over the past five years. Sichuan Province has been promoting ten poverty alleviation projects and six livelihood projects in Yi and Tibetan areas. The local government rolled out four opinions on intra-provincial support, talent revitalization, enclave park construction, and drug control and AIDS prevention. Provincial leaders and departments are required to contact and guide the Yi and Tibetan ethnic minority areas, bringing in all parties to participate in poverty alleviation and other campaigns, so that all resources are pooled to root out poverty. With the measures above, the poverty population dropped from 1.16 million at the end of 2013 to 364,000 at the end of 2018.

Poverty alleviation through ecological conservation in Baoji, Shaanxi Province has benefited 80,000 impoverished people and increased average household income by 3,900 yuan. Baoji has made remarkable progress in poverty alleviation through ecological conservation by adhering to the four targeted measures, namely, targeted employment in ecological management and protection, targeted policies of ecological subsidies, targeted promotion of labor services in ecological construction and targeted development of green industries. A total of 95.58 million yuan of forestry policy subsidies has been provided to destitute families, benefiting 80,000 people in 24,500 households, with an average increase of 3,900 yuan per household.

Guangxi Zhuang Autonomous Region plans to intensify poverty alleviation efforts by providing more public welfare jobs. The Province will particularly support destitute counties in developing more than 500 public welfare positions for poverty alleviation, in order to meet the goals of developing more than five public welfare positions for poverty alleviation in every poor village, over ten public welfare positions for poverty alleviation in every extremely poverty-stricken village, and one position to every destitute household. On top of that, the standard of post subsidies for public welfare workers of poverty alleviation will be determined according to the local standards, and in principle, it shall be no less than the minimum living standard of local rural residents.

More than 80% of the archived impoverished students in Ningxia Hui Autonomous Region were persuaded to return to school. Through the registration system of primary and secondary schools, the household registration system of public security, and the information system of archived poor families with kids by the poverty alleviation department, Ningxia secured accurate registration after a thorough comparison of dropouts in the systems. By the end of June, 1,472 students have been encouraged to return to school in Ningxia, 84% of whom were poor students from archived poverty-stricken families.

Public Poverty Alleviation and Charity News:
In Tianjin Municipality, a campaign named Social Organizations Assisting in Poverty Alleviation and 2019 Public Welfare Tour, Tianjin was launched to encourage more social resources to participate in poverty alleviation and promote the in-depth development of targeted support. Incomplete statistics indicate that, since 2018, a total of over 400 social organizations from Tianjin are active in east-west cooperation for poverty alleviation work, with funds and materials for poverty alleviation project equivalent to about 442 million yuan. The invested fields encompass poverty reduction through industry, education, health, culture, consumption, volunteer service resettlement, etc.
