State Council Leading Group Office of Poverty Alleviation and Development: poverty alleviation through consumption becomes a new feature of coordinating poverty alleviation efforts. By the end of last August, the eastern region had purchased and sold a total of 8.436 billion yuan worth of local agricultural products from areas under partner assistance. In the past three years, nine provinces and cities in Eastern China allocated 26.57 billion yuan of aid funds to areas under poverty alleviation collaboration, 2.6 times the total funds for the past two decades.

Jiangxi Province: 18 out of 25 poor counties have shaken off poverty. To further help the remaining seven counties, Jiangxi will do a better job in enhancing the “four guarantees”, specifically, safe drinking water, compulsory education, basic medicare, and safe housing for rural people. Besides, five mechanisms are established, which consists of tracing and inspecting the results of poverty alleviation, increasing incomes for people who have shaken off poverty, preventing falling back to poverty, managing poverty alleviation projects, and the incentive and restraint mechanism to enhance education and build up confidence for the rural population. In doing so, we aim for high-quality, sustainable outcomes in the battle against poverty, ensuring a comprehensive and timely success in poverty alleviation in old revolutionary base areas of Jiangxi province.

In Shanxi Province, 41 poor counties have shaken off poverty with the impoverished population dropping from 3.29 to 0.255 million. By the end of 2018, archived poverty incidence had dropped from 13.6 percent in 2014 to 1.1 percent, and per capita disposable income of rural people in poor areas increased from 3,967 yuan to 8,250 yuan, an annual growth of 13 percent, indicating that the battle against poverty had reaped significant fruits. Currently, Shanxi focuses on difficulties in destitute areas and works steadily with regard to the annual goal of helping 220,000 people in 800 villages of 17 impoverished counties shake off poverty, and complete poverty alleviation through relocation.

Hubei Province adjusts the coverage of medical security for impoverished people. Since August 1, the coverage has been adjusted from “actual medical expense” to “medical expense covered by relevant policies in a county”. In other words, as for the rural poor people to see a doctor in the county, the reimbursement rate for hospitalization expense reached around 90 percent; the reimbursement rate for medical expense on critical illness and special chronic diseases reached about 80 percent; the annual medical expense paid by poor rural people was no more than 5,000 yuan within the policy.

Jiangsu Province: government procurement prioritizes agricultural and sideline products as well as property services in impoverished areas. Budget units of governments in all levels are encouraged to, in principle, prioritize the purchase of products from enterprises, specialized farmer’s cooperatives, and family farms registered in national poor counties. Units, in case of purchasing property services with financial funds, are encouraged to prioritize service providers registered in national poor counties with archived poor people accounting for over 30 percent of their staff (including outsourced employees). On top of that, we must ensure that policies are properly implemented and open for social supervision.

Video conference of Heilongjiang Province on work scheduling of poverty alleviation inspection was held in Harbin. Chen Haibo, Vice-Governor of Heilongjiang Province, stressed that we must stick to the problem-oriented principle and take targeted measures in accordance with suggestions of the inspection team. Moreover, we need to hold responsibility and make strong and concerted efforts to help the annual poverty alleviation recipients, revisit people having shaken off poverty, and collect information on poverty alleviation recipients and measures.

Qianxinan Buyei and Miao Autonomous Prefecture of Guizhou Province promoted mountain tourism to propel poverty alleviation. Thanks to the rapid growth of mountain tourism, the number of tourists to Qianxinan rocketed from 15.2668 million in 2014 to 63.3876 million in 2018, and the total revenue from 11.201 billion yuan to 50.901 billion yuan, both enjoying annual growth of over 30 percent. At present, tourism in Qianxinan has helped 73,200 poor people lift themselves out of poverty.

Fujian Province continues to implement the policy of poverty alleviation through healthcare. Individual contributions from archived poor people under medical insurance for urban and rural residents shall be covered by fully-financed medical aid. The measure is taken to ensure that the insurance coverage rate for impoverished people reaches 100 percent, the critical illness insurance policy offers benefits to poor people, the deductible level for poor people reduces by 50 percent, and the payment rate increases by 5 percent. Besides, the province aims to cancel the ceiling of critical illness insurance for archived poor people once and for all, as well as set up multi-level assistance like special outpatient service, hospitalization service, and one-off fixed-quota aid.

Guangxi Zhuang Autonomous Region takes multiple measures to promote poverty alleviation through relocation and helps 700,000 villagers move out of poor valleys. Guangxi planned to relocate 710,000 archived poor people from 2016 to 2019. By the end of June 2019, the province has, through concerted efforts, relocated 700,893 impoverished people, a total of 699,016 of whom settled in their new homes. With powerful policies centered around, emphasis on infrastructure and supporting industries, Guangxi effectively ensures that impoverished people can successfully relocate, settle in and get rich.

Xinjiang Uygur Autonomous Region holds the first “Good Stuff Festival” for poverty alleviation through consumption. The first “Good Stuff Festival” will be held in Urumchi for twelve days. It is estimated that 100 exhibitors will present various handicrafts, agricultural and sideline products for targeted customers and purchasers, promoting poverty alleviation through consumption.

Inner Mongolia Autonomous Region completed poverty alleviation through relocation assigned by the “13th Five-Year Plan”. As of the end of September this year, Inner Mongolia had built 1,213 settlements and 73,300 residences for nearly 200,000 farmers and herdsmen (of whom 124,900 are archived poor people) whose land does not provide subsistence to help them escape from poverty, completely improving their once inferior living and production environment.

As of the end of August this year, China Development Bank (CDB) had allocated 142.9 billion yuan of poverty alleviation loans, with a balance of 1.17 trillion yuan, offering financial insurance for a victorious battle against poverty. CDB continuously took innovative actions to optimize the policies and mechanism of financial poverty alleviation and repeated abundant fruits in promoting poverty alleviation in destitute areas, eastern-western cooperation for poverty alleviation, and targeted poverty alleviation.

The Blue Book of Enterprise Poverty Alleviation (2019), jointly published by the State Council Leading Group Office of Poverty Alleviation and Chinese Academy of Social Sciences (CASS), discloses poverty alleviation information from over 70 percent of China’s top 100 enterprises. In detail, top managers in 65 percent of the top 100 enterprises highly values and takes part in poverty alleviation work; over half of the companies have established their own organization for poverty alleviation; 47 percent of the firms have formulated relevant plans and management systems; 55 ones have invested 4.953 billion yuan of funds for poverty alleviation (disclosed); and six of the top 100 banking institutions have issued a total of 607.804 billion yuan of loans for targeted poverty alleviation.

Kweichow Moutai tops in the scale of donation and the number of poor students assisted across China. From 2012 to 2019, China Kweichow Moutai Distillery (Group) Co., Ltd has donated a total of 0.8 billion yuan to the China Youth Development Foundation, covering 162,000 excellent students from impoverished families in over 1,600 counties (districts) of 33 provinces (cities) across China.
