State and Ministerial Policy News:

On the occasion of 20th anniversary of the implementation of the system of sending sci-tech experts to rural areas, President Xi Jinping has made important instructions that poverty alleviation and rural vitalization must be advanced by sci-tech innovation. Experts should be continuously sent to the countryside to serve agriculture, rural areas and farmers with science and technology. They should lead villages out of poverty, publicize the Party's policies on agriculture, rural areas and farmers, popularize agricultural science and technology, and spearhead sci-tech innovation and entrepreneurship in rural areasin all enabling farmers to acquire a stronger sense of fulfillment and happiness.

Wang Yang has made a speech at a seminar marking the 25th anniversary of the launch of the “Guangcai Program”, lauding the contributions it has made to the work of poverty alleviation. He said, since its implementation, the program has made great achievements in the field of poverty alleviation and reduction over the past 25 years. Particularly, since the 18th CPC National Congress in 2012, Wang said the program has actively organized the activity of “Thousands of Enterprises Supporting Thousands of Villages”, explored new ways of poverty alleviation, enriched the Chinese-style theories and practices for poverty alleviation, and offered Chinese models and solutions for global poverty reduction.

A leading group for conducting general inspections on national poverty relief work has been established, with Hu Chunhua as its leader. Set at the National Bureau of Statistics, the group’s office assumes the daily work. The members should require the unit they work for to submit the application to the leading group for leader’s approval, if their position need to be adjusted due to changes in work. Twenty-two governments of provinces (districts or cities) in central and western China are required to build corresponding leading groups and offices to do a good job in the local inspections according to the unified requirements of the general inspection on national poverty relief work.

The State Council Leading Group Office of Poverty Alleviation and Development will mainly take six actions to fuel all the final works in the front line of the battle against poverty. The six actions include comprehensively investigating and solving prominent problems, lifting destitute areas out of poverty, consolidating poverty relief achievements to prevent people from returning to poverty after being lifted out of it, making continuous efforts in poverty alleviation in case of slackness, mobilizing the forces of all walks of life in society to fight against poverty, and caring about the community-level officials working for poverty alleviation.

Publicity Department of the CPC Central Committee, General Office of Central Commission for Guiding Cultural and Ethical Progress and Ministry of Civil Affairs will donate TV sets to nursing homes in some poor rural areas, thus ensuring that impoverished people could enjoy better cultural life. A total of 6,000 TV sets will be donated to destitute areas in “three regions and three prefectures (The “three regions” refers to Tibet, four prefectures of southern Xinjiang—Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu.)” and contiguous poor counties in Luoxiao Mountain, which is expected to benefit 747 rural nursing homes in 162 counties of 8 provinces and regions, namely Jiangxi Province, Hunan Province, Sichuan Province, Yunnan Province, Tibet Autonomous Region, Gansu Province, Qinghai Province and Xinjiang Uygur Autonomous Region.

Ministry of Housing and Urban-Rural Development has held a meeting on promoting regional development and poverty alleviation in contiguous poor areas in Dabie Mountain, Jinzhai County, Anhui Province. It is stressed in the meeting that Party committees and governments at all levels in the region should focus on prominent issues, follow the requirements of “two no worries and three guarantees (no worries of food and clothing, guarantees of medicare, compulsory education and housing)”, and work hard to address inadequacies. Also, the mentioned departments should help people increase confidence in their own ability to lift themselves out of poverty and see that they can access the education they need to do so, thus motivating people’s endogenous power to lead them to “actively” instead of “passively” getting rid of poverty. In addition, they should improve conduct, and resist the practices of formalities for formalities' sake and bureaucratism to make sure the achievements could go through the inspections.

Ministry of Human Resources and Social Security has issued Notice on Strengthening the Establishment of Public Service Platforms for Community-Level Employment and Social Security in Poor Areas to improve the employment and public service in such areas. It is required in the Notice that local departments of human resources and social security should do a good job in four aspects: continuing to strengthen the infrastructure construction in poor areas; enabling halls for comprehensive administrative affairs of governments to provide services of employment and social security; improving the management and operation of public service platforms for community-level employment and social security; and vigorously promoting the standardization and informatization of basic public services.

Local Poverty Alleviation News:

Chongqing: The municipality has provided materials for the healthy growth of girls living in poor counties through the Spring Bud Project Adolescence Education. As the project sponsor, China Children and Teenagers’ Fund has donated goods worth 954,000 yuan, including 5 recorded lessons on adolescence education given by experts, 3 sets of teaching courseware, 15,000 story books, 6,000 schoolbags, covering 15,000 girls aged 10 to 14 from 40-plus schools in poor counties of Chongqing.

Shandong Province has issued the Opinions on Deepening Poverty Alleviation through Consumption to advance the cause of poverty alleviation. It is stated in the Opinions that the province will improve the supply, quality and safety of agricultural products, expand the distribution channels for them, and mobilize all sectors of society to scale up the consumption of products and services in poor areas, thus winning the battle against poverty.

The Activity of Providing Assistive Appliances for All People with Disabilities in Shaanxi Province with the theme of “focusing on people with special difficulties, offering them suitable assistive appliances and facilitating the battle against poverty” has been launched in Luonan County, Shangluo City. A total of 16.5 million yuan has been invested in the activity to implement “Health Project” and “Wellbeing Project”, offering poor people with disabilities in destitute rural and urban areas assistive appliances for free, including 331 artificial limbs, 230 orthotics, 200 pieces of hearing aids, 200 wheelchairs and 400 commode chairs.

A total of 58 state-owned enterprises (SOEs) in Hubei Province have committed themselves to lifting designated poor villages out of poverty by the end of this year. All of these enterprises have attached great importance to the work of targeted poverty alleviation and formed the mechanism of “major leaders responsible for general plans, department leaders for specific plans, execution units for implementation plans and inspection groups for supervision”. Since 2015, the 58 SOEs have made direct investment of about 184 million yuan and coordinated various poverty alleviation funds of about 618 million yuan from local governments and departments, effectively promoting the economic development of poor villages.

Guangxi Zhuang Autonomous Region has made great achievements in poverty alleviation through network. Since the beginning of this year, Guangxi has deepened the implementation of five network projects, namely coverage of network, ecommerce in rural areas, education through network, information service and online charity. A total of 54 counties in the region have become the comprehensive demonstrative areas for rural e-commerce, with the retail sales totaled 11.745 billion yuan and 3,527 kinds of agricultural products sold online. In such a way, the income of poor people in the region has been effectively improved.

China (Shaanxi) Promotional Event for Special Agricultural Products in Poor Areas has been held in Yangling Demonstrative Area. The event, with “connecting the production and sale of agricultural products as well as poverty alleviation through e-commerce” as its theme, focuses on strengthening the development and cultivation of the e-commercial markets, so as to further improve the infrastructure construction of rural e-commerce, promote the rapid development of rural e-commerce industry, help the destitute areas and poor people to increase their incomes, and accelerate the pace of entering a moderately prosperous society.
