State and Ministerial Policy News:

Xi Jinping sent a message to the Project Hope and lauded its contribution in promoting poverty alleviation. He pointed out that Project Hope has been implemented for 30 years under the leadership of the Communist Party of China (CPC). The Project, with supporting poor students as its goal and the tradition of respecting teachers and focusing on education as its basis, helps innovate the mechanism of social mobility, builds a bridge of mutual assistance and communication, and helps millions of impoverished teenagers realize their dreams of going to school and growing up to be the pillars of society. The Project has played an important role in facilitating China's poverty alleviation, promoting educational development, serving the growth of young people and leading social trends.

National Development and Reform Commission, together with departments such as the State Council Leading Group Office of Poverty Alleviation and Development, launched an initiative to mobilize the whole society to participate in the poverty alleviation through consumption. The initiative is launched to thoroughly implement President Xi Jinping's important instructions on “organizing consumption to help the poor" in the forums on solving the problem of "two worries and three guarantees (no worries of food and clothing, and guarantees of medicare, compulsory education and housing)”. It also responds to the call of the CPC Central Committee and the State Council on deepening the campaign of poverty alleviation through consumption to win the battle against poverty, and further unifies the strength of the whole society to participate in the campaign, and helps the poor steadily get rid of poverty and assists poverty-stricken areas to achieve long-term development.

Ministry of Finance has adjusted the performance indicators of special fiscal funds for poverty alleviation. The adjustment will help to give full play to the role of performance evaluation in guiding and encouraging the use and management of the special fiscal funds. At the same time, the Ministry of Finance, together with departments such as the State Council Leading Group Office of Poverty Alleviation and Development, will strengthen training on related policies, organize annual performance evaluation in accordance with the requirements, and constantly improve the management of special fiscal funds for poverty alleviation.

The Ministry of Human Resources and Social Security held the Symposium on Poverty Alleviation through Vocational Skill Trainings in "Three Regions and Three Prefectures in Kunming, Yunnan Province. (The “three regions” refers to Tibet, four prefectures of southern Xinjiang: Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan population; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu.) It is concluded in the Symposium the progress brought by poverty alleviation through vocational skills trainings. It is also stated therein that in recent years, the Ministry of Human Resources and Social Security has further focused on the destitute areas, especially the “three regions and three prefectures” by issuing more favorable policies and promoting poverty alleviation through vocational skill trainings in multiple approaches, so as to stimulate the endogenous power of poverty-stricken students and poor labor force to rid themselves of poverty.

The National Bureau of Statistics has released the income of rural residents in poor areas in the first three quarters of 2019, which indicates that the growth rate of the poor’s income is faster than that of the whole nation. In the first three quarters of 2019, the per capita disposable income of rural residents in poverty-stricken areas was 8,163 yuan, an increase of 10.8 percent over the same period of last year. After deducting the influence of price factors, the actual growth rate was 8.0 percent, which was 1.6 percentage points faster than the national rural areas.

Local Poverty Alleviation News:

In the first half of this year, Beijing has raised a total of 5.7 billion yuan in implementing poverty alleviation through consumption. According to statistics, people in Beijing consume nearly 10 million kg of vegetables, 3.5 million kg of meat, eggs, and fish, as well as 6 million kg of agricultural products of beans and milk every day, which grant the city great potential of being the market for poverty alleviation. In order to give full play to the power of consumption, Beijing has set up sub-centers in its 16 districts, special counters in more than 100 supermarkets and wholesale markets, and 1,000 outlets for poverty alleviation, creating various channels for the sale of agricultural products in poverty-stricken areas.

Hunan Province has further promoted the initiative of partner assistance within the province. With the focus on strengthening the construction of industrial projects, both parties of the initiative should scientifically formulate the planning of projects on partner assistance to enhance the endogenous power of the areas being assisted. By September 30 of this year, Changsha and the other 13 cities in the province, according to the requirements and focuses, have accumulatively assisted 14 areas with financial funds of 312.46 million yuan, implemented 394 industrial projects and achieved 71.75 million yuan in sales of poverty alleviation through consumption.

Anhui Province has authorized 50 provincial bases for poverty alleviation through employment, offering 3,878 jobs for the poor. The provincial Department of Human Resources and Social Security, State-owned Assets Supervision and Administration Commission, Office of Poverty Alleviation and Federation of Industry and Commerce will strengthen supervision on the bases for poverty alleviation through employment, and recommend poor people to work in the bases. They will also guide enterprises to build harmonious labor relations, implement various supporting policies, and give full play to the important role of these provincial bases in terms of employment supply, targeted poverty alleviation, and prevention from returning to poverty.

Guizhou Province has developed 12 characteristic industries through intellectual property protection to fight against poverty. The provincial Administration for Market Regulation, with focus on 12 characteristic industries of vegetables, tea, fine fruits, and traditional Chinese medicine, has implemented the initiative of “enriching farmers with trademarks”, which is aimed at vigorously developing trademarks with geographical indication and helping the poor areas get rid of poverty. Since this year, Guizhou has added 15 trademarks with geographical indication, bringing the total number of the trademarks to 98, and realizing the goal of “all counties having their own brands” in the whole province.

Yunnan Province has given training to all of the officials working for poverty alleviation to build a high-quality team. Yunnan attaches great importance to the education and training of officials working for poverty alleviation and persists in studying and implementing the important thoughts on poverty alleviation made by President Xi Jinping and his speeches during his field study in Yunnan. The province has formulated the action plan on strengthening the training of officials for targeted poverty alleviation, in which it is stated that the all-round, multi-level and large-scale training are about to be precisely carried out.

Guangxi Zhuang Autonomous Region has deployed the work on poverty alleviation through traffic safety. The region will timely renew the driver’s licenses of the poor, and provide quality service in the management of rural motor vehicles so as to put an end to the increase of poor people due to traffic accidents caused by potential risks such as lack of safety protection and the use of vehicles without license, or with expired annual inspection, or that should have been discarded. In addition, the region will also strengthen the promotion of laws on traffic safety among the poor, and improve their awareness of traffic safety, law enforcement, civilization, and rules.

Nearly 80,000 people in Inner Mongolia Autonomous Region have benefited from ecological poverty alleviation. Since the beginning of this year, the number of jobs as eco-rangers assigned to the archived impoverished people in the region has increased to 16,700, helping nearly 50,000 people to increase their income over the national standard of poor counties. With the compensation funds for the ecological benefits of public welfare forests, the region hired 15,000 poor people to participate in the management and protection of forest resources, increasing their income by 6,000 yuan per capita. Besides, the region has also raised the income of 15,000 poor people through the construction of characteristic economic forests, as well as the development of forest and grass industries such as the under-forest industry and courtyard industry.

Public Poverty Alleviation and Charity News:

The “Autumn Campaign of Shaanxi Sports Lottery Supporting Education” has helped over 100 college students from poverty-stricken areas with their tuition fees. Among them, there are 49 from impoverished households and 87 from families above the poverty line, both of them living in 20 designated poverty-stricken villages that receive supports from Shaanxi Sports Bureau. Shaanxi Sports Lottery has invested 185,000 yuan in subsidizing students, including 2,000 yuan for each student from poor households and 1,000 yuan for each one from families above the poverty line.

Jiangxi Provincial Postal Administration has reached strategic cooperation on targeted poverty alleviation through e-commerce content marketing with the Baijiahao Platform of Baidu to expand the new approaches to inherently-driven poverty alleviation. Both sides will endeavor to break the barriers among regions through the internet and connect the producing areas of agricultural products with consumers by improving the content marketing which includes the closed-loop of “viewing, buying, and delivery”. The cooperation will promote the sale of characteristic products such as tangerines from Nanfeng, navel orange from south of Jiangxi Province and kiwi fruit from Fengxin, and thus lifting people in poor areas out of poverty and winning the battle against poverty.
