State and Ministerial Policy News:

Zhong Shan, Minister of Commerce, went to Sichuan Province to carry out investigation and survey on fixed-point poverty alleviation. At the symposium, Zhong Shan stressed that the Party committees and governments of Guang’an and Yilong should further study and implement the important statement of General Secretary Xi Jinping on poverty alleviation, constantly improve the political awareness though the theme education of “remain true to our original aspiration and keep our mission firmly in mind”, and resolutely carry out the responsibility as the main body of poverty alleviation. In addition, they should also make continuous efforts with determination to deliberately put the requirements of poverty alleviation into practice, effectively link it up with the implementation of the strategy of rural vitalization, and ensure that the achievements of poverty alleviation can stand the test of practice and history.

Li Jiheng, Minister of Civil Affairs, stressed during his investigation and survey trip to Gansu Province that we should study, publicize and implement the spirit of the Fourth Plenary Session of the 19th CPC Central Committee, and better play the Ministry’s role in subsistence assistance to poverty alleviation. We should resolutely fulfill the political responsibility of poverty alleviation, improve and implement the basic livelihood security system, take more effective measures to guard the bottom line of basic life of the impoverished people, and make new contributions to winning the fight against poverty on schedule and building a moderately prosperous society in an all-round way.

The State Council Leading Group Office of Poverty Alleviation and Development made solid progress in the special rectification of the prominent problems of two no worries and three guarantees (no worries of food and clothing, guarantees of medical care, compulsory education and housing). At present, the main problems are as follows: in the aspect of compulsory education security, a number of school-age children from poverty-stricken families drop out of school at the stage of compulsory education, and some leftover children of impoverished households have difficulties to go to school; in the aspect of basic medical security, some common and chronic diseases of impoverished people cannot be treated in time, and the rural medical facilities in poor counties are insufficient; in the aspect of housing security, there are still some low-income families in need of reconstruction on their dilapidated houses.

In order to better address poverty, the Ministry of Finance issued the 2020 notice of budget to fund the science and technology talents in “three regions” in advance. (The “three regions” refers to Tibet, four prefectures of southern Xinjiang—Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations.) The Notice required all local governments to implement those self-undertaken funds in accordance with the regulations, practically strengthen the management of the use of funds, and organize the task well. As arranging the funds, it is necessary to give priorities to “three districts and three prefectures (the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu)”, and other severely-impoverished areas where a large group of people suffer from extreme poverty and face serious difficulties on poverty alleviation.

Local Poverty Alleviation News:

Chongqing has built a three-dimensional live-action model covering the whole city to assist targeted alleviate poverty. The model can fully restore Chongqing’s global pattern of natural resources and landscape in urban and rural areas, revealing the "skeleton" of the city. It can also provide a more scientific, effective and smarter approach for Chongqing to conduct targeted poverty alleviation work, protect natural resources, ecology and historical and cultural resources, as well as improve the city’s quality, etc.

In Yunnan Province, the total amount of medical insurance reimbursement for the archived poverty-stricken population reached 5.189 billion yuan, and the proportion of hospitalization reimbursement reached 88.96%. Yunnan has formulated the specific proposal on poverty alleviation in healthcare, issued 12 concrete measures, actively connected with the poverty alleviation departments, and timely mastered the dynamic adjustment and information of the archived poverty-stricken population. The measures effectively reduced the burden of the population on seeking medical advice as well as the cases of returning or leading to poverty due to illness and benefitted the public in a genuine way.

The annual assessment of poverty alleviation performance in Sichuan Province will be launched in early December. The assessment will focus on seven key points, including “three implementations (implementation of responsibility, policies, and tasks)”, “two no worries and three guarantees (no worries of food and clothing, guarantees of medical care, compulsory education and housing)”, “four label-removals”, destitute areas, poverty alleviation quality, problem rectification, work style improvement, etc., and examine the quality of achievements on getting off poverty of counties, villages and households over the years. Emphasis of the assessment will be laid on six aspects, namely, the effectiveness of poverty alleviation work of the municipal and county Party committees and governments, paired-up assistance, fixed-point poverty alleviation, special poverty alleviation projects, “five ones (one poor village should be paired up with one county leader, one supporting organization, one working team stationed in village, one ‘first Party secretary’ and one agricultural technician)” assistance, and poverty alleviation cooperation between the eastern and the western regions.

Hunan Province launched the annual poverty alleviation audit, focusing on “precision”, “safety” and “performance”. In order to further implement targeted poverty alleviation policies and measures, regulate the management and use of subsidies on poverty alleviation and benefiting peasants, Hunan Province launched the 2019 special poverty alleviation projects and the “one pass” agricultural subsidies audit. The special audit for poverty alleviation will make full use of big data, and all the audit teams will be equipped with computer-aided auditors to achieve full coverage of audit professionals and technology.

Guizhou Province released a provincial financial special poverty alleviation fund of 60 million yuan in 2019. According to the Guizhou Special Report for Disaster Assessment provided by the Department of Emergency Management of Guizhou Province and the disaster relief reports submitted by local governments, the preference was given to the severely-affected poverty-stricken areas. Priority should be given to projects suitable for planting, breeding and other immediately effective projects as arranging the funds on relief work through production. The projects should be selected from the poverty alleviation bases at the county level to avoid the simple distribution of cash and materials or the pursuit of short-term dividends in the name of poverty alleviation through asset income.

Shanxi Province’s health-poverty-alleviation project of “three insurances and three assistance” benefited 1.25 million person-time. The three insurances consist of basic medical insurance, severe diseases insurance and supplementary insurance; three assistances comprise insurance-covered assistance, free-assistive devices and assistance for special difficulties. According to the relevant principal of the Health Commission of Shanxi Province, at present, all the archived poverty-stricken population in Shanxi Province are covered by medical insurance for urban and rural residents. The insured individuals are fully subsidized by public finance, and the proportion of hospitalization reimbursement reached 90%. The “one-stop” mode of four treatments, namely, basic medical insurance, serious disease medical insurance, supplementary insurance and medical assistance, has been realized in hospitals within the county. Patients could be diagnosed and treated before paying.

In Shaanxi Province, households falling into poverty because of illnesses decreased by 138,300 in three years. In the past three years, Shaanxi Province has allocated a total of 298 million yuan to subsidize 3,082,400 impoverished people to participate in the new rural cooperative medical system, established and improved the preferential policy of medical security for the poverty-stricken people, so as to realize the full coverage “triple” guarantees including medical insurance, serious disease insurance and medical assistance for urban and rural residents. Those impoverished people could “take diagnosis and treatment before paying” as staying in designated hospitals within the county and enjoy the “one-stop” real-time settlement service. A total of 594,700 poor patients have been treated and cured and the proportion of reimbursement for medical compliance expenses of poor people reached more than 80%.

Hebei Province has completed all tasks determined in 2019 agreements with Beijing and Tianjin on poverty alleviation. By the end of October, Hebei Province has completed all tasks defined in 2019 agreements with Beijing and Tianjin separately on poverty alleviation. Since this year, Beijing and Tianjin have allocated 1.423 billion yuan of financial assistance funds, with 1.113 billion yuan from Beijing and 310 million yuan from Tianjin. Besides, Hebei Province has set a supporting fund of 280 million yuan. At present, all 361 assistance projects determined through consultation among Hebei Province, Beijing and Tianjin are under construction.

Guangxi Zhuang Autonomous Region has improved the medical security system to effectively reduce the burden of the impoverished people. The Region has made initial achievements in improving the medical security system, targeted poverty alleviation of medical insurance, reforming of procurement from drug groups and medical insurance payment mode, and cracking down on insurance fraud. All the measures effectively reduced the medical burden of the people and improved the medical security level for patients. In addition, since 2020, Guangxi Zhuang Autonomous Region will officially realize the synchronous registration of insurance participation, the combined operation of funds, the consistent funds-collecting and management, the unified supervision and the integration of handling services.

Ningxia Hui Autonomous Region has transferred 33,100 archived poverty-stricken labors realized for employment. This year, Ningxia continued to promote a series of employment policies to assisting transfer employment in local areas and neighborhoods. By expanding the demonstration base of poverty alleviation through employment, enhancing the training of labor brokers, the government provided jobs for the archived poor labor force and promoted the employment. Through developing and purchasing special archived public welfare posts, the government helped the poor labor force with special difficulties to get employed.

Inner Mongolia Autonomous Region launched special rectification actions to solve the corruption in the field of poverty alleviation. Focused on poverty alleviation, education and medical care, food and drug safety and other fields, Inner Mongolia has effectively solved problems for the people and achieved interim results. By the end of October, the proportion of hospitalization reimbursement of impoverished patients had reached 86.5%. A total of 380 poor households get rid of drinking water safety problems found in the investigation, and 4,717 archived poor households had benefited from the reconstruction of dangerous houses.

Public Poverty Alleviation and Charity News:

In the past 30 years, the Hope Project has funded 103,700 poverty-stricken students in total in Xinjiang Uygur Autonomous Region. The Project has raised donations and materials of all kinds worth about 512 million yuan, provided assistance or aid in the construction of 517 Hope Primary Schools and Hope Kindergartens, as well as one Hope Hospital, and donated 2,480 Happiness Projects of Hope Project. At present, Hope Project has formed a multi-channel, multi-level and all-round funding system in Xinjiang, with assisting approaches developing from the initial material assistance to various material and spiritual assistance. The single program of Hope Primary School has developed to projects such as “national unity camp”, “love tickets of the Communist Youth League” and “youth employment and entrepreneurship”, etc.

China E-commerce Poverty Alleviation Alliance has helped poverty-stricken areas to sell local agricultural products worth more than 2 billion yuan. Meanwhile, it also helped 597 enterprises of local agricultural products in 20 provinces to carry out “three qualities and one indication (pollution-free, green, organic, as well as a geographical indication of agricultural products)” certification training. In total, 102 enterprises have obtained the certificate, and six brand promotion conferences for local agricultural products from China's poverty-stricken areas have been successively held in Beijing, Chongqing, Heilongjiang, Xinjiang, Shaanxi, Sichuan and other places, with nearly 800 cooperative agreements achieved.
