State and Ministerial Policy News:

The Central Committee of the CPC held forum with public figure outside the Party. On behalf of the Central Committee of CPC, Xi Jinping expressed appreciation to the great contribution made by central committees of democratic parties, All-China Federation of Industry and Commerce and non-party personage in the cause of poverty alleviation. Xi Jinping said that comrades had made solid progress of poverty alleviation through industry, education and science and technology. The principals of central committees of all democratic parties personally led teams to go deep into poverty-stricken areas, and conducted democratic supervision over implementation of policies, use of funds, effectiveness of poverty alleviation, public recognition and style of work. All-China Federation of Industry and Commerce encouraged and supported private entrepreneurs to actively fulfill their social responsibilities and enthusiastically devoted themselves into poverty alleviation, the cause of public welfare and charities.

The State Council Leading Group Office of Poverty Alleviation and Development and National Energy Administration jointly held National Video Conference on Poverty Alleviation through Photovoltaic Industry in Beijing. Ou Qingping, Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, stressed that poverty alleviation through photovoltaic industry is a new challenge related to the vital interests of numerous impoverished people, and all local governments must attach great importance to the work from the perspective of ideology and implemented it in detail. In this regard, it is necessary to strengthen the sense of responsibility, complete the construction tasks on time and with high quality, further regulate the income distribution of the cause, enhance the monitoring and management of information of power stations, and promote the operation and maintenance management of village-level photovoltaic power stations (for poverty alleviation) in a solid way, so as to ensure the sustainable development of these projects.

The National Energy Administration held the third special meeting on poverty alleviation in 2019. The Meeting called for all member units to earnestly study General Secretary Xi Jinping's latest instructions on poverty alleviation and the spirit of the Fourth Plenary Session of the 19th Central Committee of CPC, so as to make targeted effort and work vigorously without letup to lead Party members and cadres of each unit to take responsibility and fulfill their mission; by the end of the year, the poverty alleviation task assigned to the energy industry should be completed resolutely, and all-out efforts should be made to promote energy projects in the two paired-up counties; our annual work on poverty alleviation should be summarized earnestly, and the alleviation work for the next year should be planned ahead.

The National Health Commission of the People’s Republic of China: Promoting poverty alleviation through health care and ensure basic medical care for the impoverished population. On the one hand, the supply and the demand side should work together to make basic medical resources equally accessible. We will strengthen health security on the demand side, and establish a targeted safeguard mechanism to avoid people being reduced to or dragged back into poverty by illness. On the supply side, it’s necessary to optimize health services to comprehensively improve the medical conditions and capabilities in counties of poverty-stricken areas. On the other hand, adhering to the concept of “general hygiene and health care”, we should work along both lines of treatment and precaution, distinguish serious and chronic diseases during medical treatment, strengthen disease prevention and control, and push forward the strategic phase of poverty alleviation through health care.

Local Poverty Alleviation News:

Beijing has invested three billion yuan on aggregate to “pay back” the water source area of the middle route of the SouthNorth Water Transfer Project to assist poverty alleviation. According to the Office of Leading Group of Beijing Poverty Alleviation Collaboration and Support Cooperation, over the past six years, Beijing has carried out 900 paired-up cooperation projects with Henan and Hubei Province, focusing on the main line of “protecting water quality, improving people's livelihood and promoting industrial transformation”, helping the water source areas to achieve positive results in the above aspects, poverty alleviation and other aspects. Districts of Beijing have also raised an additional fund of 200 million yuan in total to support the development of paired counties (cities, districts).

From January to October this year, 14 poverty-stricken counties on national level in Chongqing achieved 13.4 billion yuan in online retail sales of rural products. As a special municipality directly under the central government and a large city covering extensive rural areas, mountainous areas and reservoir areas, as well as contiguous poverty-stricken areas, Chongqing regarded e-commerce as an important driving force to achieve targeted poverty alleviation and eradication, which played a significant role in expanding sales channels of special agricultural products of poverty-stricken areas, as well as promoting transformation and upgrading of rural industries. At present, Chongqing has built 63 e-commerce clustering districts, with e-commerce online businesses exceeding 660,000, helping 1.66 million people get employed or start their own businesses.

The archived impoverished population of Guizhou Province has been included in dynamic health insurance as much as possible. Guizhou province implemented dynamic insurance for the newly-archived poverty-stricken people, which meant that they can be identified, insured and subsidized synchronously, so as to ensure that they can enjoy the corresponding treatment in time. Those archived poor people, who have already been insured, are monitored dynamically by identity through basic health insurance information system, so that they could be marked with insured status in real time. Meanwhile, the “information management platform for the uninsured due to rational reasons” is developed. Specifically, persons who do not participate in the local insurance due to reasons such as joining the army and enrolling in school, are visited in villages and households by local responsible officers personally and have their information recorded in the platform at length, which contributes to a more accurate and timely management account of the uninsured due to rational reasons.

All the qualified administrative villages in seven cities and prefectures in Qinghai Province have access to shuttle bus services, benefiting the cause of poverty alleviation. By the end of October, there have been more than 4,000 qualified administrative villages in Qinghai Province can be accessed by shuttle bus, accounting for 99.50% of the total. Xining, together with other six cities and prefectures, has completed the annual task that all qualified administrative villages enjoy shuttle bus services ahead of the schedule. By the end of this year, all these villages in the province will fulfill this task, giving full play to the strategic, leading, basic and supporting role of transportation in Qinghai Province in winning the fight against poverty on schedule, and building a moderately prosperous society in an all-round way in line with the whole country.

Rural e-commerce has covered all the national key impoverished counties in Hubei province. At present, the express delivery covered 81% of administrative villages in Hubei Province. A large number of e-commerce public service centers and logistics distribution centers in county level, service stations in town level, and service points in village level has been built. A total of 195,000 person-times have received e-commerce training; 1.26 million archived impoverished person-times have been served; nearly 130,000 poverty-stricken households have increased their income. Hubei provincial government also signed strategic cooperation agreement with Alibaba Group. The two parties have cooperated to build a logistics service network in 66 counties and cities, serving nearly 1.25 million person-times per month.

Henan Province: Industrial development laid solid foundation for poverty alleviation. In the first 10 months of this year, 53 poverty-stricken counties (including those have got rid of poverty) in Henan Province actually received 42.25 billion yuan from other provinces to undertake industrial transfer in the field of industry and information technology. Characteristic processing industry has helped 290,000 people shake off poverty, and 21,000 people obtained employment additionally. Next year, the industry and information system of Henan Province will further give play to its functional advantages, combine industrial development with industrial poverty alleviation, spot the industrial, industrial engineering and enterprise characteristics of the impoverished areas, give full play to the main role of enterprises in poverty alleviation, establish the concept of “large industries promote large-scale poverty alleviation”, and strive to help people out of poverty and encourage their indigenous ability to do so simultaneously, thus to inject fresh momentum into targeted poverty alleviation.

Hainan Province has completed the scheduled task of poverty alleviation in 2019. Hainan’s task of two no-worries and three guarantees (no worries of food and clothing; guarantees of medical care, compulsory education and housing)” has been basically completed. In terms of compulsory education, the distribution rate of preferential fund of poverty alleviation through education has reached 100%; in terms of basic medical care, the coverage rate of basic medical care and serious illness insurance for all archived poverty-stricken people has reached 100%; in terms of housing safety, the occupancy rate of renovated dilapidated houses of archived poverty-stricken households has reached 98.03%; in terms of safe drinking water, at present, poverty alleviation funds on water conservancy constructions invested by the whole province has reached 91.5% of the annual investment plan, funding 131 rural drinking water safety constructions with 77,100 beneficiaries.

Liaoning Province has completed the maintenance and reconstruction of the early shed-renovation apartments and the rural dilapidated houses. Liaoning Province took targeted reconstruction for low-income insurance households, impoverished disabled people, archived poverty-stricken and extremely-poor people with decentralized support in rural areas. They formulated transformation measures for households one by one. As soon as one household was reconstructed, it would be moved out from the file. As they advanced sparing no effort, the urban and rural residents turned from “being worried about living condition” to “being delight with it”, which sped up the poverty alleviation.

Hunan Province vigorously cultivated impoverished people’s aspiration to put an end to nanny-like poverty alleviation. Hunan Leading Group Office of Poverty Alleviation and Development issued Opinions on Implementation of In-depth Poverty Alleviation through Aspiration Cultivation and Education, to vigorously promote self-construction, self-management, self-operation, etc., to encourage impoverished people to rely on themselves and work hard to build a better home. The nanny-like approaches to poverty alleviation should be completely eradicated, so as to avoid the result of “idlers relying on policies”.

Xinjiang Uygur Autonomous Region has completed the task of relocating impoverished residents, and nearly 170,000 people have moved to new houses delightedly. Before winter, the last batch of poverty-stricken farmers and herdsmen in Xinjiang moved out from the unlivable highland, remote mountains and desert hinterland to safe houses subsidized by the state and local governments in oases and plains. So far, Xinjiang has completed the task of relocation of impoverished residents of the 13th “Five-Year Plan”. About 169,400 people from 40,146 households have moved to new houses.

 “The Second Beijing Production and Marketing Campaign of Sichuan Products with Poverty Alleviation Labels & Featured Advantageous Agricultural Products” was held in Beijing. Themed on “purchasing Sichuan products to assist poverty alleviation", the campaign strives to introduce more Sichuan products to Beijing. During the three-day activity, 21 cities (prefectures) in Sichuan signed purchase and sales contracts with 215 units in the capital. The total value reached 6.79 billion yuan, among which poverty alleviation products accounted for 4.36 billion.
