Hu Chunhua, member of the Political Bureau of CPC Central Committee and leader of State Council Leading Group of Poverty Alleviation and Development, presided over the plenary session of the State Council Leading Group in Beijing. He stressed that we should firmly implement the important statement on poverty reduction made by General Secretary Xi Jinping as well as the spirit of Central Economic Work Conference, follow the instruction of the CPC Central Committee and the State Council, continuously fulfill our responsibilities and works, and take tough measures to ensure a complete victory over poverty.

Liu Yongfu, head of the State Council Leading Group Office of Poverty Alleviation and Development: China is expected to lift over 10 million people in total out of poverty in 2019. More than 95 percent of China's poor population is expected to shake off poverty and over 90 percent of poor counties are expected to be removed from the poverty list by the end of this year. In the future, we will facilitate poverty reduction efforts of ensuring poverty alleviation in regions suffering from extreme poverty such as “Three Regions and Three Prefectures” (the three regions refer to Tibet, four prefectures of southern Xinjiang-Hotan, Aksu, Kashi, and the Kizilsu Kirgiz Autonomous Prefecture, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; and three prefectures include Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu); we will establish an effective monitoring and early warning mechanism as well as a long-term poverty alleviation mechanism to prevent returning to poverty; we will deepen the coordination of poverty alleviation between the eastern and the western regions and the designated poverty alleviation to advance the development of industries in the western regions; and we will organize officials to review the achievements in poverty alleviation, and thus making up the shortage, identifying and addressing problems in a timely manner.

The Ministry of Finance has issued the notice on the expenditure budget for income from the cross-provincial adjustment of land in 2020 in advance, with destitute areas as its priority and focus. According to the regulations, the increase and decrease of urban and rural construction land should be linked with the cross-provincial adjustment of surplus quota of funds, and the funds should be firstly given to the impoverished areas with surplus land, so as to ensure the resettlement compensation, demolition and reclamation, infrastructure and public facilities’ construction, ecological restoration, farmland protection, high-quality farmland construction, agricultural and rural development and construction, as well as the purchase of services for poverty alleviation through relocation.

Since the implementation of the 13th Five Year Plan, the Ministry of Transport has continuously increased the financial support for transportation projects in poor areas, providing a strong guarantee for winning the battle against poverty. Since the implementation of the 13th Five Year Plan, a total of about 710 billion yuan raised from the vehicle acquisition tax has been invested in the construction of the transportation projects in poor areas, accounting for about 70% of the total tax. In addition, the Ministry has also been committed to its goals of ensuring that eligible towns and villages have access to hardened roads by the end of 2019 and shuttle buses services by the end of 2020.

The Ministry of Agriculture and Rural Affairs has strengthened the role of science and technology in supporting the high-quality development of agriculture and rural areas, thus facilitating the battle against poverty. The Ministry has helped 832 poor counties establish over 4,100 teams of technical experts for industrial poverty alleviation to facilitate the development of communities through technology. Among them, six sci-tech service groups and 544 expert teams have been assigned to settle in the 165 poor counties within the “Three Regions and Three Prefectures”, ensuring that all the mentioned areas and designated poor counties have their own technical experts. The Ministry has recruited over 3,000 special agricultural technicians from the experts on soil, land, planting and breeding throughout the 22 provinces to make sure that all the poor areas have the guidance of these technicians.

Beijing: Since the launch of projects of poverty alleviation through consumption, the city has totally consumed the goods with the value of 17.7 billion yuan from the poor areas. Beijing, by taking advantage of its financial resources and its huge market with an annual consumption volume of 2 trillion yuan, has created a new mode of poverty alleviation through financial consumption. In such a mode, the citizens of Beijing can enjoy the good but cheap agricultural products, and in turn tens of thousands of farmers in remote villages can get rid of poverty and increase their income.

Chongqing has seen a positive trend in its work of poverty alleviation in 2019, and an estimated total of 114,000 rural people will get rid of poverty by the end of the year. Since the beginning of this year, Chongqing has prioritized the problem of “two worries and three guarantees (no worries of food and clothing, and guarantees of medicare, compulsory education and housing)”, established the coordination and implementation mechanism, figured out the basic situation through field trips to each household in each village to ensure the quality of poverty alleviation. With the in-depth implementation of poverty alleviation, relevant industries have seen fruitful results, and the social security system has been established and improved, and the income of major impoverished people has exceeded the poverty line.

The financial system of Shaanxi has increased its investment of resources in rural areas to ensure them enjoy a high-quality development, and thus winning the battle against poverty. By the end of the third quarter, Shaanxi has issued 225 million yuan of reloans to support farmers and 20.011 billion yuan of reloans to facilitate poverty alleviation, bringing the balance of agricultural-related loans in the province to 727.337 billion yuan. Besides, the financial system of Shaanxi has continuously innovated methods to support agricultural development, including launching targeted characteristic loans such as “loans for factories in new community” and “loans for enterprises to employ impoverished people”, which, together with other approaches, has promoted the cause of poverty alleviation with multiple measures.

Jilin Province has issued 57 policies to increase the financial support for rural rejuvenation and accelerate poverty eradication. The Province has launched five service projects, namely “strengthening the foundation with universal benefits, expanding the capacity of policies, enriching people with precision, improving the quality with integration, and ensuring the full coverage of insurances”, to precisely increase people’s income through targeted credit poverty alleviation, industrial and financial cooperation as well as livelihood insurance, promote the integration of financial industry, of fiscal and financial interaction, of finance and big data, prevent and resolve risks in the operation of financial institutions and risks of loans and credits, and effectively facilitate the cause of poverty alleviation.

This year, Qinghai Province offered 62,800 jobs to the impoverished people. Qinghai has vigorously carried out labor cooperation and comprehensively established partnership with other paired-up provinces (prefectures) and among cities (prefectures) under its jurisdiction to strengthen the vocational trainings and connection between the impoverished labor and employment opportunities, and thus creating jobs for the poor. By the end of November, 13,000 poor people in Qinghai have been transferred and offered with jobs, achieving 85% of the annual target.

Anhui Province has launched the special activity of “One Hundred Doctors Stationed in Villages” to achieve the full coverage of medical and health services in villages. Now, the Province has realized the target of establishing one public health center in each town, one standard clinic in each village (except those with township health center) and one eligible doctor in each village-level clinic, meeting the standard and requirement of “guaranteed basic medicare”.

Xinjiang Uygur Autonomous Region has initiated “a package” of financial measures to alleviate poverty in the four prefectures of Southern Xinjiang (Kashgar Prefecture, Hotan Prefecture, Aksu Prefecture and Kizilsu Kirgiz Autonomous Prefecture). As for the supporting policies, Xinjiang Banking and Insurance Regulatory Commission has promoted the banking institutions within its jurisdiction to establish the system of poverty alleviation and duty-free exemption for qualified agricultural financial services, and implemented the policy of “connecting north and south”, which is encouraging the relevant banking institutions establishing new branches in areas other than the four prefectures of Southern Xinjiang to set one branch in the four prefectures if possible. By the end of September 2019, the number of villages without banking institutions in the four prefectures has decreased to 9 from 50 at the end of 2018.

Guangxi Zhuang Autonomous Region has made steady progress in the implementation of compulsory education, and seized phased results in the work of poverty alleviation. The Province has seriously studied the spirit of important speeches made by President Xi Jinping in the symposiums on solving the prominent problems of “two worries and three guarantees (no worries of food and clothing, and guarantees of medicare, compulsory education and housing)”, conscientiously implemented the rectification feedback of central special inspection tours of poverty alleviation, and firmly promoted the special action of controlling the dropout rate of students to ensure the implementation of compulsory education. In addition, the Province also has committed to comprehensively improving the conditions of schools in poor areas where compulsory education could hardly be guaranteed, and seeking for various ways to hire eligible teachers to lay a solid foundation for winning the battle against poverty.

In 2019, more than 300,000 impoverished students of Gansu Province have been granted with the student loans to “realize their dreams”. The province has focused on the archived impoverished students so as to “provide precise support” and actively grant loans to students in need. Since 2018, departments in charge of student loans at all levels have established offices to popularize the policies on student loans, formulate the acceptance plan in advance, and set up hotlines, thus providing thoughtful services for each student and parent who consults and applies for the student loans.

The Campaign, themed on “Setting up Brands to Promote Agricultural Products and Alleviate Poverty”, aims to establish a platform for connecting the production and sale of characteristic and quality products form poor areas in Hunan so as to promote the sales of those products in the markets of Beijing, Tianjin and Hebei Province and expand the sales channels.
